      I, ******* *****, rented from Crown Property Management Inc. for 15 years.

      My rent was on time every month for 15 years except one (error; paid within 5 days).

      The landlord put in central air during this time. He did NO other repairs or updates.

      Water leaked repeatedly through the front door (landlord was contacted repeatedly).
      Kitchen cabinets were falling off the wall (per the landlord).
      The bathroom fixtures were between 50 and 60 years old. They were rusted from age and unsanitary.
      Carpet was not replaced in 15 years; nor was tile in the bathroom and kitchen replaced.
      The landlord did not return phone calls for repairs.
      10 hours were spent cleaning the one bedroom apartment to be certain it was as clean as possible - taking into account the years I spent there.

      After asking repeatedly, the landlord has refused to return my deposit.

      The complaint was filed by ******* ****. (******* *****’s sister)
      I will address the complaint by each sentence.

      Complaints

      1. ***** did rent from Crown Property for 15 years.

      2. There were no deductions from her deposit regarding payment of rent.

      3. Central Air and new furnace were installed while she lived at our apartment.

      Other repairs were made while ***** was our tenant. Mostly plumbing
      issues. (Toilet running, dripping faucets. Water heater was out from
      Spire working on a non related issue – (whole building was affected)
      all were dealt with in a timely matter.

      5. Water did not
      leak repeatedly through the front door. In Oct. and Nov. 2020, new
      siding was installed on the soffit and overhang of *******’s building.
      Because of how a seam had been placed above her door, it manged to
      channel water directly over her door. Causing the carpet to get wet
      just inside her door. We did not immediately realize what was causing
      the leak and other logical fixes were attempted first. (Redoing the
      caulk around her door. Putting a new sweep on the bottom of her door,
      making sure the threshold was sealed. Pulled back the carpet to see if
      there was any way the water could be coming from below – it is a slab
      foundation) It took about 2-3 weeks to figure out it was a seam in the
      siding causing the problem. About 6 months ago, ******* said the door
      was leaking again and the “carpet was soaked” Next day went to check
      out the issue and the carpet was dry and according to her she did
      nothing to dry the apartment. She made the same claim repeatedly with
      the same result. Since she has moved out we have had days with rain and
      the area around the door remains dry.

      6. Kitchen Cabinets were never brought to my attention. It is not a huge gap. (see pictures attached)
      It is enough that the doors would not latch and the joints all had to
      be reinforced. This is a 6 foot long cabinet that now drops
      approximately 1 inch from left to right. If we had
      been notified
      the cabinet was loose, it could have simply been reinstalled. Crown
      Property has the ability to rebuild the cabinet and ******* was charged a
      very reasonable hourly rate for this process. ($20.00 / hr)

      7.
      Bathroom fixtures being rusted is an exaggeration. The only fixture
      with rust is the bathroom sink. Granted it is an older cast iron
      porcelain coated sink and rust had formed from the over flow toward the
      drain. This was not an issue at all when ******* moved in. Over time
      and neglect on her part, this became an issue when she moved out after
      15 years. After all that was said about the sink, no money was
      deducted from her deposit regarding this matter.

      8.
      Carpet was not replace because it was not worn, It was just dirty. It
      is the tenants job to keep their carpets clean. Again, no money was
      deducted from her deposit regarding carpet.

      9. When is replacing tile in bathroom and kitchen considered routine maintenance?

      “Initial” calls were always returned promptly to acknowledge the issue
      and to set a time to make repairs if needed. I started this section
      with the word initial in italics. This is because, ******* would
      persistently call multiple times a day multiple days even though the
      problem was already addressed. I have talked to her several times about
      this, and I would only call her again only if the arrangements made
      needed to be changed.

      11. Even if 10 hours were used
      cleaning the apartment, that does not mean it is clean. I am attaching
      pictures of what they considered clean. (Pictures will be mentioned
      again in Landlord comments. The day the cleaning crew was there, by the
      time I arrived the stove and refrigerator were already cleaned and
      covered. So there are no pictures of them other that the bar missing in
      the fridge door.

      Landlord Comments

      1.
      There are only six times in twenty years, I remember communicating with
      ******* **** (*******’s sister and the person who is really filing this
      complaint. 1.) When ******* was making errors paying her bills,
      including rent. 2.) When she told me ******* really enjoys living in her
      apartment. 3.) Regarding the leak around the front door. At that time
      she was OK with the explanation given in Item 5 noted in complaints.
      4.) When ******* gave notice. 5.) Informing her *******’s last month
      rent had been paid twice. 6.) Regarding her deposit.

      ******* was aware that *******’s house keeping was not sufficient.
      This was discussed around the same time we fixed the leak around the
      front door.

      3. Even though some one is a long term tenant, they are expected to leave the apartment “as clean as possible.”

      4.
      Crown Property was fair in the charges made. Examples: even though the
      bathroom sink could be cleaned, it was replaced so no charges made. No
      charges made for cleaning the ceiling fan. No charges were made when
      carpet from her new apartment (not owned by Crown Property) was disposed
      of in our dumpster without permission.

      5. The 10 hours
      claimed by tenant to clean the apartment were done by her father who
      does not have the ability to get on his hands and knees and “clean” the
      apartment. I believe he did the best he could but it is not close to
      good enough.
