    I lost over $25,000 from purchasing a “turnkey” property from CR of Maryland. I was sold a story that I would receive passive income from a rehabbed property where they would place good tenants, This company is deceitful. They do not stand behind their work and profit from hidden fees.

    After dealing with their incompetence, specifically the past 12 months, I was forced to put the house on the market. CR of Maryland placed poor tenants who broke the lease rules and caused significant damage. The property then sat empty because CR of Maryland was not able to do their duties as a property manager and find new tenants. Upon selling the property, there were issues with the roof during the buyer’s inspection. Although CR of Maryland claimed there was a warranty on the roof (which was only 3 years old), they did not stand behind their work and I needed to spend an additional $5,000 to repair a roof after I had already sold the property. Other constructions companies looked at the roof and advised that the issues were due to poor workmanship.

    Up until the final days of dealing with this crooked organization, CR of Maryland was still working to get additional fees from the roof repair which I should not have needed to pay for. I want to make sure other investors are well aware of the lack of integrity of CR of Maryland and avoid dealing with this unethical company.

    It is unfortunate that this investment did not work out as initially you initially hoped for with the expectation of easy profit with minimal effort having been derailed by poor tenants and unforeseen repairs. CR of Maryland has bought, rehabbed, and sold hundred's of properties to investors and residence in our 11 year history. We have a history of success in market both with tenant management and construction. In response to your complaint:

    - Poor tenant placement | CR of Maryland uses the same process to find and place tenants for all properties - we vet them through past rent performance, current income, and a variety of other factors. However, no amount of scrutiny will guarantee a great tenant. Of the over 500 properties we currently manage we maintain a low eviction rate and high tenant renewal rate. Every tenant has the right of enjoyment of the property and unless instructed or requested we do not inspect the property until closer to lease termination. Certainly, unfortunate that these tenant did not respect their own living environment and ultimately caused damage to your property. 

    - Tenant placement | Many factors play into a unit going unrented - market conditions, location, amenities, plus others. As above - we scrutinize tenants and only look for qualified applicants that are interested in living in a property. We screened a number of candidates and could not find a tenant that was suitable based on your request. 

    - Roof repair | CR of Maryland offers a 1 year comprehensive warranty on the property and agrees to repair at cost any issue that arise in that time frame. To your point - the house was over 3 years old and no roof complaints had been received in that time. Also, upon inspection it seems that the adjoining neighbors recent roof work could have caused the integrity of your roof to be diminished. In being a good partner - we sent out our roofing contractor to understand the scope of the issue but seeing it not as a warranty issue, they did offer to make repairs at significantly less cost than normal. It was also brought to our attention that you sought the opinion of the referral partner that connected us - and in their opinion it was agreed that the warranty had expired and CR of Maryland was not responsible for any repairs. Initially any issues that would have been discovered when you purchased the property via your own home inspection would have been addressed should they have been presented to CR of Maryland. 

    The circumstances are unfortunate, however based on the numerous factors associated with the timing and rental market we cannot offer a refund.

    I am rejecting this response because:

    - On an introduction call with Alexander C*** on 6/12/20, he stated that the house had a one year warranty. However, there were also comments that the roof came with a 20 year warranty, HVAC 15 years and heater 5 years. Regardless of the stated warranty timing, a roof should clearly have longevity of more than 3 years if it is installed properly with quality materials.

     - As I was selling the property (because I could no longer afford all of CR off Maryland’s incompetent property management), a buyer’s inspection was conducted on 3/27/24 in which an inspector identified an issue with the roof and shared a video showing the roof bubbling, which is not normal for a 3 year old roof (****** Exhibit 1).

     - In an email from Sheila P***** (CR of Maryland Director of Operations) on 3/27/24, it was confirmed that the roof was under warranty and would be repaired at no cost. In an email from Sheila P***** on 3/29/24, it was confirmed that a work order had been put in and the roof repairs under warranty would be taken care of before the property closing (****** Exhibit 2).

