      We are committed to directly assisting consumers with resolving complaints and inquiries amicably and we appreciate the opportunity to respond to Consumer.  By way of background medical provider (Creditor) has listed one account with our company. 

      The account listed on June 8, 2022, in the amount of $1,263.79 for a date of service of June 9, 2021, through June 10, 2021.  On or about June 11, 2022, we mailed to Consumers attention our standard first notice, said notice advising Consumer of his right to dispute the validity of the debt within thirty-days of receiving that notice.  The address was provided to us by Creditor.  We did not receive a request for verification of debt within that thirty-day period.  Nor at any time thereafter.

      Upon receiving this complaint, we reached out to Creditor regarding Consumers complaint and Creditor has responded by affirming that the account is due and owing as patient responsibility.  The Creditor also provided us with the itemized statements.  Please note that Creditor maintains ownership of the account and we are merely acting as collector in collection of the debt.  Creditor has authorized us to report the account to the ********************** reporting agencies and currently Creditor has not instructed us to remove the account from Consumers credit report.  As a courtesy to Consumer, we will report said account as disputed.

      On October 11, 2023, we placed in the mail copies of the itemized statements showing the balance due of $1,263.79 directly to Consumer,at the address appearing on this complaint. The Consumer is free to contact us directly regarding this response if he has any questions once he receives the statements.  Thank you.

      State Collection service, Inc. is requesting $331.34 from health services provided to me according to them. I don't have a contract with them nor I'm owing to my health service provider. This collection is inaccurate and needs to be removed from my credit report and prevent any future claims.

      We are committed to directly assisting consumers with resolving complaints and inquiries amicably and we appreciate the opportunity to respond to Consumer.  By way of background health professional (Creditor) who provided medical services to Consumer has four active accounts listed with our company for collections.

      The first account listed on September 25, 2023, in the amount of $21.55 for a date of service of November 7, 2022.  On or about September 28, 2023, we mailed to Consumers attention our standard first notice, said notice advising Consumer of her right to dispute the validity of the debt within thirty-days of receiving that notice.  The address we have on file matches the address of the Consumers complaint.  We did not receive a request for verification of debt within that thirty-day period.  

      The second and third accounts listed on October 23, 2023, in the amounts of $66.76 and $22.68 with dates of service of November 30, 2022,and November 28, 2022, respectively.  On or about October 26, 2023, we mailed to Consumers attention our standard first notice, said notice advising Consumer of her right to dispute the validity of the debts within thirty-days of receiving that notice.

      The fourth account listed on October 28, 2023, in the amount of $220.35 for a date of service of June 8, 2023.  On or about October 31, 2023, we mailed to Consumers attention our standard first notice, said notice advising Consumer of her right to dispute the validity of the debt within thirty-days of receiving that notice.

      Upon receiving this complaint, we reached out to the Creditor regarding Consumers complaint. The Creditor has responded by affirming that the listed debts are accurate - due and owing as patient responsibility (co-insurance after insurance BCBS processed).  Please note that the Creditor maintains ownership of the accounts listed with our company and we are merely acting as collector in collection of the debts.  These accounts have not been and will not be reported to the credit reporting agencies by our company.  As we understand Consumers complaint, she would like use to stop communications with her and we shall honor that request on the above listed accounts unless Consumer directs us otherwise.  Be advised that a cease-and-desist request cannot be made in advance for accounts that have yet to list with our company.  Thank you.

      I accept the no further communication agreement. The attached information provided by my health providers contradicts what the collectors stated by having credit of $140 paid in December of 2022 and $640.09 on Nov 2nd 2023 with a balance of $0.

      As we understand Consumers reply to our response to Consumers complaint issue, Consumer reaffirms the allegation that the total balance of the four listed accounts owed to medical provider (Creditor) in the combined total amount of $331.34 is not due and owing. We also understand from Consumers reply that she does not need further explanation on this matter.  However, the Better Business Bureau is requiring our company to provide a rebuttal to Consumers reply. 

