I parked my vehicle in a parking spot in pecan point for two minutes. I walked a lady from my church, with a disability, across the street so she could get to where she needed to go following church. I came back across the street where I planned to have lunch at ***************** (which is where I parked my vehicle). Within two minutes of being gone, I saw a gentlemen put a tire block on my car. I explained what happened and he told me that " doing good deeds sometimes makes you pay in the end." This is a predatorial organization, and a deterrent to local businesses. Ive read numerous reviews online about this organization and individuals with the same exact story were targeted within a matter of minutes. If I broke the law, then I understand the consequence. However, this feels like a complete scam. I will never support any business within pecan point ever again for fear of something crazy like this happening again.

There are signs at each entrance and about 17 others as well as in each business door stating is for *********** customers only and not to leave your vehicle and go elsewhere. Unfortunately once you left the property you were not a customer at that time. We dont know your intentions or if youre going to be gone 4 minutes or 4 hours. Still parking is very limited and only for ***********. Please be respectful of their property and follow the parking rules to avoid this situation.

      Customer Answer

      Date: 06/18/2025

I am rejecting this response because: I clearly communicated my intent to the employer who booted my car. I specifically stated that I walked a lady, with a disability, across the street, in which I planned to go straight to lunch at ***************** once that lady made it safely across the street (30 feet). This all took place within 2 minutes, and because of this experience I will no longer be a regular customer at *****************. Again, I communicated my intent to the employer who booted my car, and he didn't care and was rude (telling me that "doing good deeds often makes you pay in the end" is extremely unprofessional and messed up to say to anyone). I had no reason to lie and would have been happy to grab him lunch at Bang Bang Burgers if he needed something to eat. Again, I communicated my intent, so your statement about not knowing my intent is incorrect.

On June 4, 2025, my sons car was towed by Wheel Blocks Towing from *********************** in the Southampton community of *********, **. The vehicle was parked for less than 3 hours in front of his stepfathers home. The tow company charged $400, which I believe is excessive and predatory for the circumstances. There were No Parking signs posted at the entrance to the community, but there were no warnings issued, and the car was not obstructing traffic or parked unsafely. The towing company provided no itemized breakdown of the $400 charge just a flat fee that had to be paid in full to retrieve the vehicle the same day. We were told the tow was authorized by the **** but we have not been able to obtain documentation or communication from the *** verifying any violation beyond general no-street-parking rules. We wrote Paid Under Protest on the receipt at the time of payment, as the fee and towing felt unjustified and abusive. The companys refusal to provide itemization or engage in good faith resolution raises serious concerns about their practices.I am filing this complaint to request:A partial or full refund of the $400 fee Transparency regarding their pricing and towing authority An official review of their practices for fairness and legality I am also submitting complaints to the ************************ and local city officials regarding this incident. Im happy to provide documentation, including the tow receipt and photographs.

      Business Response

      Date: 06/12/2025

The rules are set in place by the **************************. We have no control over that. We are contracted by them to service the community and tow/boot any unauthorized vehicles. Our signs are posted at each entrance per city ordinance stating the parking rules and fees for violators. For any info please reach out to the *** or management company for the property.

      Customer Answer

      Date: 06/12/2025

I am rejecting this response because:

Thank you for the response, but I do not consider the matter resolved.

Wheel Blockers charged me $400 to tow a vehicle that was parked for under 3 hours in front of a family members home at ************************************************************************************** with no warning and no visible signage nearby. The only No Parking signs were posted at the entrances of the neighborhood, over 200 feet away from the vehicle. There were no markings on the curb, and the car was not impeding traffic or causing any hazard.

This was a non-consensual tow, and the company provided no itemized receipt for the $400 charge just a flat fee. I signed the receipt as paid under protest at the time of pickup. While they claim the *** is responsible for enforcement, Wheel Blockers is still accountable for their pricing practices and signage compliance under North Carolina law and Charlotte ************************ believe this tow was predatory in nature and that the charge was excessive and unjustified, potentially violating NC consumer protection laws. I am not satisfied with this response and will continue pursuing appropriate regulatory channels.

      Sincerely,
      **** ******

      Business Response

      Date: 06/12/2025

Per city ordinance our signs are only required at each entrance into the property/community. Any additional signage would be at the request of the **** Any resident living there should be aware of the parking rules as well and could have advised their guest of the parking rules also. The vehicle was dollied also and the standard tow/impound fee with that is $400. Theres no other itemized breakdown we can give then that. We apologize for any inconvenience but we were only doing our job as authorized.

      Customer Answer

      Date: 06/12/2025

I am not satisfied and request that the complaint remain open.