     - I was informed on 4/17/24 at 9:50am ET on a call from Sheila P***** that the CR of Maryland contractor would not honor the roof warranty, after being told for three weeks that the roof was covered under warranty. This information came to me after the property had already closed and I had already committed to the new buyer (based on CR of Maryland feedback) that the roof would be repaired through the warranty.

     - CR of Maryland claimed that the roof “may have been” damaged by a  neighbor installing a new roof. This is totally subjective as there is no proof that the neighbor had anything to do with the roof issue. I was informed by several contractors/roofing specialists that the damage to my roof was caused by improper installation. The glue was not hot enough/not spread correctly and this led to the roof not sticking properly and causing the bubbling over time. This is confirmed by text messages from the contractor (****** ******) who completed the repairs (******, Exhibit 3). There is also a photo which CR of Maryland shared, showing how poorly the glue was applied. Glue was scattered in clumps instead of evenly, showing there was a lot of space where glue was not even applied to the roof and in heat/cold the roof clearly could no longer stay tight to the surface (****** Exhibit 4).

     - I spent $5,000 to have the full roof completely replaced because of the poor workmanship which CR of Maryland and their contractor did not stand behind, as seen in the paid invoice on 5/01/24 (****** Exhibit 5).

    I made a mistake trusting the words of Alexander C*** and CR of Maryland about “passive income” on a “turnkey property”. While most of my lost investment is just due to dealing with a company that lacks integrity, the roof issue was a clear responsibility of CR of Maryland. There were several confirmations that they would handle the issue and only communicated it was not covered after the property had been sold to the new buyer. Regardless of warranty, a roof should last more than 3 years. This was not a simple repair as the poor installation required a full replacement.

    Hello, my name is ***** ******. I hope this email finds you and your family healthy and safe. I am on a fixed income myself and my grandsons get Ssl. I moved in **** ******* ***. Baltimore md 21229. On January 4, 2022. I was there for 16 and a half months. 1 year 4 and a half months before we moved out. I paid $1520 for the security deposit. I moved out on January 4, 2024. I turned in the keys on January 8, 2024. I contacted the rental office, the accounting department plus the Property mananger several times about my last bill. The prorated rent for January. My calculations was $128. $16 a day. The water bill for November and December 2023 was $113. I don't remember the exact change. and the final water bill for December and January 2024 $25. I knew I was going to be charged for the following damages.
    1) The mini Blinds. $90
    2) the towel bar in the bathroom $100
    3) Possible painting.
    By my calculations the charges added up to about $456. I didn't know how much they were going to charge me for painting. But I thought if you're living at the Property for a over a year, that Ithe tenant didn't have to pay to paint the house. I recieved my final bill through email on February 29, 2024 at 2:11pm. My finall bill is almost 2700 they took my full security deposit and the additional charges added up to $1271.54. I have no idea what's going on but I know I didn't accumulate that many charges to that house. I cleaned it before I left almost spotless.. I have the pictures to prove it. And a lot of the issues they charged me for were already there before I moved in. The person who did my move in inspection took pictures and informed me that when I move out they couldn't charge me for it because it wa already there. Also I put in work orders for alot of the issues they were charging me for. When they would send somone over they informed me that whoever did the work before them did it wrong and took pictures. Informed me that it wasn't my fault. Please help.thanks

Unfortunately the full scope cost more than the security deposit that was collected and no funds were able to be returned as part of the turnover process.     As a tenant this has been the worst experience. I moved into the property in March 2023, within a few weeks I was noticing an increase of mouse droppings followed by hearing then in the walls and then finally seeing holes along both sides of my steps to the second floor which progressed to other areas of the house , maintance was contacted they’ve been out serval times along with pest control and Baltimore city and i still am having issues with mice. There is leaking in the basement along the bottom of the walls leaving standing water ( I’ve had to throw items that i had stored there away) which I’ve reported directly to the property manager that has not been fixed and is still leaking, the ceiling in the room off of the kitchen has been leaking as of July 29th, a maintenance tech came out and informed me he’d patched the ceiling before and requested a contractor with the prior tenant but no one has came ( my television and other items were damaged) . I started to pay my rent late due to the ongoing issues and as a result cr of Maryland has been filing non payment in rent court and receiving letters of potential eviction even though i still pay in full along with the late fee but yet I'm still living under these conditions. I’ve spoken with property managers via text and phone as well as made several maintenance request. I called CR today 9/29/23 because someone placed papers in my mailbox stating that *** is taking over as management but of course no answer. I was told that my locks will be changed and to now pay my rent to ***, this is unacceptable!