      To reiterate from our original response the Creditor owns the accounts at issue.  On December 11,2023, Creditor provided our company with four itemized statements regarding the four accounts at issue affirming they are due and owing as patient responsibility.  The itemized statements show payments and adjustments by BCBS of South Carolina prior to Creditor placing the accounts with our company for collections.  If Consumer would like copies of these itemized statements, she may call us at ************ to request that they be delivered to her attention, and we would be happy to do so on behalf of the Creditor.  Thank you.

      The spirit of this Better Business Bureau (BBB) complaint number ******** is identical to another BBB complaint filed by Consumer: 20808059.  Since our response is the same for both complaints, we shall therefore use the response to BBB complaint number ******** as the response to the two complaints as they are duplicative.

      The first account listed on January 11, 2023, in the amount of $1,176.74 with a date of service of December 10, 2021.  On or about January 11, 2023, we mailed to Consumers attention our standard first notice, said notice advising Consumer of the right to dispute the validity of the debt within thirty-days of receiving that notice.  We did not receive a request for verification of debts within that thirty-day period.

      The second account listed on February 14, 2023, in the amount of $531.06 for a date of service of December 31, 2021.  On or about February 14, 2023, we mailed to Consumers attention our standard first notice, said notice advising Consumer of the right to dispute the validity of the debt within thirty-days of receiving that notice.  We did not receive a request for verification of debt within that thirty-day period. 

      Upon receiving these two complaints, we reached out to Creditor regarding Consumers complaints and Creditor has responded by affirming that the debts are due and owing as patient responsibility.  Creditor also provided us with itemized statements.  Please note that Creditor maintains ownership of the accounts and we are merely acting as collector in collection of the debts.  Creditor has authorized us to report the accounts to the credit reporting agencies (CRAs)and currently Creditor has not instructed us to remove the accounts from Consumers credit file.  As a courtesy to Consumer, we will report said accounts as disputed.  To reiterate Creditor is the one who authorizes our company to report accounts to the CRAs.

      On November 13, 2023, we placed in the mail copies of the itemized statements directly to Consumer, at the address appearing on this complaint, showing service dates, charges, and insurance payments/adjustments prior to the accounts being placed with our company.  Please note that to verify a debt under the Fair Debt Collection Practices Act a Creditor and/or their collection representative need only provide an itemized statement.  Thank you.

      I do not know who these people are!!!! Talking about I owe some debt to some ****** Medical.I HAVE NEVER BEEN TO ******!!!! Ive lived in ******* my whole life.!!!       We are committed to directly assisting consumers with resolving complaints and inquiries amicably and we appreciate the opportunity to respond to Consumer.  By way of background medical provider (Creditor) has listed two accounts with our company. 

      The first account listed on July 30, 2020, in the amount of $50.00 for a date of service of October 28, 2019.  On or about August 2, 2020, we mailed to Consumers attention our standard first notice, said notice advising Consumer of his right to dispute the validity of the debt within thirty-days of receiving that notice.  The address we have on file matches the address of the Consumers complaint.  We did not receive a request for verification of debt within that thirty-day period. However, we spoke to Consumers spouse on March 23, 2021, who paid in full with a debit card.  The Creditor and our company do thank Consumer for that payment.  

      The second account listed on November 21, 2022, in the amount of $4,102.40 for a date of service of July 17, 2022.  On or about November 24, 2022, we mailed to Consumers attention our standard first notice, said notice advising Consumer of his right to dispute the validity of the debt within thirty-days of receiving that notice.  The address we have on file matches the address on the Consumers complaint.  We did not receive a request for verification of debt within that thirty-day period.

      Upon receiving this complaint, we reached out to Creditor regarding Consumers complaint and Creditor has responded by affirming that the second account to list with our company is due and owing as patient responsibility.  The Creditor also provided us with the itemized statement and the signed Acknowledgment of Conditions for Treatment & Financial Disclosures form bearing Consumers signature.  Please note that Creditor maintains ownership of the accounts and we are merely acting as collector in collection of the debts.  Creditor has authorized us to report the second account listed above to the credit reporting agencies and at this time Creditor has not instructed us to remove the account from Consumers credit report.  As a courtesy to Consumer, we will report said account as disputed.

