    On September 12, 2023, Cowlitz 2 Fire & Rescue assigned an account to our office for $220.84 with an added fee of $77.29 pursuant to RCW 19.16.500. A validation letter was mailed to Mr. ************* on September 14, 2023 to the address of ************************************** without mail return.

    On September 29, 2023, we called Mr. ******* and he requested a notice.  We mailed him a list of accounts to the same address, ************************************** without mail return.

    On October 16, 2023 we called and talked to Mr. ************** He advised he didnt receive our notice.  He said he would call back if he didnt receive within the next few days.

    On October 25, 2023, we called Mr. ******** he did not answer the phone, we did not leave a message.

    On November 1, 2023, Mr. ******* called our office and he agreed to pay $107 on the 27th of each month until paid in full.

    We did not receive a payment in November or December.  Fairway Collections attempted to reach him by phone on December 29, 2023.  He did not answer the phone. We did not leave a message.

    We called the consumer again on February 6, 20**. He did not answer the phone.  We did not leave a message.

    On February 16, 20**, Mr. ******* called our office, we reminded him of the payment arrangements and advised we didnt receive any payments. He said he would call back later in the afternoon, the same day.

    On March 13, 20**, after no return call or payment from ********** a summons and complaint was filed in ****************************** Case # **C000404.  This was served on ********** *** his home address on May 11, 20**.

    A default judgment was awarded on June 5, 20** in the amount of $702.06.

    On August 19, 20**, Mr. ******* called our office stating he had paid this.  He was at first thinking this was regarding a T-mobile account. We clarified the underlying creditor was Cowlitz 2 Fire & Rescue.  He claimed he paid them directly.  On August 20,  20**, the underlying creditor confirmed the full balance was still owing and no payments had been made to them.

    On August 21, 204 a verification letter was mailed to the consumer, verify he still owed the account.

    On October 8, 20** we called and spoke to Mr. ******* again.  He claimed we sent him a zero balance letter and this is paid.

    On November 6, 20**, I personally reviewed Mr. ******** claim and file.  I did find the verification letter mailed had a zero balance, in error. A corrected verification letter was mailed to Mr. ******* on November ******.


    On December 26, 20**, I spoke to Mr. ******* regarding his complaint. He advised he didnt receive the corrected verification letter.  I advised it was sent to the same address we have had on file since September.  He also admitted he does often throw away mail t*** he thinks is junk mail. 

    Mr. ******* paid the balance in full on December 27, 20**

    Bingjie An got two mails on Sep 1st and one is dated Jul 24th and one is dated Aug 16th. I called to settle the debt but they said they already filed a lawsuit against me on Aug 27th before i get a single letter from them.

    It's unbelievable what they are allowed to do? To begin with I was not notified instead they had mailed all concerning this bill to a relative in another city and state. I have attempted to reach a settlement amount on numerous occasions to no avail. Dismantle poverty needs to become involved in this matter as does disability services. This is over a sewer bill involving city hall in vader **********. The financial hardship is incredible and I absolutely was having to deal with too many life changing events. My grandson moved in with me I had to go to pick him up from *******************. That was at a cost along with the fact I receive no monetary assistance for him. After this change his father my son who was **************************** ******** ******. This was devastating and traumatic effecting my health to the point I nearly lost my life. I have been attempting to recover and deal with all of this but it's impossible as fairway will reduce nothing from the amount and city hall continues to send bills to collections. City hall is aware of everything that has occurred upon me and I had requested a phone call prior to them sending anything more onto collections. They did not comply with my request and now the hardship and distress is impacting my health once again and my ability to provide for my 10 year old grandson. City hall knows my financial situation as it is required to receive the low income discount. Instead I now have another $25, and $50 charge being added onto my bill then onto fairway and they double the amount and refuse to reduce any of it. Prior to my discovery of another bill being sent to collections ******* the only person you can deal with on this matter for 2 weeks she began walking her dog by my property another employee also had begun parking across the street from my property looking at it and may infact taken pictures? I do believe they intend to take my property. Yes I an upset by all of this and am fighting back in everyway possible.

    Called and spoke with agents multiple times, trying to settle a debt and set up payment arrangements. Business is not willing to work with any type of arrangement. Repeatedly asked questions on my personal private information.I believe this business to be in violation of the new laws on Collections

    In response to ************ ******* complaint please see the following timeline:

    When the original creditor first assigned this account, we were working with ************ ******, giving him time to coordinate with his insurer to pay the balance.  After six months of communications with ************ ******, the  original creditor and Fairway Collections, ************ ****** stopped taking our phone calls and no longer responded to letters being sent.  No resolution had been made with his insurance company.

    A lawsuit was served on ************ ****** by the ****** ********************** on August 28, 2018.  The Judgment was entered by the ****** County Circuit Court on October 16, 2018. He did not call us in response to the service of papers.  ************ ****** left the employer we had on file for him shortly before we attempted to garnish his wages there.  He did not respond to the notice of garnishment mailed to him.

    Over the next 3 years, Fairway Collections continued to try to reach ************ ****** by phone and by letter, without a response from him until February 16, 2022.  He advised Fairway at that time he was unemployed and interviewing the next day with ***** and promised to make payment arrangements as soon as he was back to work.

    Through July 19, 2022, ************ ****** did not respond to call or letters sent.  On July 19, 2022,Fairway Collections, spoke to ************ ******.  He advised he was working and he would take care of this and terminated the call.  Fairway Collections was able to verify ************ ******* place of employment and issued a garnishment to his employer in August 2022 and sent a copy of the garnishment to ************ ******.  The garnishment is a 90 day garnishment.

    I have reviewed our records carefully, to include searching all inbound and outbound calls.  Once the garnishment was in place ************ ****** did not contact our office.  With no contact from him and the 90 day period of the original garnishment expired, a new 90 day order was issued and sent to ************ ****** and his employer.  

    To date our last conversation with ************ ****** was on July 19, 2022.  He has not tried to reach us directly to make payment arrangements. In fact, our records show ************ ****** has not made any attempt to make payments arrangements on this account,other than to say he would do it later.

    I would be happy to review ************ ******* income and expense with him and set up equitable repayment plan on his remaining balance.

    I will be calling fairway to reduce the amount they garnish, there was so many different numbers calling that I stop taking a lot of calls but I will calling sometime either today or Monday but before the end of the week as I work nights.