    According to Baltimore City government and the lease, the occupant of a single family building is responsible for extermination of insects, rodents, or other pests (except termites). CR of Maryland will seal any entry points allowing entry of the pests, but it is the resident's responsibility to treat any rodents in the property. CR of Maryland timely diagnoses and treats issues related to any work order submitted by the family. There are no current, open work orders at this time. If you are experiencing any issues, please refer to your tenant portal to report a new issue. We regret your experience and hope you have a better experience in the future.

    I am rejecting this response because: This is not a just a rodent problem it is an infestation and per the lease the tenant is responsible for NORMAL rodent control , nether the less this has been an on going problem. CR of Maryland has failed to address the structural and mold issue in the basement as well as roof leak. This is unacceptable to place responsibility onto the tenant.

    CR of Maryland is refusing to give me back my security deposit, they are outside of the 45 days that Maryland gives to give an explanation of charges. Once an explanation was provided 55 days outside of the time given by Maryland they provided me with a false explanation of charges. what was provided did not match my address. I have contacted them several times and they have told me they will not be returning my security deposit.

    On March 29, 2023 at 2:44 pm i signed my Key drop off receipt then photographed it and I handed my keys to Erkkia and informed her that I was expecting, my security deposit back, that I had very detailed photos of the entire property as well as video footage, I also offer to show it to her. She said it was not necessary, that once the inspection was completed I would receive a move out summary as well as my security deposit. 


    On May 3, 2023 at 3:49 pm I contacted CR maryland to find out where my security deposit was because I had not received it. During this initial call I spoke with a woman who identified herself as Sheila, who assured me that CR of Maryland sent me a letter a few weeks prior letting me know that I would not be receiving a security deposit because of damages to property. I immediately informed Sheila that I had not received any such a letter, and I wanted to know what damages I made to the property and I assured her that I had a very detailed video of the entire property at 2745 Winchester street. I informed her that I wanted to see a detailed list of what was damaged as well as the cost, photos to support this, a copy of the inspection, and a copy of the letter that was sent to me. Sheila told me that this letter will be sent out to me again and I asked her to send it to me via email since it was already sent out and I did not receive it. She assured me that I would receive this letter in my email within 30 minutes that it would just need to be pulled from my file. 


    I did not receive this email so I called back at 4:21 pm and again at 4:24 pm. However, my phone calls went unanswered and ignored. I called from someone else’s phone at 4:26 pm and Ekkica answer the phone on the second ring. In my experience with CR of Maryland the avoiding of calls in this way is a common tactic from CR of Maryland employees when they are in the wrong. I always have to call from another number to get someone to pickup once I’ve made them aware of an issue. 


    I informed her as to who I was and why I was calling and she told me that the letter of the damages would be sent to me via mail. I told her that Sheila just told me that I would get it via email within 30 minutes, she refused to acknowledge this and repeatedly told me that they had 45 days after the date that I return my keys to get this detailed summary to me, so I asked her when exactly I would have this summery because I needed it to be before the 15th of May as well as my security deposit to me before the 15th of May. I also informed her of what exactly I was looking for in this summery and again reminded her that I had videos and photos of my own of from the day I left the property. 