      On October 13, 2023, we placed in the mail copies of the itemized statement and the signed Acknowledgment of Conditions for Treatment & Financial Disclosures form showing the balance due of $4,102.40 directly to Consumer, at the address appearing on this complaint.  The itemized statement shows a self-pay adjustment prior to the account being placed with our company.  It is our understanding that Consumer applied for financial assistance with the Creditor, however, the information Consumer provided was incomplete.  The Consumer is still eligible to apply for financial assistance with the Creditor.  Thank you.

      We are committed to directly assisting consumers with resolving complaints and inquiries amicably and we appreciate the opportunity to respond to Consumer.  By way of background medical healthcare provider (Creditor) has listed a total of twenty accounts with our company and currently sixteen accounts remain listed.  Creditor listed these accounts with our company from November 2022 through September 2023 with dates of service ranging from May 2022 through April 2023.  The complaint as it relates to our company does not appear to be directed at activity conducted by us, but rather is informative on insurance coverage and providing that information to Creditor for processing. 

      Upon receiving this complaint, we ceased collection activity on the accounts and opened the process to provide this complaint to Creditor for their review, which typically takes thirty days.  Please note that Creditor maintains ownership of the accounts and we were merely acting as collector in collection of the debts.  These accounts have not been reported to the credit reporting agencies by our company or Creditor.  It is our understanding that Consumer has ******** coverage that is back dated.  Be advised that ******** only covers back dated services for three months prior to application acceptance.  Since Creditor owns the accounts, any billing adjustment will be updated to the accounts by Creditor and Consumer is free to contact us with any assistance needed with insurance or financial aid as we work closely with Creditor on resolving those issues.  Thank you.

      Lead Trade Practice Consultant should have never attempted and false collections practices or phones calls to contact me which goes against the State of ******** collection laws. My next steps will be Attorney General legal filing for false collection practices and HIPPA violations. There should not be any negative credit reporting from this so-called collection  company either.

      As we understand Consumers reply to our response to Consumers complaint issue, Consumer alleges issues with unfair collection practices, **************** Portability and Accountability Act (HIPAA), and credit reporting.  Please note none of the medical accounts credit reported and we have a ******************* Agreement with medical provider that allows medical provider to place medical debts with our company for collections assuring that we comply with HIPAA.  We reviewed the accounts and see no unfair collection activity.  Consumer made five payments to medical provider directly on the accounts that listed with our company, and we only had one telephone contact with Consumer on September 19, 2023, in which she called us to advise she filed a BBB complaint and that her insurance paid the accounts listed with us.  To reiterate our initial response to this BBB complaint - we work closely with the medical provider to resolve issues consumers may have with financial aid and insurance.  We are happy to help Consumer with those issues, however, we understand Consumer wants us to cease communication with her and we shall do so unless directed otherwise by Consumer.

      This is the medical providers response to our inquiry on ****************** issue: I don't see an issue with ******** as I ran coverage eligibility and pt [patient] is ineligible for these dos [dates of service]. I do see an FA [financial aid] approval and will have my team review these accts to make sure FA was applied to all accts that it should have been applied to.

      This is the medical providers response to our inquiry on FA: To answer your question regarding FA, Our FA backdates a year from the approval date so of the 16 accounts listed with State, only 6 remain as these accts were older than one year before the approval date. Our team has already returned and adjusted the ten that we could apply FA.

      After receiving your complaint, and, more recently, your ********* Aid letter from the health care creditor, WI DFI contacted State Collection Service **** (SCS), a third-party debt collection agency licensed by DFI. 

      SCS provided its response today.  SCC does note 6 of your accounts remain placed with their agency but they have ceased collections:
      At this time we do have six active accounts listed: $150.35 date of service (DOS) = 06/20/22, $104.92 DOS = 06/29/22, $159.99 DOS = 06/29/22, $12.60 DOS = 07/08/22, $162.04 DOS = 08/16/22; and, $102.21 DOS = 08/16/22 for a total balance due of $692.11.  We understand that Consumer is going through financial problems and we have ceased collection activity upon the filing of the BBB and DFI complaints and will keep these accounts in cease unless directed otherwise by the Consumer.

      SCS states that neither they nor the medical provider have reported these accounts to the credit reporting agencies.  SCS included communications with the medical provider noting that both ******** payments/coverages and financial aid have been applied to all possible accounts.

