    I have deep concerns regarding a state licensed appraiser which I recently used for a home appraisal. The appraiser I am concerned about is Barry Samuels. Barry did an aweful job inspecting, and an even worse job in writing his report. 


    Barry arrived at my house late for his appointment. Barry spent exactly 37 minutes in my home during the appraisal. Barry was most interested in wasting most of this time explaining to me the real estate market in Cheyenne is way over priced, and explaining how he is convinced prices need to drop significantly. Barry detailed how he plans to acquire more real estate once prices drop. Barry elaborated on how he feels uncomfortable with current market prices, and is insistant they need to be much lower. Barry referenced a home he had previously sold for $70,000 and explained he does not feel any homes should be significantly higher than that price, regardless of the economy. I see this statements as an indicator that this appraiser has a strong bias against the recent increases in housing prices, as well as a personal conflict in interest as he expressed wishes for the market prices to drop so that it will be easier for him to acquire more real estate. 


    Barry did not thoroughly inspect the house. He took very close photographs of rooms that did not display the rooms in a way to adequately reflect value. Barry then created a report that was misleading and had many false statements about the features of the property. Barry used these false statements to improperly assign a low value to the home.

    I believe it would be proper for Barry to withdraw his appraisal, recomend the lender find a different apparaiser who would be more qualified for this appraisal, and refund my cost which I paid for the appraisal to be done propperly.

    To whom it may concern,

    I have been a residential appraiser in Cheyenne and Laramie County for 22 years. I pride myself in professionalism, promptness and being courteous and respectful as I have enter private homes quiet often. I spoke with Mr Farris in regards to not coming in high enough on his appraisal and tried to explain the guidelines I must follow in developing an appraisal for his lender. The one truth in the above statement was a typo error in the report which I promtly corrected.

    I am rejecting this response because:

    Barry charged me $717 for a report that was late, misleading, and contained false claims about my property. Barry based property value off of the least ammount of properties that he could. Barry acheived a very low minimum comparable property by using one property that is not comparable to mine, and a maximum comparable that was from a sale nearly a year previous, using a property that does not have the same updates that mine does.

    I had an appraisal conducted this week by a much more established firm that has a longer history of appraisals than Barry does. This agency used data from 25 comparable sales in the area of my property to achieve an appraisal ammount of a substanitally higher value than that of Barry's report. 

     

    I do not find Barry's lack of effort acceptable. Barry made statements to me while at my property about his own personal desire to see the real estate market in my area crash in order for Barry to obtain more real estate. Such statements indicate that Barry came into this appraisal with a personal bias that he used while writing his report.
