      Our contract with Rowcal Community Management was signed in September of 2021. In the past year, we have had 3 different managers and with each one our representation has declined to the point that they literally will do nothing for us. Our Manager, his Manager and the **** of Management for Rowcal have all ignored our phone calls and emails. We have given our 30-day notice and now they refuse to work with our new management company to ensure a smooth transition. In July, the Board approved an audit for 2022. No action has been taken. Rowcal did not provide the Community Homeowner's w/ proper notice so our annual meeting was delayed a month and forced to be held outside as we could not secure a room rental. Notice of violations have not been sent to homeowners and fines are not administered. Email blasts to homeowners regarding safety issues like chimney cleaning have not been sent. Proposals for needed gutter cleaning were not obtained. In October, the Board approved moving money from 1% savings into an 5% CD; no action has been taken so we have lost a significant amount of interest. Rowcal has not maintained our Portal on their website, so we had no meeting minutes since March of 2023. The homeowners directory includes homeowners who have long since been gone. We have asked Rowcal for Rental information, so we can contact owners that do not live on property; no response. We have asked for maintenance records for a property that had severe water damage; no response. Rowcal has not provided the services they agreed to in our contract. We are asking for 4 months reimbursement of our $1,000 monthly fee for a total of $4,000, as retribution for their dereliction of duty.

      I have several issues and concerns regarding RowCal that I would like to talk about but there is not enough room to write it all on here so I would like to address these main issues:1: Late fees: I was charged a late fee on 5/30/23 that after much arguing was removed from my account on 6/22/23. The reason for the argument is because RowCal has a policy that they charge a late fee on the 30th day of the month and that was that but according to my HOAs declarations it states: "Any assessment not paid within 30 days after the due date shall bear interest from the due date at the rate of 8% per annum."That statement means that I have 30 days from the due date to pay my assessment without being assessed a late fee. On some months that means you have until the following due date to pay your ASSESSMENT, LIKE A GRACE ****** before the association considers you late. I have lived in this community for over 19 years and thats how it has always been. Now I am being charged again for a later fee on 7/31/23 which would be within 30 days. In this situation if I had paid first, I would have been late. My associations Declarations ***** any policy that RowCal may have, and it is disturbing that they do not acknowledge this fact.2: Annual Meeting, Elections and Special Assessments: In a nutshell, RowCal screwed up our elections three times in a row on purpose to help manipulate our elections, lied to the homeowners at our annual meeting about our associations budget, special assessments and even HB22-1137?? Which is all unethical for so many reasons. There is more but not enough room to explain all of it here.I have tried to handle this directly with RowCal, but they use an excuse that does not apply to this situation and if it does, they need to explain that in writing as well, rather than ignoring me. I would prefer open communication BUT RowCal seems to prefer being bullies and ignoring their duties to the communities that they serve, at least my community.

      RowCal took over management of our HOA in Oct 2022. I had a remaining balance due from a large assessment for roof replacement that was partially paid (initial assessment balance was levied in 2021). I had been making regular payments on the balance and planned to pay the full remaining balance upon receipt of my 2022 tax refund in March of 2023 (which I did). RowCal claims they notified me by mail of impending action including a fine and a lien placed on my property for "non-payment". I never received any of these warning letters by mail. The only correspondence I received by mail was a notice that the lien and fine were placed on my property, totaling $675 (usurious fees for a little paperwork). This could have been easily avoided by picking up the phone one time or sending me an email - neither of which were done. I have paid the remaining balance in full and am asking for the $675 to be refunded as this was not communicated properly to me and there was no way for me to know of this impending action as I never received a notice. I'm suspicious that notices were never sent and this was done as a way to collect additional fees. Again, a simple phone call would have avoided all issues. They have repeatedly denied request for refund, acknowledge no fault on their end, and are threatening further action from an attorney for unpaid usurious fees. If not illegal, this is incredibly low-class and terrible business practice.