      As the financial aid letter you provided and the ******** information you provided were shared with SCS and the creditor and appropriate adjustments were made, and, as SCS is no longer actively collecting on these accounts, DFI plans to close the file on complaint # ******.   I will leave the file open for one week in case you have additional questions or information to provide.  If you do have additional concerns, questions, or relevant information, please contact me by October 13, 2023.

      Hello, my insurance company would not pay my bill. I was only supposed to pay a copay of $150 for each hospital event. The insurance I had at the time of service was Emblem Health/*** "CBP". The *** Comprehensive Benefits Plan (CBP) gives you the freedom to choose in-network or out-of-network doctors. You can see any network doctor without a referral. In most cases, when you see a network doctor, your cost will just be a copay. The insurance company has left me with a balance of $2000.16 from an urgent necessary surgery. I have done everything I know and also filed a surprise bill form. It has ruined my credit. ******** Memorial Hosp has referred it to State Collection Service.

      We are committed to directly assisting consumers with resolving complaints and inquiries amicably and we appreciate the opportunity to respond to Consumer.  By way of background medical provider (Creditor) had one account list with our company in the amount of $2,000.16.  Upon receiving this complaint, we reached out to the Creditor regarding Consumers complaint.  On September 12, 2023, Creditor contacted our company to cancel and return the account to ************************.  Upon receiving the cancel and return instructions, we returned the account to ************************ and marked our system to request removal from Consumers credit report the account at issue in this complaint.  Thank you.

      So I am reporting this company, because they have put their tradeline, with a fraudulent debt that is not owed by me, on my credit reports. It is saying that the original debt is from some place called ****** Medical I dont even know where that is. Even after looking it up, it says ******, ******? I have never even been to ******, so its rather frustrating to see these people just putting a fraudulent debt on my credit reports. Bringing my score down. But this is a formal notification, under instruction from my attorney, to give a formal notice that litigation will commence against State Collection and all its subsidiaries for the falsification of information garnished on my credit reports, unless they rectify this situation by deleting their fraudulent trade line from all my credit reports, (Transunion, ********************* immediately, and stop pursuing this fraudulent debt. If not, they will be sued to the fullest extent of the law allowed. I asked them for verification a long time ago and never got a response. So by my attorneys advice, I am giving this one and last chance to make this right.!

      The account listed on August 20, 2022, in the amount of $1,015.16 for a date of service of March 17, 2022. On or about August 24, 2022, we mailed to Consumers attention, to the address provided by Creditor on ************ in ****** ******, our standard first notice, said notice advising Consumer of her right to dispute the validity of the debt within thirty-days of receiving that notice.  We did not receive a request for verification of debt within that thirty-day period. Nor anytime thereafter until receiving this complaint.

      Upon receiving this complaint, we reached out to Creditor regarding Consumers complaint and Creditor has responded by affirming that the debt is due and owing as patient responsibility.  Creditor also provided us with itemized statement, the Creditors Authorization and Agreements form bearing Consumers signature for treatment, and a copy of Consumers drivers license on file with ************************ indicating Consumer lived in ******.  Please note that Creditor maintains ownership of the account and we are merely acting as collector in collection of the debt.  Creditor has authorized us to report the account to the ********************** reporting agencies (CRAs)and currently Creditor has not instructed us to remove the account from Consumers credit file.  As a courtesy to Consumer, we will report said account as disputed.  To reiterate Creditor is the one who authorizes our company to report accounts to the CRAs.

      On September 19, 2023, we placed in the mail a copy of the itemized statement, the Authorization and Agreements form, and drivers license directly to Consumer, at the address appearing on this complaint, showing date of service,description of services provided, and charges prior to the account being placed with our company.  Thank you.

      I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

      You all are a lying, conniving , piece of trash company, and as such litigation is now commencing against you all as well as this place you are representing. You all will be sent a summons detailing the suit that is being bought against your fraudulent company, as well as the one you all are representing. This is illegal, as you all DO NOT have a copy of my license, BECAUSE I DO NOT HAVE A DRIVERS LICENSE!!! As well as any signed documents from said company who is trying to pin the fraudulent debt on me. You all are now being sued to the fullest extent of the law possible, as your one chance to delete this off my credit reports was given and not taken by you all, we will see you all in court.
