      Not honoring our arrangement. We hadd and not notifying me of the proper information or the actions that they were gonna do. They lie and they mislead. They don't give proper information. And then you get in trouble and you get fined or charged for services that are unnecessary. They're gouging this community. They're the water mafia. And they act as such.

      Since Mr. **** refers to the Stevens County Auditor, its unclear to me if all of the comments are directed toward Stevens PUD, the water and wastewater service provider for the ********* community. My comments will be from the perspective of water and wastewater service.

      Our troubles with Mr. **** began when he started preparing for a building project. In the process of doing so, he or his contractor struck a wastewater line running through his parcel and this disrupted the service to a neighbor. Unlike the typical urban wastewater system, this rural system with varied topography has some wastewater infrastructure situated on parcels that serve other nearby parcels. ***** parcel was purchased with this arrangement already in place. Our easement allows for this to happen as well as for us to enter the property to access or inspect the wastewater components without providing prior notice.  This has all been explained to Mr. **** on multiple occasions.

      The incident noted above occurred last fall. As of today,April 3, 2025, the parcel still needs extensive grading prior to a home being brought in. I note this because there have been many claims by Mr. **** that we and others have held up his project, and yet his property is not ready to receive his home.

      Its not clear to me what arrangement he is speaking of. We repaired the damaged wastewater line and added those charges to his account so that service to his neighbor could be restored.Its not clear to me what information was withheld from him by my staff. Its also not clear to me what $2,000 he is asking to be refunded. In the fall, we required him to pay $1,104 to get his account up to date before we would issue a letter of availability to Stevens County. We later added $1,425 to his account for the wastewater line repair and that amount will be billed out at the end of April.

      Frustrations often come up during the course of building projects. I would ask Mr. **** how much of his frustration toward us stems his not taking the time to understand our rules and policies and being willing to work within them.
