    Our home was damaged by hurricane ******, mainly the roof where we lost our shingles.A contractor by the name ******* ******* was handing out business cards in our neighborhood and offered his services. ******* provided a business card with a business name Seacoast Building and Design - ************ His last name of ********** was not on his card.******* ******* assisted us in completing an insurance form Sworn Proof of Loss.He wrote on the form cost of installing a Tarp cost of $1300. (Attached)******* ******* installed the tarp on 10/18/24 We contacted the office Seacoast Building and Design and spoke to the General Manager.He indicated that ******* was no longer with the company and was being investigated for Fraud of 100k.After learning of his shady practice we immediately told him we would seek other estimates to replace our roof.On January 6th we received a letter - Contractor's Lien Notice from Fresh Start Development **** ************ or ************. Fresh Start is threatening us to put a lien on our home if we didn't pay. We had never heard about this company and we only had dealings with ******* ******* of Seacoast Building and Design. We later received an invoice from Fresh Start Development *** for $8,742 in extreme excess of $1,300 and price gouging. We are disputing this charge and have pics of roof size from insurance company that this is certainly an overcharge. We did not sign an agreement with any contractor or paid for the tarp ************************************************************************************************** **************************** 20 ************** Thank you so much for your assistance.

    To Whom It May Concern,
    We are writing to address a recent situation involving ******* *******, who was working on behalf of our company. *** ******* arranged for the installation of a tarp on the property of *** and Mrs. ******* It was explained to the homeowners that our billing process is handled through insurance proceeds, and that we would invoice the insurance company directly for payment.
    After several attempts to follow up with the homeowners without response, ******* met with *** ******, who informed him that he had chosen to proceed with a different company for the restoration of his property. We respected his decision but reminded him that payment for the tarp installation was still pending upon his receipt of insurance funds.
    To date, we have not received payment for the services rendered. *** ****** has indicated that the cost of the tarp is $1,300, presenting a document that we did not sign or authorize. Consequently, we have filed a lien on the property based on the work completed and the unpaid amount. Our invoice is generated using Xactimate software, which is commonly used by insurance companies and contractors to calculate costs based on measurements.
    We received information from the County investigator three days ago indicating that the insurance company approved a payment of $3,236.24 for the tarp installation. Therefore, if the homeowner refuses to provide the insurance report to accurately pay us, it is considered insurance fraud.
    We kindly request that any complaints from *** and Mrs. ****** based on fraudulent practices be removed. We are not involved in any agreements between the homeowners and other entities. We simply performed the work and expect to be compensated based on the insurance-approved payment. Should the homeowner continue to refuse documentation and payment in accordance with the insurance company's determination,we will maintain the lien on the property for the work performed.