    On Saturday May 13, 2023 I received a letter dated May 3, 2023 from CR maryland claiming $1375 worth of damage for roach treatment, trash haul, and replacement of vanity and mirror on the second floor as well as a check for $26.24 that will remain uncashed as I do not consent to this being what is owed to me. On Monday May 15, 2023 I called CR of Maryland and informed them that this summary was incomplete and inaccurate, I again spoke with someone who identified herself as Erikka. I was told someone would get back to me before close of business that day. I did not receive any further communication from CR of Maryland. I then I contacted CR of Maryland again this time via email at [email protected] informing that the summary I received was incomplete and what further information I was requesting per my lease stating I was to get a detailed summary list of the prices of the damages. I received no response to my email. On May 18th I emailed Alexander Cruz informing him of the situation and forwarded him the previous email. 


    On May 19, 2023 outside of the 45 days which the state of Maryland allows according to my lease and Md Code Ann. 8-203. I receive an email from Erikka saying she was investigating these charges and I would receive an update. I followed up with her again on May 24 2023, about these charges as I still had not received the detailed summery. On May 25, I received an email with another incomplete explanation of move out charges I waited a few days for the rest of the information I requested to be sent over after waiting an additional four days, on May 31, 2023 I reached out again and made Erikka aware that I was still waiting for the rest of the report. The rest can be read via email as I have attached the other emails to this one. 


    Below I will address some the photos sent to me: 


    I was sent photos of “trash removal” in these photos I was sent photos of things that belong to CR of Maryland. Air conditioners that were brought in by CR because of the excessive heat on the 2nd floor which I contacted CR of Maryland about several times, the issue was never properly addressed however it is very well documented by me and the state of maryland. The black thing in the basement was left by one of CR of Maryland’s workers over a year ago when they came to fix something and the guy never came back and got it, so I placed it in the basement out of my way. Since it did not belong to me I did not remove it from the property. The trash that was left inside of the trash cans and only had to be placed outside of the yard on trash day, I left 2 days before trash day, however I called in and spoke with Llyod and explained this to him and that according to the city I was not able to set the trash cans outside of the yard because trash day was not for another two days and because I moving from the Baltimore completely would it be okay to leave them. He said “as long as the trash was in the trash cans and at the end of the yard it was fine, that CR of maryland is more concerned about having to clean up a mess”. 


    The mirror and the vanity, mold grew on the mirror due to the excessive heat mixed with moisture of the bathroom on the second floor and you can see this in the photo and the cabinets were a result of them sweating, again due to the heat mixed with the moisture of the bathroom from showers and baths. CR put a/c in the 3 bedrooms, however did nothing about the heat in the hallway or the bathroom on the second floor. The heat and the mold was and is a health risk that CR of Maryland placed my asthmatic family under by refusing to fix the actual problem in the property. CR of Maryland has deducted $300 from my security deposit for this. Again not something that I damaged in the property.  


    I was sent a photo of a door stopper. The door stopper, they bend over time with opening the door that’s a natural occurrence not something I damaged in the property, door stoppers screw on to the screw already in the wall and cost as low as $2 and high as $10. It takes 15-30 seconds I frequent Home Depot. However CR of Maryland is charging me $50 for a door stopper which according to the wear and tear summary I received is normal wear and tear. 


    The incomplete summery I received dated May 3, 2023 said roach treatment. I did not have a single roach the entire time I lived in that property. However there is a $175 charge for pest control, CR of Maryland’s wear and tear explanation says rodents. 


    I was sent a picture of a transition strip. The transition strip was not off when I left the property, it is not off in my photos or videos, one of CR of Maryland maintenance must have pulled it as something to deduct from my security deposit, like they fabricated the rest of these charges. However it only requires floor glue which can be purchased from Home Depot. Again this was not off when I left the property and is not something that I damaged. However $75 was deducted from my security deposit 


    As far as the cabinets, they were in the same condition as when I moved in, what does this mean loose cabinets? And how does this picture show it? Are we talking doors or handles, a turn of a Philip screwdriver? Normal wear and tear, because according to the wear and tear explanation I was sent this does not fit as damage. Having to tighten screws after normal use is not grounds to deduct $100 from my security deposit, as I did not damage your cabinets. 


    I was sent pictures of a ledge where I had plant sitting, so there was a little dirt from the plants that I simply forgot to wipe down and charged $375 for painting for this.


