45 Solar panels: Estimated Installation start & completion dates - October 2022 Estimated date of last contact with solar business: April 2023 Amount paid to solar business: $97,142.10 Solar business to provide solar panel installation, activate solar panels & provide support for 25 years as in warranty.Dispute/Issue: This business will not activate solar panels or complete their work. They also will not honor the warranty. ******* is also damaged and leaking from the installation. We have not heard back from anyone at this business for at least 6 months. They will not respond to phone calls or emails. They received full payment but never completed the work. This has caused numerous medical issues including anxiety, elevated blood pressure which has caused emergency room and doctor visits which required a medical leave from work.Business Response

Heritage Solar (CA) provided financing options to ************ LLC (******************* *************) Lic # ***** (TX) and ******* Installations LLC Lic #****** & #****** (*************************** & ***************************** ************) (**) for solar customers in *****. BNR and ******* Installations were required to pull permit and preform all physical work on site. Heritage Solar has been in on and off contact with these contractors since the time of Installation, Oct 13th, 2022 with no successful attempts of getting these contractors to move forward. A third party contractor was reached out to by Heritage Solar in an attempt to finish this job, but the contractor did not wish to take on the permit which was already in BNR electrics name. Brody with Heritage Solar has sent plan revisions to ******* Installations in order to have them resubmitted and an inspection completed to apply for PTO. This was not followed by ******* Installations. Heritage Solar does not hold a contracting license in ***** and cannot complete the needed on site work to finish this job.Initial Complaint

I have tried to contact anybody who works for heritage solar about a refund they promised to pay us and we keep getting we will get back to you on that so I showed up at the place to talk to somebody in person and it's a ghost town phones are flipped over and the office is a mess there's a note in the door from somebody else complaining also about there issues a they charged us for work that was never done and we aren't getting a response back from that this place has been a disaster since day 1 and we wish we never went thru with getting solar from this company.Initial Complaint

Contract started on around August of 2022. Company was hired to install solar panels in my home. With the guarantee that they would take care of everything and would have me up and running within 6 months. It has now been over a year and we are still not up and running. Company lacked communication at all times. Showing unannounced to my home. Stages were moving slowly and far apart. Local utility company had my application for operation withdrawn due to Heritage not sending the required information. I had to talk to customer service for my utility for around 2 months until I resolved the issue through this whole time heritage never bothered to give a call or to give an update. To this day I have been paying for the solar panels for over a year when company stated I would not pay until installation was complete. I was also told I would get a rebate for purchasing solar which I never received when I would ask heritage about this they never gave me a direct answer.Business Response

Customer signed the contract in August 2022, install took place October 2022. For installation to be finalled by SCE, the customers electrical panel needed to be upgraded. After the upgraded electrical panel was complete, it passed final inspection. Final inspection happened/passed in February of 2023. The inspector signed the inspection card so the customer can pass final, but the issue is that it was signed on the digital portal only. The inspector failed to sign the physical copy. The physical copy is needed for us to apply for PTO (permission to operate), so the panels become operational. We have been working with SCE to get them to correct this. At this time, everything is done on our end. The customer is submitted for PTO, we are waiting for SCE to fully approve. We expect approval any time but cannot give an an exact date or timeline on when everything will be complete.Customer Answer

June 2022 I signed a contract with Heritage Solar in *********** to buy and install an appropriate solar system for my home. Then they decided they had misfigured the cost to them of the project and wanted me to sign to pay them more per month. I refused, but the argument delayed the start of the project. By the time they were ready to install, it was Jan. 2023. They then wanted me to sign a new contract to pay them more since the rebate amount had changed. I am a senior and consider this as an attempt to fraudulently have me pay more. Again I refused which again delayed the install. I believe it was *** by the time it was supposedly done, but I am left with the Enphase unit not reporting to the gateway. The company has ghosted me and as of this writing to my knowledge hasn't responded to Enphase either. HS can see on thier end that Enphase is not reporting. I have finally reached out to another installer to help and to my attorney since I cannot get things moving. No one should have to struggle with such a company just to do their jobs as contracted.Business Response