      Signage Distance and Notice Requirement:
While Wheel Blockers says signage was posted within five feet of the right-of-way at each entrance, the vehicle was parked over 200 feet inside the neighborhood with no signage nearby or visible. For a guest unfamiliar with the community, entrance-only signs do not provide meaningful or timely notice. Even if technically compliant, enforcement that far from posted signs raises serious concerns about fairness.

      Resident Responsibility Claim:
Wheel Blockers claims the resident should have informed their guest of parking rules. This is not supported by any city ordinance or North Carolina statute. Under N.C.G.S. 75-1.1, placing the burden of legal notice on a resident rather than the party enforcing a policy is misleading. Tow companies must ensure rules are clearly posted and accessible at or near the point of enforcement.

      Lack of Itemized Billing:
Wheel Blockers charged $400 and cited dollied with no breakdown for tow, equipment, storage, or admin fees. Under N.C.G.S. 75-1.1, flat fees with no transparencyespecially for non-consensual servicescan constitute an unfair trade practice. Consumers deserve to know what they are paying for. Many municipalities are moving to regulate and cap these fees due to repeated abuse.

      No Justification for Dolly Use:
Wheel Blockers has not explained why a dolly was used. The car was parked in front of a home, not in violation of any fire lane or obstruction rule. Without justification, the dolly fee appears to be an arbitrary upcharge. This violates reasonable billing expectations and fails to meet transparency standards.

      Business Response

      Date: 06/12/2025

There is nothing to itemize when the tow/impound fee was $400. There is no other breakdown we can give you. Again signs are posted at each entrance to the property per city ordinance and that is what we did.

Date of transaction June 3rd, 2025 for $160 to remove parking boot. Against *******************. I was wrongfully booted in my own parking garage as part of an overly aggressive booting campaign. Was told I was occupying two parking spaces, which is certainly not the case based on the pictures below. I am requesting a full refund.

      Business Response

      Date: 06/11/2025

We are WheelBlockers not LMS who you are stating booted your vehicle. We are contract for the apartments **** **** inside their garage. I believe there are some separate parking spaces outside the garage that are owned by someone else and evidently they use LMS for those. If it was inside the garage at ***************** then LMS had no justification inside the gate. Again please contact *** as thats who your interaction was with and not WheelBlockers.

On Sunday, June 1st. My friend and I were charged $275 each to have boots removed from our cars. We were parked at **************** (where the Club **************************** is located) and had gone for brunch at ***. When I walked into the restaurant there was a man in an unmarked car sitting in the parking lot who watched me walk in. When I came out, he asked if that was my car and said that he had to put a boot on it. I had literally walked right past him and he could have said that parking for the restaurant was not permitted there but instead waited and then proceeded to boot my car. There is only one sign with unclear messaging in the lot that I didn't see when I drove in. The fee is outrageous and uncalled for and is causing undue stress and financial hardship in an already hard economy.

      Business Response

      Date: 06/03/2025

Signs are clearly posted with the address also stating parking for that property only. All of our company vehicles are marked but it is not our employees duty to run you down as thats what the signs are for. Unfortunately once you left the property you were not a customer of the businesses on site which resulted in your vehicle being booted. Parking is very limited in that area and going forward please pay attention to all signage and follow the rules to avoid this situation.

      Customer Answer

      Date: 06/03/2025

I am rejecting this response because: Additional signs should be placed at each parking spot and on the side of the building. A sign at the entrance is not enough for those entering the parking lot. I understand that parking is limited, but it is also the building's property management to be responsible for being more transparent regarding the limited parking for those businesses. It's a shame that there is not enough parking for the amount of businesses in that building. Your practices are predatory and it is common practice to post signs at each parking lot. I parked on the side of the building after I entered and I did not see any sign stating that this parking lot was for this building only. Just one sign to pull forward, but NO sign not to park unless you are a paying customer for ****************.... and the fee to remove the boot! How incredibly outrageous, $275 is ridiculous. I understand you have to enforce that rule, but maybe $50 or $75 would've been a little more necessary. Everyone is this economy is just struggling to get by except for the property management and towing companies and their predatory rules and regulations and robbing people of money. Do better, be kinder, and more transparent. Tell that property management company to add more signs and lower those rates because at the end of the day, we all just want to support our local businesses even though you are required to enforce those rules. Thank you!

      Business Response

Unfortunately you cant dictate a fee that you want. The fees are posted on the signs and signs are at each entrance per city ordinance. Its your responsibility to pay attention to them. Please respect others property and only park where you are a patron of to avoid this situation.