    All in all a bunch of made up outrageous charges and the most astonishing thing was that in these photos sent to me by CR of Maryland it can been seen just how clean I left 2745 Winchester St. The first floor, my kids bedrooms on the second floor (with the exception of the a/cs that belong to CR of Maryland), of the basement (with the exception of the black thing that I don’t even know what it is that was left by CR of Maryland) and even how clean the yard is (with the exception of the trash left in the trash cans that Lloyd said was okay to leave at the end of the yard). 


    On May 31, 2023 Erikka informed me that I would not be receiving my security deposit back and that she would no longer communicate with me about this issue. She informed me that Sheila who is your Director of Operations would contact me, however I have heard nothing from anyone from CR of Maryland since that last email with Erikka on May 31, 2023.

    I moved from out one of cr of Maryland homes because the company would fraudulent charge me for maintenance fees also rent charges and attorney fees when my rent was always paid on time I have all receipts so I got so stressed from keep running back in forth in the hospital because of this company the amount of stress on my heart kept making me sick so I moved April 30 2023 I left the house in good condition also I have a walk thru video showing how good I left the home no holes in the walls floors still intact I mopped and clean the whole house and the company took 1000 from my security deposit to pay for paint which is normal wear and tear I was at the property for 3 years the company also charge me for April rent and March rent twice when it already been paid this company have stole so much money from me as a tenant the company got audit because they lost my files this company needs to be investigated and shut down the customer service is very poor the director is very racist

    Below is the email that was sent to the complainant this morning. All of her charges are completely valid in accordance with state and local law and the lease agreement: 

     

    The $958 charge is the final disposition of the security deposit, and is an accurate charge for damages to the property. There are no charges for late rent or open balances included in that amount. There are no charges for normal wear and tear in that amount. 

    $958 security deposit charge breakdown: 
    $100 damaged transition strip (not wear and tear) 
    $500 for damage to walls beyond wear and tear – NOT charged for normal wear and tear, not charged for mismatched paint. Please be aware that re-painting an entire house costs over $2,500 – you are NOT being charged for this. 
    $40 for damaged floor registers (not wear and tear) 
    $150 for damaged interior door in basement (not wear and tear)
    $100 for toilet paper holder damaged (not wear and tear) 
    $68 for damage to wood flooring (not wear and tear) 

    At the end of the lease term, $127.50 was paid by BRHP in late May, this amount was originally deducted from the security deposit and will be refunded to you in addition to the $915.94 of deposit returned (mailed this past Friday). You will receive a second check for the $127.50.   

    Regarding your other questions: 
    Our company abides by State and local law regarding Security Deposit disposition, and also in accordance with the lease agreement. 
    The in-person walk through conducted by Erikka is a courtesy visit, it is not a final disposition of security deposit, the final disposition is mailed to you in accordance with state law. It is not possible for a property manager to complete a security deposit disposition in the field on the spot. 
    You were previously credited attorney’s fees as a courtesy on your ledger. 
    All charges to your ledger have been evaluated and deemed accurate, these also were communicated to you previously along with BRHP. 

    At this time we have fulfilled all of the landlord’s obligations in the lease agreement and by state law, and our final action will be the additional $127.50 refund which will be mailed to you today.

    Charges are being added to my account without my knowledge.I have been a resident here for 3 years and since the new property owners it has been stressful. For example the rental agency never communicates and is very unprofessional. I have had the property owner come to my residency after business hours in a personal vehicle with non co-workers requesting a copy of my key. Since the three years i have been here these new property owners have amended things on the property. When I first moved in CR of Maryland did the lawn upkeep then that changed without notice. July 31, 2019 when i moved I was never charged for the water utility, but today it's there. Today my locks would have been changed without notice if my daughter and I had not been home. Maintenance told me they gave him permission to drill my door down( i have a witness who was standing there). The rental agency never contacted me. I am always available via phone or email. I am disgusted in this company. My kids and I do not feel safe in this unit. I feel like this company may be a scam ripping people off or pretending to be one agency and is really a front for something else.

