    On 6/26/24 I purchased a 2025 New Subaru Legacy from ********. It was a cash deal with no trade. Vehicle price was $37115. In addition, I paid their mandated $699 fee for administrative costs for their clerical work for title registration etc. They charged
    $100 for the title, $20 registration fee, $115 license fee, $20 Electronic Filing fee and $1581 for State of Delaware Documentation fee of 4.25 %. Total Buyer order was $39650. I paid with a check for $36650 and a credit card charge of $3000.

    On 6/27/24 I sold my previous car, a 2019 Subaru Forester, to CarShop Penske for $20300.

    On 6/27/24 I presented the Bill of Sale for the 2019 Forester as well as the odometer statement and a validated Delaware DMV Tag retention form for tag C4121 for the 2019 Forester to the sales manager on duty at ********. He confirmed this would allow them to take credit for $20300 on the documentation fee.

    In the last week of July I stopped in to ******** to check on the status and was told there were no problems and that DMV was behind.

    I've made several more visits to ******** and received various additional excuses: Title Clerk was sick, Title Clerk quit, dealership had a change of ownership, dealer controller is on vacation. I've checked with Dealer Services at DMV and they said they have never been more than 20 days behind. DMV stated they have no record of the title application for my car. In order to further investigate, they require the DMV office and the date ******** dropped the application. ******** has been unable to provide that information.

    As of today 9/23/24, I still have not received my title or $862.50 documentation fee refund.
