    On October 3, 2023 I reached out to Douglas ******* with Appraisal Resource Center, Inc. in Beckley, WV to obtain a proposal to complete appraisals on multiple properties in F****** ******* **** ********. On October 6, 2023, Douglas quoted $3,000 to complete the appraisals. A 50% deposit was required. Douglas advised he would need 21 days to complete the appraisal. On October 10, 2023, Douglas was informed that the appraisals needed to be completed no later than 11/10/2023 in order to prepare for an 11/20/2023 court date. This was within the stated 21 day duration to complete. On 10/11/2023 I mailed Douglas a check for the deposit. The check was deposited on 10/17/2023. On Friday 10/27/2023 I met with Douglas at the properties to provide him access and answer questions about the properties. Between 11/3/2023 and 12/22/23 I reached out to Douglas to get updates on progress. He was evasive, non committal, or non responsive to those requests.

    As of 3/20/24 Douglas has continued to be unresponsive to requests for updates. At this point it is clear that Douglas is unable or unwilling to complete the appraisals he agreed to perform. I have filed a formal complaint with the **** ******** **** ****** ********* ********* *** ************* *****. In reviewing complaints before The Board, this matter is similar to Complaint *** ********* which was filed against Mr. Butcher.

    At this point, in order to gain the valuable information needed to make decisions on asset valuation I have engaged another firm to complete the needed appraisals. I am seeking a full refund of the retainer that was paid to Douglas. He failed to provide any deliverables in a timely fashion.