CR of Maryland has committed to re-visiting communication practices and ensure changes are relayed as efficiently as possible in the future. The erroneous charge was removed from the resident’s ledger and our resident is satisfied with the response she has received. We look forward to a continued tenancy.

    I recently moved into a CR Maryland property and since I moved in it has been nothing but problems, my oven glass shattered and fell onto my child foot. I got charged for a stove that I did not break and no one can explain. Replacement stove does not work properly, currently waiting for a replacement of the replacement stove. I have reached out numerous times to speak to someone and takes forever for a call back and still no resolution. Informed the employee that showed me the property about issues pertaining to basement flooding maintenance have been out numerous times but have not solved the issue. I asked for a gate when I first moved in due to the fact that there are guys that hang out at both houses on the side of mine and also my yard is semi attached to their yard nothing has been addressed or anything. Since I moved in the house all of my appliances has needed to be replaced and I only been in the property since May 2022.

    This response is to address the BBB complaint dated 12/16/2022 from *******************.

    Our company, CR of Maryland, has taken all proper steps to correct the customer's complaints as noted, and in accordance with the lease agreement. There are currently large delays in the appliance parts manufacturing which has caused a delay in the stove being repaired. All correspondence has been properly documented in our system. The charge for the broken stove is per the lease agreement, which was communicated to the resident.

    We will continue to work with the resident on the repairs and keep them updated on the parts arriving. We have also agreed to only charge the resident 50% of the repair cost for the stove damage.

    CR of Maryland kept security deposit for normal wear and tear of living and moving out of the house.

    The company told me I didn't have to paint. I have a text from Lloyd. And then turned around and charged me 1k for painting. I could have gotten painting done by my fiancé, who is a contractor and patched up holes in the walls.

    They also charged me to paint doors that were just dirty from being open and closed.

    Then they charged me for caulking in the bathrooms when in Maryland that is considered normal wear and tear.

    Then they would not send me invoices for any of the work they kept my security deposit for.

    The security deposit amount kept was 1,500. The paint was 1k alone, when I have a text from Lloyd telling me that I did not need to re paint as mentioned above.

    CR of Maryland has not tried to resolve the issue and urged us to get a lawyer.

    Thank you for allowing us to respond to the complaint. As a property management company, we have followed all of the proper steps and guidelines for retaining the security deposit. The house was left in poor condition with damage and dirtiness far beyond normal wear and tear. Pictures documenting this were provided to the complainant along with the cost of repairs. We apologize for any confusion caused by the text conversation, however, we base the security deposit charges on the condition left immediately following the move out. Due to the extreme number of wall patches (beyond what is normal wear and tear), the entire house and baseboards needed to be sanded and repainted. The doors were so dirty that even after attempting to clean, they also needed to be painted. Additionally there were numerous screens and blinds that were damaged and required replacement. The leftover feces and odor inside the house from pets required additional professional cleaning and sanitization. We stand by the pricing and charges and are including photos showing the wall damage, doors, other areas that required painting beyond normal wear and tear as well as the screens and blinds. There is nothing left to refund, the cost of repairs ended up exceeding the amount of the security deposit.

    Continue to received post cards from CR of Maryland I, LLC, have asked numerous times to be taken off there mailing list and have called today at 8:00am and left my name, address and phone number to be taken off the mailing list. I have talked to Mr. Craig R**** and he assured me that he is with the Better Business Bureau, and I told him I am not interested in selling my house. This has been over six months and they continue to send these post cards. I called and they ignore me and I emailed them and they still ignore my request. Please help me to resolve this. I would greatly appreciate it.

    We are happy to remove Ms. ***** from the mailing list but we do not have her address. We need her address to remove it. We do not have any previous correspondence from Ms. ***** so I do not have anything to go off it.     I do not accept that, because it their responsibility to contact the person that is sending out the post cards to stop, when you contact their office they ask the question if you want to be off the mailing list you can give them your address and I have done so yesterday. This is just an excuse, they should check with there own employees. This is the number I called to opt out of the mailing list 410-816-9469.
