      I recently saw this company on my credit report. However I do not have any business with this company. I am not liable for this debt with the US Department of Education which is trying to collect. They are unable to provide an account or any information about the debt.

      (Educational Computer Systems Inc.) and EFPLS (ECSI Federal Perkins Loan
      Servicer) are different servicers. ECSI is the third party billing servicer for
      student loans on behalf of multiple colleges and universities nationwide. EFPLS
      is the Department of Education’s student loan servicer for Federal Perkins
      loans.

      Based on the information you have provided, we believe you may have a loan that was assigned from your school to the Department of Education and therefore serviced by EFPLS.

      We have reviewed your complaint and determined that it lacks
      sufficient information to allow us to locate an account for you in our system
      and conduct any investigation.

      a Federal Perkins Loan that has been assigned by the originating school to the
      Department of Education. EFPLS is the Department of Education’s student loan
      servicer for Federal Perkins loans. Ms. *****’s loan is serviced by EFPLS on
      behalf of the Department of Education. The Department of Education and EFPLS
      are acting upon the information provided by the originating school, Saint
      Elizabeth University.

      EFPLS requests that Ms. *****
      provide the letter from the school dated September 7, 2010 along with a copy of
      the Promissory Note marked as paid that the letter references. EFPLS will

      I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.


      To assist us in bringing this matter to a close, we would like to know your view on the matter. This company has a different social security number other than my social security number attached to this account, and they do have note for this account; therefore I disagree with the debt and under the Fair Debt Collection Practice Act, I have the legal right to request a validation of any debt that is being collected from me;  I am requesting that they provide validation of this debt in pursuant to the fair debt collection Practices Act, 15 USC 1692g section 809 (8) (FDCPA). 

       Please provide the following information: 
      The name and address of the original creditor, the account number, the amount owed and a copy of my payment history per U.S. code, 15 U.S. C. 1681g Section 1-3.
      Also include verification that there is a valid basis for claiming I am required to pay the current amount owed. Provide a copy of my signature on a contract or document that holds me responsible for this alleged debt.
      Details about the age and amount of the debt including a copy of the last billing statement from the original creditor.

      A detail explains interest added, or payments made since the last billing statement.
      The legal authorization for your interest.
      The legal date of the original creditor claim the account became delinquent.

      Please also note whether this debt is within the New Jersey Statute of Limitation and how that was determined. 
      Provide details about your ability to collect this debt in the state of  New Jersey. If you are, provide the date of the license, the name on the license number, the license number address,and telephone number of the state agency using the license. If you are from outside of state, provide the licensing information from your state as well.
       Lenders and other creditors must submit a copy to the agency and to taxpayers whenever they cancel or forgive a debt worth $600 or more. Forms must be sent to taxpayers by Jan. 31. Can you please provide proof that the original lender did not file a cancellation of the debt with the IRS, or  that the debt was paid by the mortgage insurance company. I need complete transparency of the debt.

      Enclosed with your response to the above questions, I respectfully request a notarized affidavit confirming the information that is provided is true and correct as per my civil rights granted under several federal laws. The information should not come as a form of letter response. Again, please be advised that all paperwork needs to be dated before your original communication notifying me of your complete verification.

      The originating school of the debt as Saint Elizabeth University. In their assignment to the Department of Education, the school indicated by a sworn affidavit that the original Promissory Note for the loan was lost in a fire/flood.

      EFPLS and the Department of Education are working based on the information provided to us at the time of the the assignment by Saint Elizabeth University. In EFPLS' original response we requested a copy of the Promissory Note to send along with the Paid in Full letter for review by the Department of Education for potential dispute of the assignment and/or balance by/with Saint Elizabeth University.

      EFPLS, on Ms. *****'s behalf, sent the Paid in Full letter for review absent a copy of the original Promissory Note marked as paid in full for review. The result of the review is that Ms. *****'s loan has been marked with a zero balance.

      ECSI took control of my federal Perkins loans from my prior provider and to say it has been anything less than a nightmare would be untrue. I have had to call multiple times about my account. Well, accounts, to be correct. When my perkins loans were transferred over to ECSI, they somehow messed up with one of my loans out of four. Three of my loans were put on an account and the fourth was put on it's OWN. SEPERATE. ACCOUNT. and a completely different SSN. I did not know they were separate accounts for FOUR MONTHS. Since then I've been dealing with having to pay them double the amount than I should monthly because they "couldn't do anything about it." I've had to call back recently because they STILL haven't merged the fourth account into one consolidated payment. I'm very frustrated because I have been put in a rough spot financially because of this business and through the fault of its own employees on the backend to properly integrate my account into their system. I feel like no accountability is being taken and it all falls back on me because there's "nothing they can do" but there's nothing that's been my fault. I had no part in this entire thing, I want this to be resolved so no one else has another experience like this.

      Business did not acknowledge nor has in anyway made reparations for their part in making me pay double for 4 months. The only thing they have done and should have done 6 months ago is finally combine my 4th loan with the rest. That's the bare minimum and shouldn't have been an issue to begin with. My grief with the company is still in order l, so no, my issue is not resolved. Take ownership in the fact you put me in a bad stop financially and actually take action.

