      The company was called by *****, the Maintenance Manager for our Company, to give a quote for repairs needed for an **** unit. He walked with the technician sent out as he wrote notes in a notebook, checked sizes on equipment, and made notes for the quote. 2 weeks later, we received an invoice for $3 for a quote. I emailed the company to dispute this as it was not disclosed that they charged for quotes, or we would not have had them come to the hotel. The following Monday we received an invoice for $165 (attached), detailing sized and needs for the quote. No explanation for work, no work accepted, no agreement to pay for a quote, and they never responded to the email questioning their previous invoice for $3. When called the receptionist proceeded to yell at my maintenance stating it was to "pay for overtime costs as the technician was here an hour and a half". The technician was on site 25 minutes or so, and as stated before was only asked to give a quote to replace parts on the unit like the 3 other **** companies that also gave quotes. We have never received a charge for a quote before.Per Illinois State law all work must be signed off on and approved prior to invoicing a customer. This is not a common practice in the **** industry to charge for quotes, the attached invoice does not detail work, the technician wrote in a notebook and did not perform work (he was escorted by Maintenance while on site), and the company is refusing to remove the charges.These are deceptive business practices, and we will not pay for this as there was no work agreed to or performed. There receptionist also should not be allowed to interact with the public as her demeanor was unprofessional and uneducated when discussing this issue.

      I believe the clarification wanting is what the Customer owes for Services Rendered.  The Invoice is for $165.00; this is what they owe. An adjustment will be provided should they choose to have the repair work completed.  The $3.00 is not a charge to their account. Account Balance is $165.00

      I have reviewed the business' response and am rejecting it because: no services were provided. No charge for a sales quote was disclosed when requesting or during the site visit. A quote was requested for repairs needed for the **** in question. 3 other companies located in the same market gave quotes for the same **** with no charge, per regional industry standards based on historical data in *******

      The state of Illinois requires that all charges and costs must be disclosed/presented up front and agreed to prior to any services or quote being rendered if a business should choose to charge. No costs for a quote were disclosed or accepted, no services were completed as the tech was escorted by our Maintenance Tech while on property who can verify that no services were rendered, An initial invoice for $3 was sent for the quote and then a 2nd invoice 2 days later for $165 (another example of unfair business practices), and no charge/estimate/costs for a quote were disclosed or agreed to prior to the site visit.

      Failure to disclose a fee for a quote upfront makes the state pending invoice charges *********** as they were neither disclosed or agreed to. This is an example of unfair business practices, and our business will not pay for services not agreed to/disclosed prior to acceptance.
