      4 weeks into the current semester and the management group is forcing students to commit 11 months from now into another annual lease if planning to renew. From one week to the next, rates are raising $600/yr and not honoring the requested renewal document. Cardinal group does not deserve our trust or confidence.

      Park East ******* awful management, awful safety, awful maintenance, awful mail system, awful move in. non sanitary To start off, one of the biggest issues here is safety. Theyre going to say that crime has no address, but this place opens their doors for crime and does not try anything at all. The gates are constantly left open or broken, both around the building and in the garage. None of the doors are locked, when they should be taking advantage of keys, its all already there. In my 1 month living here my vehicle has been broken into while I went inside for 30 minutes in the gated and surveillance garage. Park east has not wanted to cooperate with that or anything else. I witnessed a man that was going door to door on vehicles trying to get in. Random people that are not tenants here have walked through the halls, in the garage, knocked on our door.Second the building is disgusting. Theres constantly a smell of trash that is suffocating, the hallways have never been swept or dare I say mopped. Mold growing in the ceilings, cracks and holes everywhere, signs not hanging, lights out.They have had more than 2 elevators down for over a month and dont care to call someone out to fix them.The maintenance here will take 1-2 months to process your request.Upon move in our unit was not cleaned, still had trash and items from the previous tenants. It was filthy also at move in we were given a key that did not work. Still to this day we are trying to get them to do something about that key.The mail system is absolutely awful, they lose your packages after theyve been delivered, give you very minimal hours to pick things up that not a lot of people can work with. Take your Id???The place is in constant renovation, but no one is ever working and its been the same way since last year.Management does not care about this place or the people in it. Every time I go to the office I see someone with valid complaints that the staff gets upset with.

      Poor management. Property do not take call because the telephone system is down all the time. Unit #*** has moled cabinet week before they fixed. Dryer for 5 tenants do not work. Missing drawers in kitchen. Dirty all over before moving in. *********************, leasing manager not caring about the request of mishandling the month rent. Housing authorities should visit this place for health hazard conditions in the apartments.

      *Also posted to *************************, managed by Cardinal Group*I rented at the ******** for 2 years. I paid rent on time every month and had a $0 balance upon moving out in July 22. I received a letter in Sep 22 stating that I had not paid any of the utilities etc for the entirety of my 2 leases. I contacted the leasing office several times by phone and in person, but received no information even though I had all the receipts for the disputed charges. I attempted to contact management and was told they were sending me to collections. Fast forward to June 23 - I've been dealing with 2 different collections agencies, submitting the documentation for disputes to which Cardinal Group Management/******** rejects 4 times. I am at a loss for what to do next, since the collections agencies say it is out of their hands. Ultimately, I felt that I had to hire a lawyer to prevent the collection going onto my credit score, even though I am a PhD student who couldn't really afford to hire an attorney. ~$1000 later, the lawyer writes a letter to both companies. Surprise - they nearly immediately decided that there was an error and canceled the charges. I'm not sure if this was gross negligence or them consciously attempting to scam students, but this should have been a non-issue that could have been easily corrected the first time I contacted them. Instead, I had to spend numerous hours over the past year collecting more documentation and dealing with collections agencies, and ultimately had to hire a lawyer just to prevent the collection going on my credit score. Now I am out almost ~$1000, almost half of what the initial bill was. If you get a final bill from your property that is managed by Cardinal, do not pay it without double checking! Do better. Note: Lawyer recovered $800 in lease signing bonuses that I never received, but still cost me time, stress, and more money than was recovered. I also should have received the $800 and not had to pay the attorney.

      It seems like they want to live with how often they do inspections. It is way more than quarterly and might not be legal. If you leave a complaint on the voicemail, they won't call you back let alone address any issue you might have. There are lights that have been hanging by their wires two stories up all winter at least if not before. there is a hole in a *********** by the office that a dog's foot could easily fall through and break their legs. they failed to shovel the steps once all winter. the sidewalks Infront of the residences were not shoveled once the sidewalks past that were done sparingly and were extremely unsafe. On the positive not the people at the front desk are very professional, and helpful..

      I have rented at ************************* and things have been great until ************************* became a manager. She makes promises that are not true, bribes you into writing good reviews, and makes you feel uncomfortable in meetings by teaming up against you, plus I highly wouldn't recommend anyone renting at that property while she's in position. It will cause a lot of emotional distress!

      I rent at one of their locations ************* my air has been broken for two weeks management has yet to reach out to resolve anything ! I have to keep calling to get an update at first they would say someone is fixing my apartment that day then when my mom called they needed approval for corporate today I called Im not priority so they hope to get to my unit its ridiculous! How would my unit not be considered priority. This is ridiculous paying rent to stay in a hot apartment .

      The worst! My son moved in an apt with friends after one of their roommates moved out. We subleased and he was able to move in a week later - nothing was cleaned - holes in walls, blinds damaged. 8 months later he moves out and we are hit with the bill to pay for the items there when he moved it. I called so many times I lost count, Mgr Ca'Nisha will NOT take a call. She pushes her staff to take care of it, putting them in a really bad position since they cannot do or help in any way. Her skills are awful and she needs to to!! BTW- this is the 2nd time I've has to deal with this - I guess she feels we are faraway and helpless. Maybe I need to drive down there.

      They **** you in with the model home and clubhouse, which are beautiful, yet we attempted to move our son into his unit and was a nightmare. Appliances were trashed, smoke detectors do not work, air filters havent been changed in a long time, clothes and trash were in a dresser, 2 of the 4 toilets dont work, broken deck rails, completely unsafe and not ready for move in. Property manager unhelpful. I would not recommend the cottages for anyone.

      We signed a lease renewal for my daughter to live in ********, ******** while attending *******************************. This is her second renewal and third year living in the same apartment. She has not moved out or moved back in. The lease reads that there are "move-in charges" for Utility Admin Fee $72.00 and Green fee of $25.00. I asked what these are for upon receiving the **** since she is not moving in, but rather has already lived there two full years. This was Cardinal Managements response: "They cover the cost of recurring *** payments (green fee) and the cost for us to keep utilities in our name instead of in the residents name (utility fee). I then asked Cardinal Management for supporting documents to show me that they are being charged by the utility companies and for the *** process fees in response to their statement--This was their response to my request: "I do not have supporting documentation to provide to you, aside from the lease agreement, itself. These charges are not optional and are assessed to every resident, so they are not able to be waived."I find it unethical to be charging hundreds of college students for fees that are not substantiated by any type of documentation and when the lease reads "move-in" charges, yet no one is moving in. Why would anyone suspect you would be charged "move-in" charges when it is a lease renewal? I realize this is not a huge amount of money for any one person, but if you factor in all the kids that this affects, I think it is highly likely substantial in aggregate. For instance, just for my daughter and her roommates it is $388.00. This is an ethical violation of young students by a large corporation who charges more than enough for rent while providing sub par accommodations often in need of repair and cleaning in relation to the amount they charge for rent.