Per our records, this contract was signed July 26th 2022 and I performed site survey on August 10th 2022. At site survey, I was skeptical of the potential for this style of home to be acceptable to receive solar. ***** lives in a connected condo/apartment style homes that are in single rows with alleys in between. She is the 3rd or 4th unit in her row. The reason this is note able is because she is about 100 ft away from her main electrical panel. She needed a main panel upgrade, we were unsure of her HOA allowing solar to be installed, and we would have to run electrical equipment on top of roofs that were not hers given the style of homes. Once we received okay from HOA and acquired permit, our next step was to contact So ******************* to get a disconnect date and have the main panel upgraded which was in a meter enclosure with 4 other meters. Which was the reason for the change order as the main panel upgrade was very expensive given the level of difficulty. After this was refused, I explored other options and found that ************ accepts the point of interconnection allowable inside as long as a disconnect is outside. So, we revised plans and set on a date for install which was Jan 26th 2023. After receiving accepted plans back from AHJ the tie in took place on March 7th 2023 and our date for final inspection was March 30th 2023 which passed. Because her wifi router was so far from her combiner box, her system wasnt reporting the production to the monitoring app. A cell modem was placed and provisioned on May 3rd 2023. After calling enphase to resolve the non reporting issue on multiple occasions, we had been told the issue would resolve in a few days due to data upload. Upon reviewing this letter, I realized her system still hadnt gone through the data upload to show her production since May 3rd. On August, 30th 2023 I was on site to get this resolved completely and was reassured by enphase rep that Lindas system has been on and producing power since March 30th. It has been in a data upload to report that produced energy and show on her monitoring app since May 3rd. I updated the customer to let her know her wifi connection was weak and this data upload was not likely to be successful. Enphase cleared all data so that her system could begin reporting with out the backlog of data that had been blocking it from working properly. As of August 31st 2023, Lindas system is producing (has been since March 30th) and now reporting to her monitoring app. Thank youCustomer Answer

I am rejecting this response because:
This only speaks of their install issues not of their lack of communication throughout the entire process or their attempts to get me to pay more after I had a signed contract. Even when they were here yesterday, I was not contacted when they had arrived. I had expected they might need inside my home so I was waiting for them to ring the bell. By the time I knew they had been here, they were gone. They didn't contact me and ask if I had questions. I did. I had wanted them to show me how to open the box and see the insides so I would know what it was supposed to look like when operating. Lack of communication and customer service have been hallmarks of my experience and apparently that hasn't changed.

As of today 09/09/2022 after many unsuccessful attempts of contacting the solar provider to resolve my none yet producing solar energy and being stuck with an unable to pass county/city/state installation inspection and failed twice, I am extremely dissatisfied and discontented with this company. Mr. ******* ******* Sr. Project manager made many empty promises ( not returning phone calls/emails/texts, waranty questions, and not even attempting to resolve my none productive solar systems a credit for production). This solar company should pay all my electric bills and loan monthly payments until is in full production (inspected/state/city/county/Edison) and able to get credit from the solar system.Business Response

We are very sorry that is has taken us so long to respond to your inquiries in regards to your solar system. We are also very sorry for the length of time that it took for your system to be installed and fully commissioned. The sales partner that we were working with in LA dropped the ball on many jobs, this was Mr. ******* and his crew. These were not direct employees of Heritage and only were responsible for sales and project management, but the install and all of the work was done solely by Heritage employees. Heritage is no longer working with Mr. *******. There is no excuse for the issues that you have had with our company, but felt that what had happened needed an explanation because it is so different from our normal business model.
As for your system, it has been fully installed and you did receive Permission to Operate (PTO) from So Cal Edison October 12, 2022. We did reimburse you for two of your solar payments for $156.68 each. These were for September and October bills. You should be getting your solar credits on your So Cal Edison bill in the next month or two.
We are again very sorry for the delay in the work and the response from Heritage. We know that these updates and reimbursements do not make up for what you have been through, but moving forward everything should be operating as it should. I did personally check the monitoring for your system and it is producing as promised. Please reach out directly to me if you have any other issues or questions regarding your solar system. We truly do appreciate your business.

I am rejecting this response because: The business had ample and sufficient time to fix the delays of their inefficiencies which have cost me money I shouldn’t have to spend, therefore ;defeating the purpose of spending lots of money on Heritage solar installations and system.I regret doing business with Heritage.
