      My daughter ****** ******* and I hired Stuart Plumbing to file a permit with the city of *********** so that I could get the house functioning. Stuart charged us $1400 for this service however they did nothing to earn this money. It took them 2 weeks to get the permit filed (supposedly).I had to make the appointments with the city to go out to the house to inspect the plumbing and this was last year 6/24. Just recently 6/9/25 the city took the meter from the house because the permit fed had NOT been paid and the permit itself was not closed. I had to hire another company which cost me a little under $400 to finish the task. WORSE COMPANY EVER!

      June 19: Ms. Richard contacted Stuart Services requesting gas and water inspections for utility activation at her rental property. A plumber was dispatched the same day for a visual inspection. After the initial inspection, the plumber contacted Ms. Richard with the following estimate:
      Gas inspection and permits: $700
      Water inspection, repairs, and permits: $762.09
      Total Estimate: $1,462.0
      June 20: Ms. Richard called back and paid a deposit of $700, authorizing work to begin. Plumbers returned to the site same day, began inspections, and performed minor PVC pipe repairs. The gas inspection was completed. However, the water inspection could not be performed because the property did not have an active water meter or account.
      While on site on July 1st, the plumber had a recorded conversation with Ms. Thomas, informing her that she needed to contact the New Orleans Water Department to have a water meter installed and to call Stuart Services once it was in place so that the water inspection could be completed. Stuart Services never received a call from Ms. Richard or Ms. Thomas to complete the water inspection.
      On July 29, our Service Manager had two phone conversations with Ms. Thomas regarding the outstanding balance of $762.09. Ms. Thomas refused to pay the remaining balance.
      The $700 payment made by Ms. Richard covered the completed gas inspection and permit services. The remaining $762.09 balance was for water-related services, which could not be fully rendered due to customer inaction (failure to establish water service). Stuart Services fulfilled all authorized and feasible services, and the $700 paid reflects completed work. The balance remains unpaid, not due to service failure, but because the customer did not take the necessary steps (contacting the Water Department) to proceed.
