  BBB files contain a pattern of generally allege from consumers that allege consumers believed they were using the website of a government agency and later realized they were charged for a service that can be obtained for free. Some consumers have also stated that they were charged a fee but received no service and indicated that the company has not provided a refund.
  
  On September 11th 2018, BBB sent correspondence to Vital Records Direct, LLC requesting their voluntary cooperation in providing steps it will implement to eliminate the pattern of customer generally.
  
  On September 25th 2018 Vital Records Direct LLC provided the following response "Thanks very much for your letter dated September 11, 2018.
  We have analyzed the points you mentioned in your letter and reviewed them with our customer service team.
  
  1) We would like to point out that we state in all the pages of our site that we are not a government agency.
  
  - Besides the above mentioned evidence, we specify in several parts of our site the nature of our service, as you can appreciate in:

  stage, is not happy with our service we immediately issue a refund;
