The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.
On March 29, 2024, Arnel Management Company entered into a Proposed Amended Final Judgement and Permanent Injunction with the California Attorney General's Office. The Proposed Amended Final Judgement and Permanent Injunction settles allegations that the business automatically deducted pre-set cleaning charges from security deposits. Under the terms of the Proposed Amended Final Judgement and Permanent Injunction, the business agreed to prohibit requiring tenants to repair any damages or defective conditions that preexisted the tenancy or resulted from ordinary wear and tear, prohibit imposing predetermined deductions or treating any part of the security deposit as nonrefundable, are required to provide clear notice to tenants of their rights, and are required to respond to tenant complaints in writing and support security deposit deductions with pictures. Furthermore, the business agreed to pay $500,000 in civil penalties and pay $650,000 to tenant rights related legal aid organizations in Orange and Los Angeles counties.