      You every try to get customer service from the Perkins Loan servicer, ECSI (https://*********************)? Their website is less than robust, logging one out for normal navigation. There is no chat or email option, and getting to a phone agent is iffy at best. My regular loans are managed by **********, A+ professionals. ECSI mailed my repayment notice to some unknown post box they claim I used some 6 years ago. Never had a post box, but no matter. When I left school and every time I moved, I updated my address with https://**************/. It’s not hard to find. I eventually received a notice in the mail, threatening to send me to collections. I’ve reviewed ECSI’s BBB complaints, generally relating to communication and misaddressed mail. I’ve also filed a complaint with the DOE.

      In the CHANGE OF STATUS section of the
      Federal Perkins Loan Master Promissory Note, it states that it is the
      borrower’s responsibility to inform the school of any changes in their address.
      The account came from the school to the Department of Education with the
      address EFPLS used on the statement in question. The Department of Education
      and EFPLS are acting upon the information provided by the school. If a bad
      address is documented, EFPLS uses the methods approved by the Department of
      Education to obtain updated information.

      I submitted an application for a Perkins Loan Cancellation and I got the following response in a email:

      "Hi ********,

      My name is Erin and I’m a representative with ECSI. I’ve received your request and additional information is needed. Please contact our office directly at ###-###-#### for details on what is required.

      After calling the office number above, the lady was contracting the instructions I got over the phone prior to submitting the whole package. I asked her to send me specific instructions on what information was required to process my request. I never received another call, or email, or official letter acknowledging my application status and further instructions to complete my Student Loan Cancellation as a Registered Nurse.

      This is a very unacceptable response from a company that is getting PAID by the federal government to process such request on behalf of first responders.

      We have reviewed this complaint and
      identified that the loan in question is a Federal Perkins loan that has been
      assigned by the school to the Department of Education. Ms. *******’s loan is
      serviced by EFPLS.

      Ms. *******’s complaint is that her
      Cancellation request was returned for correction and she was not clear on the
      resolution when she reached out to our office. There are several corrections
      needed that are covered in the list below:
      Signatures on one or more of the documents provided appear to be a digital signature. All signatures need to be a "wet" signature (not digitally affixed).
      The dates on the form are incorrect/incomplete. The dates need to be in the mm/dd/yy format and include month, day, and year or additional corrections will be required.
      Any gap in employment cannot exceed 3 calendar days. Any gap in dates that exceeds 3 days cannot be accepted as continuous employment during the period.
      Ms. ******* provided employment documentation from 3 separate employers and appears to be seeking multiple years of cancellation. Ms. ******* will need a separate form for each employer (and year) of cancellation.
      Each of the letters of employment Ms. ******* provides should be dated, signed letterhead with a complete (mm/dd/yy) official hire date and termination date, should state that the position was full-time status, and should include a job description and job title.
      EFPLS recommends that Ms. *******
      work to cancel one (1) year at a time. This way if corrections are needed, it
      will be clear as to which year, employer, and/or document is in need of
      correction.

      school assigned Mr. *********’s Perkins Loan as unpaid. The Department of Education and EFPLS are acting upon
      the information provided by the school.

      Suddenly received a bill from.ECSI Perkins Loans Servicer. Called them about it and asked for a.copy of promisarh note. Also later asked for proof of dispursement and payments allegedly made. I have never had 6000 perkins loan. Received a bunch of run around trying to get anything sent to me. I heard they just bought the loan, that UDM owns it and even rhat Dept of Education owns it. Eventually I got sent some documents of papers that aren't a complere.promisary note though they claim they are 4 different ones totaling 6000 (yet they say the loan has never been consolidated and is 1 loan. Not soon after for the first time ever a perkens loan appears on my credit report. Trying to get it removed and dismissed as I never took our a 6k perkins loan. After a conversation with udm I learned they sent the original copy ro the depth of education. But a call.made to them resulted in.my being told they don't have a promiaary note. Ecsi told me at one point if I pay on it then it's my loan. They also keep claiming what they have sent me is what they have and are collecting on and they just collect rhe loan ( I'm told when I question the documents( I've even been told at one point they have no legal department. UDM has a legal responsibility to provide the documents I'm requesting as does ECSI. How are rhey able to put on Mt credit report and bill me without looking into the legality. They also didn't seem to care that I told rhem rhe depth of education doesn't show a.promisry note for the loan in question despite they are their servicer. I need this looked into and resolved ASAP. This has been going on for about 3 months already. They don't care if it's a real loan agreement or not they see it as collecting for someone else and not being responsible under the law. A loan supposedly 28 years old with payment made in 2002 from a check #2 to UAS collection agency. But not on my credit report till 22 years later?

      has requested and does not feel that she was provided the complete promissory
      note for the Federal Perkins Loans she took while attending the University of
      Detroit Mercy. The Department of Education and
      EFPLS are acting upon the information provided by the school.
      EFPLS has attached the promissory
      notes from 1994, 1995, 1996 and 1997 which were recently assigned by the
      university to the Department of Education.
