      On 06/25/2023 our family took our boat, for the first time since receiving, to the boat launch to go fishing. We were met by my father who is disabled (in a wheelchair but can walk a few feet) and we were trying to get him down the boat via the dock to be able to load him into our boat so he could fish as well. The owner of Sweetwater SUP rentals proceeded to tell us we are unable to use the dock because she "pays to be there" and stores hers rentable kayaks on the dock. This is a public dock meant for loading and unloading of motorized boats. The docks are there for public use and are needed for people who are *** ******** Not only were we unable to use the dock due to her kayaks stacked around in various places on the dock, but we ended up having to leave in general due to being unable to get my handicapped father on the boat. The experience was terrible. There is plenty of bank space for her rentable kayaks to sit and if she is going to be working with the public she should conduct herself in a professional manner. As we pulled away, she stopped my oldest daughter and her boyfriend, who were walking to their car that they drove separately, and began harassing them about how its basically her dock and there is nothing we can do about it. She is breaking *************** by denying access to not only the public, but to *** users as well. When the ************* was called by myself, they told me the business owner was correct and that there was nothing I could do about it. The city worker I spoke to specifically stated "what do you want me to do? Report to them that she was rude to you?" I had already mentioned that my father was disabled and needed that public dock to safely load onto our boat. She did not show any care about that fact, just agreed that the business owner was more important than an *** ****** using public water access. There are two boat docks at this location but at the time, the other dock had a boat with a family unloading and was unusable.

      Hello, my name is *********, and I am the owner of Sweetwater SUP Rentals, I purchased the business this last spring.  I do have an agreement with the ************* that allows me to be in the park.  I hold this privilege as just that, "a privilege" and I work hard to deserve it.  I know it does not give me any special privileges.  We work VERY hard to keep no more than 4 kayaks at the end of the dock at all times and out of everyone's way.  If the dock is busy, we will keep zero boats on it. 

      On the morning of June 25, I had a about 13 rentals going out by 11:00.  At 9:45 I had placed two Kayaks at the very end of the dock.  When I came back down with another two the family with the complaint had brought their boat in and were for no apparent reason moving it over to the paddleboard/kayak side of the dock.  (I can provide pictures, and I do agree that there is NO signage.  But, motorized boats normally remain on the inside of the dock and NOT on the sides where people are in the water).  The family seemed to be having a bad morning, and I remember very well that the first and only words out of my mouth because of their demeanor was "I'm sorry my boats are there, normally big boats don't use this side" (which is the outside rail of one of the docks).  The family made me feel very uncomfortable and I felt they were looking for a confrontation.  I quickly set my other two boats on the other side of the dock trying to keep them out of their way and quickly left as there was four of them making me feel very uncomfortable. I really felt like they were looking for a fight.  I DO NOT like confrontation.  On my way through the park, I crossed paths with the park attendant and mentioned to him that there was a family down at the dock that looked like they needed some help.  

      I stayed clear of them as best I could.  I proceeded to place a couple more rental crafts in the dirt up out of the way of lake goers.  At this point the family was taking pictures of all the signage, and I believe my watercrafts they were obviously not happy with my existence.  I ignored them completely, for fear they were still looking for a fight.  As two of them drove past my trailer the woman yelled out of the vehicle window derogatory remarks.  When the other two walked past my trailer, feeling like I might not get attacked I again tried to explain that I was sorry for being in their way and that I try hard to earn my right to be at the park by not upsetting park goers. I apologized that I upset the family and said that I had asked the park attendant to try and help them out. 

      I DID NOT harass anyone. 

      I do NOT feel like I have special privileges to be in anyone's way. I am not sure where the ADA I was blocking was. 

      There were no other boats loading or unloading that I can remember.  Definitely not enough for them to have to have moved their boat over to endanger people trying to load and unload on kayaks and paddleboards.   I did not understand their hostility towards me.  

      I asked the park attendant if he was able to help them, he said he didn't make it down there before they pulled out. 

      I NEVER told them they couldn't use anything.   It is not my place to say anything, that is what the park attendant is there for.

      I apologize that my boats where in their way, when I put them there no one was using that side of the dock, and there was more than enough room for everyone.

      I DO NOT store my boats on the **** and would never say such a thing.  The four that were there were going out in the next 15 minutes (or less).  I find it hard to believe that the City worker told them I was in the right.  If I did in fact do what they said I did I would lose my right to be there in an instant.  At the very least the City would have called me in to discuss the situation. 

      I try very hard to earn my right to be in the park.   

      I tried to be as courteous as possible to this family, as it looked like they were having a bad day.  But I did not want to bear the grunt of it, so I steered clear of the group of 4.   

      I did approach the younger of the two women and try to apologize for whatever I did that steered their anger towards myself and having someone drive by yelling out their window. 

      If it would help I would like to provide pictures of the area, the dock and my boats but I am not sure how to do so.  There are two large docks with plenty of room for 4 motor boats on the inside of the two docks and all the kayaks/board on the outside half of the second dock.
