For several weeks we received probably about 10 pieces of mail from RTI asking us to complete their survey and receive $30. We do not respond to surveys and therefore did not respond to the mail. Now the mail has stopped but we have had someone come to our door to interview 10+ times, a person with a clipboard. All times of day/days of the week, might be coming when we are not home as well. Please code our lack of response as a refusal. You are harassing us. Even if we had considered doing the survey, we would choose not to because of how pushy RTI is. We do not feel safe having a stranger knocking on our door repeatedly or coming in our home so we can fill out a survey. This is 2023 and you have to be sensitive to why someone might not want to have a stranger come in their home or why they might not want to offer personal information. I don’t care if RTI isn’t a scam, (really doubting their legitimacy because of this inappropriate behavior). We will not compromise and let you in our home just because you say you’re doing a survey. RTI- don’t ever contact us again or come to our address.

      Business Response

      Date: 02/28/2023

      Good Afternoon,

We are writing in response to the complaint received at the
BBB on February 24, 2023 regarding the National Survey on Drug Use and Health
(NSDUH) 1. In the message the individual indicated that they did not
want to participate in the survey, and that they were upset by our field
Interviewer’s visits to their home. The case was coded out as a final refusal
on 2/27/2023 and no one else from NSDUH will be contacting the resident.
The resident may receive a letter that was mailed before the case was coded out
      as a refusal.

The National Survey on Drug Use and Health (NSDUH) provides
up-to-date information on alcohol, tobacco, drug use, mental health and other health-related
issues in the United States. Information from NSDUH is used to support
prevention and treatment programs, monitor substance use trends, estimate the
need for treatment facilities and assist with the creation of government
policy. Household addresses, not specific people, are randomly chosen through
scientific sampling methods. Once a household has been chosen, it cannot be
replaced for any reason. This ensures that NSDUH accurately represents the many
different types of people in the United States.

Participation is incredibly important, which is why we make
every attempt to contact residents of selected households through mailings and
sometimes visits from our professional Field Interviewers; however, we never
want to make respondents feel upset. Respondents are always welcome to call the
NSDUH helpdesk number that is provided on our letters (**************) to have
their case coded as a refusal and stop all future contact from NSDUH.  On
behalf of NSDUH, we’d like to apologize for any distress our letters and visits
      may have caused.

If there any further questions, please contact the NSDUH
Hotline Monday through Friday between 9:00 AM and 5:00 PM (Eastern Time) at

On 2/14/23 an employee of RTI International, without my knowledge or permission, entered the side door of my house, proceeded to enter my laundry room through a second door, and then proceeded to pound loudly on my INSIDE back door. I was in the shower and by the time I dried off and dressed, your employee had left. I found a card about a survey on the side door with the name ********* *******. She brazenly entered my home through 2 separate doors. In my state that is Criminal Trespassing. To say I was startled would be an understatement. This person also left the outer door unlatched and ajar, and it's the middle of winter. The actions of your employee are illegal and are an inherently unsafe practice. If any RTI employee sets foot on my property again, I will call the Sheriff's Department.

In a 2 week period I received a letter from RTI regarding a survey, 3 follow up notices and a woman from RTI showing up on Sunday afternoon because I did not respond to the survey. I explained very clearly that I do not respond to surveys - I simply don't trust them and I do not wish to respond to this survey. This should have stopped RTI from contacting me. I was wrong. On 2/2/23, I received another letter from RTI. They state that they can contact you to complete a full interview, even contacting you in person. I want RTI to stop harassing me because I made it very clear I do not wish to respond to their survey or any survey. Thank you.

A surveyor from RTI has come to my home 6 times now harassing me. I received the letter, but didn't answer the pre-screening questions because I'm not interested. I have PTSD and the constant unexpected visit from RTI employee is causing me to have panic attacks and I feel unsafe in my home. I answered the e door on one occasion and told him I wasn't interested, but he wouldn't take no for an answer. He came again yesterday and said HE WOULD be back Wednesday next week. I live in apartment building that has "NO SOLICITING" in bold letters at the entrance. I've also witnessed him knocking on my neighbor's door as well. This is harassment. Next time I'm contacting law enforcement. I want this harassment to STOP! I'M NOT INTERESTED IN WASTING TAX PAYER DOLLARS ON A POINTLESS SURVEY!!! I WANT ALL CONTACT FROM RTI AND ITS EMPLOYEES TO STOP IMMEDIATELY!!!