      Customer Answer

      Date: 06/03/2025

I am rejecting this response because:
I have no problem respecting other peoples space and I understand the fee is not mine to dictate. What I have a problem with is the lack of signs stating not to park, and parking is clearly for patrons only. Do better at posting signs. There was no clear visible signs not to park on the side of the building. Instead of being aggressive and greedy, maybe invest in some more signs, and learn transparency.

There is only one sign with unclear messaging in the lot that I didn't see when I drove in. This practice is despicable, and the company shouldn't be able to sit around watching people park, waiting like sharks, to place boots on cars and then charge $275 to remove them. The fee is exorbitant and in this economy is directly causing me financial hardship.

      Business Response

The signs are posted at each entrance with the address stating customer parking for this property only. Parking is very limited in that area so going forward please pay attention to all signage and follow the parking rules to avoid this situation.

      Customer Answer

      Date: 06/03/2025

I am rejecting this response because: Additional signs should be placed at each parking spot. The one sign your employee pointed out to me after the fact is not sufficient and obviously I did not see it. Its common practice to post signs at each parking spot saying which businesses the spots are for. Your practices are predatory. Your employee was in the parking lot in an unmarked car. I watched him watch me walk right past him and he could have informed me not to park there but instead waited until I was out of eyesight and booted my car. As soon as I came back he approached me and knew exactly which car was mine and told me I owed him $275 to remove the boot. Additionally, $275 to remove a boot is absolutely insane! I understand why businesses like yours exist and respect that parking is limited and that booting or towing a car might be necessary at some times but something more like $50 to remove a boot would make more sense. Everyone is struggling in this economy, except for you I am guessing since you are robbing people and obviously have no ethics.

      Business Response

      Date: 06/03/2025

City ordinance requires signs be at each entrance which they are. Please respect others property and not leave your vehicle taking up their needed spaces if you plan on going elsewhere.

      Customer Answer

      Date: 06/03/2025

I am rejecting this response because: I would gladly have parked elsewhere to allow patrons of those businesses access to those parking spots if I had been aware of it. Obviously it would have saved me a lot of trouble and money. The disrespectful one here is you just out to make a bag. If youre going to have someone sitting in the lot watching people and I literally walked right past him as he was watching me leave my car and didnt say that parking wasnt allowed there then obviously the objective is for you to make money and isnt about keeping spaces open because my car sat there until I came back and I could have moved earlier had I been aware.

WheelBlockers put a boot on my car despite the fact that I was a customer of Pet Supplies Surplus in *********** shopping center. I walked across the street to talk to my sister before returning to the *************************** to sip at the pet store. When I came out of the store the boot was on my car. The WheelBlockers employee claimed that because I crossed the street and left the property he had the right to boot the car. He booted at least 8 other cars who were customers. When I called to tell them him I was in fact a customer he hung up on me. This is predatory and the signage does not indicate you cannot leave the property. I have pictures of the signage and his car. I said I would call the ********* said if I did it would be $275 and if not it would be $200. I frequently shopped at *********** and will not any longer. Hes causing companies like ************, Pet Supply Warehouse, ***** and others to lose business

      Business Response

Wheel Blockers at *************, ** *********** impounded my car at 1:40 PM May 8, 2025 while I was inside getting my mail. I had arrived at 1:30 PM and parked in the *********** parking lot and went inside to get my mail as I have done for over 40 years. Upon going back to my car at 1:50 I found my car immobilized with two tire boots attached and a yellow "Illegally Parked" notice on my windshield. The *********** employees had to call "Wheel Blockers Towing" and I had to wait for over an hour which caused me to miss an urgent 3:00 PM medical treatment. The *********** employees were sympathetic but said they had no control over the situation. I was unable to find out who was responsible for this or why it happened. I want to know.

We apologize for any inconvenience. Upon arriving our employee noticed quite a few vehicles in the lot. Moving forward he went inside to verify the vehicles as there werent many people inside and this lot is often taken advantage of by people leaving their vehicles to go to court or ect. He made an announcement twice that evidently went unheard on your end. After realizing you were inside he was back within 10 minutes to remove the boot as our dispatcher was on the phone with him. He was just trying to do his job and keep the lot as clear as possible so customers like yourself will have valid parking. We apologize again for any inconvenience.

      Business Response

      Date: 05/22/2025

Again we have apologized for the misunderstanding. The parking lot was crowded as this lot is often utilized by individuals parking and going to court or uptown instead of paying to park. Our employee went inside and there were only a handful of customers inside. He made an announcement twice on what vehicles they were driving and no one replied to the cars that were booted. Once the gentleman went out and discovered a boot on his vehicle we immediately had our employee back in ten minutes to quickly remove it. We are doing our job to keep the parking clear for actual customers as himself and hope the customer our side. Again we apologize for inconvenience.

