The following describes a pending government action that has been formally brought by a government agency but has not yet been resolved. We are providing a summary of the government’s allegations, which have not yet been proven.


On April 8, 2024 Attorney General John M. Formella announced The State of New Hampshire filed a civil complaint against Christopher and Catilin Vittum (maiden name Hewitt) of NEC Construction 603 LLC, CRV Construction & Tiny Homes LLC, and Utopia Construction & Designs for violating the Consumer Protection Act multiple times. 


It is alleged that Christopher and Caitlin Vittum received significant advanced payments for construction projects with no intention or capacity to complete projects, spent said advanced payments without completing work that was contracted, failed to communicate with consumers surrounding project refunds, and changed contact information for the business during the process of the contracted projects without notifying consumers. It is alleged that Christopher and Caitlin Vittum received over $175,000 from no less than 13 consumers after construction services were promised.

BBB Serving New Hampshire opened an investigation into NEC
Construction 603 on September 11, 2022, after receiving numerous complaints
over the course of three weeks. All current complaints were filed starting July
21, 2022. These complaints all claimed there was a failure by the
business to complete contracted work and/or to return deposits on incomplete
work.

All complaints have gone unanswered, and all
relate to NEC Construction’s failure to complete or begin work. NEC
Construction 603 insisted on deposits and preferred cash. Additionally,
customers found that work completed by NEC Construction 603 was unable to pass
inspection. All 3 customer reviews echo the same experiences.

BBB Serving New Hampshire attempted to reach the
business owner(s) regarding these concerns and did not receive reply. At this
time, mail to the business address is undeliverable and phone lines are not in
service. Additionally, it was discovered that members of NEC
Construction 603 applied for creation of a new business: CRV Construction and
Tiny Homes LLC. Formation date of this company is listed as August 2, 2022, closely
aligning with the influx of complaints filed against NEC Construction 603.
