    We impounded a **** Focus parked in an apartment parking lot and then released it to the vehicle owner on 10/24. The owner said he was visiting another apartment complex. He stated that he parked in this space because he did not want to park in the metered lot and have to feed the meter every hour. The apartment he parked at only has parking for tenants. Thank you.

    We have acquired video of the incident from parking lot. We have a witness stating that the tow truck in question was lying in wait across the street. In addition, there was NO VISIBLE SIGNAGE stating NO PARKING in the lot or alley. Lastly, we have testimony from locals that this is common practice for said towing company. Again, we have the police report and the evidence.