I had to wait until 3:00 PM (more than an HOUR)  for the boots to be removed. I still have not been been given the name and title of the person who authorized this.

On Friday, 4/18/25, I parked my car around 11pm in a parking spot that appeared to be for Woof Gang (*************************). There were no markings in front of the spot or the ones next to it to indicate that they were customer parking only, and the enforcement signs at the entrance of the lot only referred to Milkbread, which I parked well away from. I returned to find my car had been booted and was charged $275 to have the boot removed by the tow truck driver who showed up with intent to tow literally while I was standing next to my vehicle. Not only was the lot poorly marked and the parking space unmarked, but the booting fee was outrageous. The business has no intention of returning my money.

      Business Response

Unfortunately that is private property and you cant leave a vehicle there to go elsewhere. That area has a huge parking issue due to high traffic and limited parking. Going forward please park at the business you are visiting.

      Customer Answer

      Date: 04/21/2025

I am rejecting this response because the area I parked in was not marked as "customer only" as seen in the pictures I attached, nor was I parking in the area during business hours. I parked my car at 11pm when neither customers nor employees of the **************** would have needed them. Further, the business I was visiting has no lot of its own and therefore could not be parked in.

Signs are posted and regardless if it was after business hours it still doesnt give you authorization to park on someone elses property and leave your vehicle to go elsewhere. As you stated there was no parking where you were going so please respect others property and not leave a vehicle unattended to go elsewhere.

The spot I was parked in was clearly associated by both coloration and location with Woof Gang, a business that didn't have "no parking" or "towing enforced" signs. I didn't park in any spaces that were clearly marked as belonging to Milkbread. Your tactics are predatory and I would also argue unlawful, and I'm fully prepared to escalate if you don't want to refund the excessive $275 fee you charged, and charged by coercion at that.

On SundayAprul 13th we parked in the parking lot for a retail store at the ************************ in ********* that sold used clothing items. When we came out from shopping, there was a boot on our rental car. We were here from out of town spending our money in this city. A man from Wheel Blockers parked right next to our vehicle, backed into the parking spot in front of a sign saying "Please Pull Forward". Basically parked illegally rolls down his window and says it will cost $275 to take the boot off despite us going into the retailer I was parked in front of. We asked why he didn't warn us that he would boot our vehicle when we got off and he was there. We thought he was just resting, taking a break or something. And he proceeds to tell us that's not his job. Apparently his job is to **** people and ruin their day. People who are parked legally all while he is not following the parking rules. Of course got upset as he proceeds to respond with aggressive vocabulary like telling me to go back to ********* after I told him we were here on vacation spending money in his town. He tells me he doesn't give a f*** about where we are from and threaten me with a gun saying it is a free carrying state and that we should not be talking to him because "it is dangerous" and to just pay before he increases the fee. I am 5'0, 110lbs and I was so scared. I ended up paying and decided to move our flights and cancel everything and come back home. I called the business to complain and they hung up on me. Very disappointing experience in *********. We should have called the police but i was afraid that the situation was going to escalate and my fear of this person to pull his gun on me or my husband after his threat. The city of ********* should be embarrassed that companies like this operate. I WILL NEVER BE COMING BACK TO *********. The fact this company has been doing this for 24 years is horrible. Government employees should be handling this work.

Your story of someone threatening you with a gun from our company is completely false. Instead of making false accusations you should start with owning your mistake of parking where you shouldnt. We apologize for any inconvenience but it is not our employees job to run you down and inform you of where you can and cant park. Signs are posted per city ordinance stating the parking rules and fees for violators. Going forward please pay attention to those signs and follow the rules set in place to avoid your vehicle being booted or towed.

I parked at a ************************* parking lot only to return to a boot on my car. I spoke to the man from Wheel Blockers who was requesting payments for people to remove boots from their cars. There were multiple cars that were booted without any fault. This business is clearly a scam and should not be allowed to operate. They are also unable to explain why they are booting, why the cost varies, etc. There are so many inconsistencies and they don't understand the city ordinance they're "enforcing".

Without seeing your receipt from us, gives me no knowledge of when this occurred but it was for one of two reasons. You either left the property or you were parked in a no parking zone. Signs are clearly posted at each entrance per city ordinance and throughout the lot stating the parking rules. Parking is very limited at this location and we ask that you please pay attention and follow those rules moving forward to avoid your vehicle being booted or towed.
