I resided within the Cloisters managed by Horning Brothers from July 2020 to around November 2020. There were severe safety issues regarding tenants holding large parties, neighbors arguing including pulling guns out, loud/noise issues, rodents, drug use, and other safety issues throughout the complex. I have several videos but am unable to upload them due to there size. When communicated to management I was told due to the pandemic they could not do anything besides ask the tenants to cease. When communicated that I would like to move from the complex I was told that we could and then subsequently was issued a notification from a collection agency within the past year for almost $6500. I never was notified or issues anything from a DC court stating that I owed anything and dispute the amount in total. I would like for this to be removed from my credit report and would also like to share all photos/videos from my time residing there. There were several times where we had issues prompting safety concerns from the neighbor directly below including threats, continual drug use where smoke filled our unit, loud music throughout the time prompting calls to security/police department. I have been attempting to mediate this with them in a conducive manner but since then up to now have not received any calls back from upper management. Any assistance in getting this corrected would be of assistance as its currently causing pain, suffering and distress with not being able to move as a result of this one collection report.Initial Complaint

I've lived in a Horning Development for over 2 years. They have yet to turn the *** over to homeowners and have allowed the maintenance of property to decline. To date, we are waiting on several community repairs to be approved (broken gates, hazardous conditions in the outdoor common areas, etc.) Horning has a lack of communication with homeowners and the management company (*************************) who are paying a monthly fee but have no control over how the money is spent of how their community is maintained. As a community leader, I'm disgusted and if this were a predominantly white neighborhood, I believe our conditions would be better and our complaints would be taken more seriously and with greater urgency.Initial Complaint

In 2021, I lived here for four months with a roommate. Due to familial obligations, I moved back to ******* and arranged for another tenant to sublease my apartment. The new tenant took over my lease and stayed with the original roommate until the lease ended after 12 months. A few months ago, I received a debt notice from a collection agency stating that the two tenants owed money to FCO for unpaid rent and other expenses. After investigating with the leasing office, I discovered that the new tenant never signed the lease with her information, leading the leasing office to file the complaint under my original lease. The leasing office claimed I had to ensure the new tenant signed the lease, even though I had completed all necessary paperwork and vacated according to their policies. This oversight by the leasing office meant they failed to process the new tenant's paperwork correctly, despite her paying the application fee and living there for the remainder of the lease. Since the leasing office had no record of the new tenant, they refused to assist me, suggesting I file a complaint with the Better Business Bureau (BBB) and dispute the claims with credit reporting agencies. I did file a dispute, but it was denied as the information was deemed accurate based on the leasing office's records. I have a letter of "intent to vacate" signed by the two other tenants residing there but no confirmation of the new tenant's occupancy. Due to these two tenants' failure to pay rent and other fees, I now have a $3,000 debt on my credit report. This situation is hindering my ability to buy a home and move forward with my life. I have a solid history of paying rent on time in other apartments and have never defaulted on my student loans. This is a result of the leasing office's negligence and poor management by Horning Brothers LLC. Their failure to follow through with the new tenant's paperwork led to my name being incorrectly associated with the debt.Initial Complaint

I have been appealing to my rental office time after time aging about the condition in which the apartment that I was moved in was in prior to moving in and afterwards. They have not been positively responsive to my appeals and I feel as if my back is against the wall and I am not being assisted as expected. I’ve been a resident since September 2009 at ******* *****. It’s a very nice quiet community and I’ve been pleased with the property manager (****** ******), maintenance, my neighbors, and the community. It wasn’t until recently, the evening of January 2nd to be exact have I changed my perception of Horning Brothers. On the evening of January 2,2023 I backed into a pole that was sticking out of the bumper barrier and it ripped off my bumper. After examining my car and taking pictures I went into my apartment and I texted ******. The next day I called corporate and was told to email *** **********, I emailed on January 3rd she emailed back requesting 3 estimates.I emailed the estimates on January 6th and didn’t hear anything until January 9th after sending several emails for the receipt of the estimates and feeling ignored. From January 9th until the 17th of January I was totally ignored. On the 18th I received a call from *** ********** saying she’s been away from the office not knowing that the receptionist said she’s been there and apologized for no one engaging with me about the repair of my car. During this conversation with *** ********** I was told that Horner Brothers would not pay for the repair of my car because they didn’t knowing if it happened on their property and suggested I call my insurance company, I replied no that will not be an option. I will not be penalized for the neglect of horning Brothers. They offered to pay my deductible. Meanwhile, I’ve been having to drive my vehicle and as I drive it’s causing my muffler to lean on the right side. I’ve tried to contact them since the last conversation I had with *** ********** on January 18th and there’s been no return of emails nor phone calls. It’s January 28th and I’ve seeked legal help, I’ve also reported it to DCHA. The moral of my complaint is don’t expect the common courtesy of a returned email or phone call from corporate, this complaint may have been avoided if there was better communication.Business Response

We have met with the resident to review all of the information, photos and description for how she backed over the parking stop. After reviewing the photos and videos, we will offer to pay the deductible because it appears the resident backed too deeply into the space and could have moved the parking stop.
We will speak again with the resident on 4/28 to advise on the final decision.
