    I called and scheduled Spartan Plumbing to come out to give me a bid for a Pressure Regulator Valve and to fix a leaking bathroom valve that a previous Plumber had not been able to fix. I was told by the scheduler that there was a $49 diagnostic fee that would be applied to the work if I decided to have the work done.The bid for the *** was too high so I declined that work. But was told by the Technician that the valve could be repaired for $222 plus tax. I approved that diagnostic and bid. The Technician proceeded and told me he was unable to fix the valve and that I still owed the $222 plus tax. Which I paid in protest because I had signed the bid on his ipad. It was never explained to me that I would owe the full amount if he was unable To make the repair. This was a clear Bait and Switch technique and has to be an illegal business practice.

    The way **************** is stating the chain of event took place is incorrect. She is stating we told her we had a $49 diagnostic fee, which is not accurate.

    She did call our office and request to schedule an appointment for a bid on replacing her pressure reducing valve, she wanted her pressure checked, and a couple faucets installed. During that phone call my CSR stated "we have a $49 dispatch fee to get our technician out on site. From there we will do a visual evaluation of the scope of work and give some estimates, if you accept any of the estimates we will waive the dispatch fee." To which **************** acknowledged with "ok" and proceeded to schedule. This is on a recorded phone call, which I have access to. 

    Our technician gave her multiple estimates that she did not approve and then gave her one to repair the faucet. Upon attempting to repair the faucet it was found the faucet was damaged by someone previously and is in beyond repairable condition. It needed to be replaced. That information would not be known without performing work. She is upset that we charged for attempting to repair it even though it could not be fixed. Our time is valuable, it costs money to send a trained technician to a person's house. Even though her fixture could not be repaired we provided her with valuable information that she can take to the next company and skip the diagnostic step. 

    As I stated in another negative review response, I would happily apply a portion of the diagnostic invoice towards replacement.