3:22pm today: Disrupted from deep concentration by a constant rap-rap-rap knocking on the door. Incessant. After 5 minutes. I turned the video on my phone, looked for an ambulance or police on the street, after not seeing, peered through the peep hole. A well dressed gentleman with horn rimmed glasses and a sweater vest. Decided to answer. Very aggressive posturing, one foot in my storm door, saying he's on behalf of the government, our house has been selected and there's nothing he or we can do about it. Talked about getting people off drugs. I politely said "Thanks for your service. No one here is on drugs. Please add usto your DO NOT CONTACT list." Apparently those are not the magic words to use door-to-door. He kept saying he can come back another time. I said I do not want further contact. I said "If I close the door now, because you are disrupting me from my work, are the police coming back to fine me or take me to jail?" He sheepishly admitted that only the Census Bureau has that authority. I said please remove me from your list, and closed the door. I do not have anything to add for their survey. How on God's green earth is this not a violation of HIPAA? A stranger accusing a PhD student of being on drugs?! The shade of it all. I'm now looking up my County's ordinances at what my rights are. This is my first BBB notice. It was not just WHAT he was asking, but *HOW* sketchy this encounter was. It was not normal! Whatever methods RTI are teaching are immoral and misleading. My father overheard the interaction and says "these people are looking for vulnerability". So in response, I'm going to print out the County ordinance and paste it on the door, that I am allowed to refuse to answer. If and when I do answer the door, it will be ON VIDEO, I'm not your mark. Put that in your skillet and I'll tell you that's your brain on drugs. Just say NO kids!

I received several knocks on my door on Saturday 03 Sep 2022 @ 1330 by woman driving a black ** *** who asked me if I had received the attached letters in the mail regarding a survey. I explained to her that I was not interested in filling out the survey. I do not appreciate an intrusion of privacy especially someone knocking on my door on a Saturday! Very inappropriate to ask if there are others in the household interested in filling out the survey. This is a means to find out if someone lives alone. If the US Dept of Human Services is sponsoring this survey they need to conduct this in a better manner. I am a federal government employee and we cannot participate in such activities where money is received for surveys.

      Business Response

      Date: 09/07/2022

      Good Afternoon,

We are writing in response to the complaint received at the
BBB on September 6, 2022 regarding the National Survey on Drug Use and Health
(NSDUH) 1. The individual stated that they had received an unwanted
visit from a field interviewer on the weekend. The individual expressed
concerns that the visit was an invasion of their privacy, and that they did not
want any more visits from a NSDUH Field Interviewer. The case was coded out as
a final refusal on 9/6/2022 and no one else from NSDUH will be contacting the
resident.  The resident may receive a letter that was mailed before the
case was coded out as a refusal.

The National Survey on Drug Use and Health (NSDUH) provides
up-to-date information on alcohol, tobacco, drug use, mental health and other
health-related issues in the United States. Information from NSDUH is used to
support prevention and treatment programs, monitor substance use trends,
estimate the need for treatment facilities and assist with the creation of
government policy. Survey responses and household information are used for
statistical purposes only and respondents personal information is never shared
with anyone. Household addresses, not specific people, are randomly chosen
through scientific sampling methods. Once a household has been chosen, it
cannot be replaced for any reason. This ensures that NSDUH accurately
represents the many different types of people in the United States.

Participation is incredibly important, which is why we make
every attempt to contact residents of selected households through mailings and
sometimes visits from our professional Field Interviewers; however, we never
want to make respondents feel upset. Respondents are always welcome to call the
NSDUH helpdesk number that is provided on our letters **************** to have
their case coded as a refusal and stop all future contact from NSDUH.  On
behalf of NSDUH, we’d like to apologize for any distress our visits may have
      caused.

If there any further questions, please contact the NSDUH
Hotline Monday through Friday between 9:00 AM and 5:00 PM (Eastern Time) at
      ***************

1 The NSDUH project is sponsored by an agency of

individual indicated that they completed the online survey on June 28, 2022 and
have not received their $30 incentive for doing so. In the past, we offered
digital gift cards and have now moved to mailing physical gift cards. The gift
card for this individual has been ordered and scheduled to be mailed on July
      15, 2022.

The Evaluation of the Public Education Campaign on Teen
Tobacco (ExPECTT) is a longitudinal study that follows up with youth who agree
to participate approximately every eight months. The data collected over time

youth exposure to public education messages on the health risks of smoking or
using other tobacco products. The information collected by this study will also
improve understand of how public education campaigns effect youth’s attitudes,
