I lived in ************************ for only a short time in 2022. They charged me as if I lived there all year. I received a notice for delinquent tax onn 1/18/24 pinned to my front door at my address outside of the borough. They have very aggressive tactics and their letter itself was offensive. You can't even call and leave a message. I tried multiple times. I'm sure they will respond defending themselves stating they sent letters that were never received because they sent them to various addresses. I over paid in taxes and they are just as shady as the borough council. I'm making sure I keep my receipt saved from my payment. They need to be looked into for over charging taxes. Their responses to other complaints on here are laughable and you can see a trend of them not sending letters they claim to send and aggressive collection policies which violate laws set in our commonwealth.Business Response

We explained everything that she asked us via email and she told us she wishes no further contact from us.
By her own admission, she lived in the Borough for 4 months.
We explained that personal taxes are not prorated. This is not by our guidelines, but by the tax statutes.
We only ever had one address for her.
When the Borough sent us their unpaid list, they already had her new address which is outside of the Borough. We mailed her notices on 4/14/23 and 6/2/23 and we used this same address when one of our Representatives left a notice at her house on 1/18/24.
We pay for “address service requested” and the mail sent to her was not returned or forwarded.
A delinquent tax notice is not going to be pleasant.
The tax in question is levied and assessed, including our collection activities and costs of collection under the authority of the Local Tax Enabling Act, Act of December 31, 1965, PL 1257, No. 511 and all current amendments.
On any calls made after our normal business hours, they are greeted with a message indicating when we are open. If they can’t call during our normal business hours, they can mail, fax, or email us a message.
We only had one address for her and when we are collecting unpaid taxes, why wouldn’t we mail notices? We can’t collect anything if we don’t notify the unpaid taxpayer that they owe.
She is complaining about the Borough Council when in fact the Council discovered discrepancies made by the Borough Manager and they are trying to correct the problems.
Again, we did not over charge her for her taxes.
Again, all notices by mail, ARE mailed and we do not violate any laws.Business Response

I called today about a notice that was on my door because I was told I could pay one account before all the others and then got a notice on my door. The lady was rude and nasty, refused to let me talk to a manager, and then hung up on me!Business Response

3/22/23 She called to make a payment on ********* debt that is owed. She said she would make a $40.00 partial payment on 3/30/23 and then $40.00 every 2 weeks. She was also advised that she and her husband were going to get notices dated 3/24/23 for their per capita taxes and her payments could also be made towards the taxes.
4/29/23 Over a month later no payments were received, and second notices were mailed on the unpaid taxes.
5/4/23 She called and made a $40.00 payment on the cafeteria account.
6/6/23 Over a month later no further payments were received and notices for the taxes were left at their residence.
6/7/23 She called our office and complained that they received notices for the taxes and no notices should have been delivered since they were on a payment plan. She was told the notices were delivered because we only ever received one payment for the cafeteria account and that was over a month ago. She claimed that they had made multiple payments, but again we told her we only received the one payment.
She wanted to talk to a manager and/or *** with whom she originally talked to. The manager was busy and couldn’t come to the phone. She was advised *** wouldn’t be in until after 3:30 and she should call then.
If she wants to make payments of $40.00 towards the cafeteria debt and the taxes, every 2 weeks she can. However, if for some reason she can’t make a payment on time, she needs to inform us.

This business has been contacting me to pay taxes when I was a renter and did not pay school taxes. They are sending bills to every person who has ever lived at this address regardless if they are still a current resident. I pay occupational taxes out of my paychecks. I have been a homeowner for less than 1 year. I brought the GH Harris documentation to settlement and no one knew what it was about. Not the previous homeowner, not the mortgage company. Taxes they say are delinquent have been paid. The personal tax (paid out of my paycheck), and the school tax (paid from escrow). They are harassing me. I want them to stop.Business Response

We are the bonded delinquent school per capita and occupation tax collector for the School District, where the Taxpayer who filed this complaint resides.
We do not assess nor prepare the original tax bills. She is mailed an original Tax Bill by her local Tax Collector every year on or around July 1st.
The taxes in question are personal taxes levied upon all residents of the taxing district 18 years of age and older. So, whether you own a home or rent, makes no difference.
Again, these taxes are personal taxes, not real estate taxes and are not escrowed by any mortgage company.
Payroll taxes paid out of her paycheck are different taxes.
School taxes paid by a mortgage company are real estate taxes and are different taxes.
When she was on the 2019 delinquent school per capita and occupation tax list, she paid us.
She has been on the 2020, 2021, and now 2022 delinquent school per capita and occupation tax lists and is only now questioning the tax notices that she is receiving from our office.
Besides this person, there are 5 other individuals with two (2) different last names who haven’t paid their 2019, 2020, 2021, and 2022 School per capita and occupation taxes at this address. If any of them have moved out, neither we nor the School District, or the local Tax Collector or the Postal Service have been informed. On the envelopes for all notices we have mailed, below our return address it is imprinted, “address service requested” and to date, none of our notices have been returned to us nor have we been informed of any address changes. We have now mailed 14 different notices and hand delivered 4 different notices to their address over the course of the past four (4) years.
We have no record of her contacting us to address her concerns for any of the tax years. Nor have any of the other individuals contacted us.
The taxes in question are levied and assessed, including our collection activities and costs of collection under the authority of the Local Tax Enabling Act, Act of December 31, 1965, PL 1257, No. 511 and all current amendments.
Instead of filing a complaint with the BBB, it would have been a simple matter to contact the local Tax Collector, or the School District to confirm she does owe these taxes.
Unless she pays or makes arrangements to pay, we will be proceeding with other methods of collection against her.Customer Answer

I am rejecting this response because: it is my right to contact the BBB in regards to the constant delinquent tax bills. As a stated I did forward this document to the mortgage company that pays the taxes and they have never seen or heard of no such tax. How come these taxes are different than the original taxes? Occupational taxes paid out of my paycheck (no its a different tax) how many occupational taxes do I pay.? School per capita taxes when I already pay close to 4K in school taxes, why is this tax different and not added to the school taxes? I need to make sense of all the extra taxes. I have contacted them before to get the same standard generic response. I'm regards to being delinquent for 3 years and just now contacting someone, that is not true. I contacted the rental company about the taxes and they had no clue about it. I bought the documents to the closing table and no one knew about them. I informed them that individuals receiving taxes do not live here. Its not my responsibility to make a person pay unknown taxes to a district or township they no longer live at. Postal service was informed that is why they receive mail at whatever current address they reside in. My point is no one is aware of these taxes. I will contact the school district and township to verify these taxes as legit before I send any payment.

We substantially answered all of her concerns the first time.
She is getting constant delinquent tax notices from us because she hasn’t paid these taxes.
As per her last sentence, contact her Township Tax Collector and contact the School District.
Again, we did not generate her tax bills. We are only the delinquent Tax Collector.
Since she doesn’t believe us, she needs to direct her questions to her local Tax Collector or the School District.
Again, we have no record of her contacting us to address her concerns for any of the tax years. Nor have any of the other individuals at her address contacted us.
Again, instead of airing her complaints through the BBB, contact her local Tax Collector, or the School District to confirm that these are legitimate unpaid taxes.Initial Complaint

I received a letter stating I owe not only taxes, but a PENALTY. I never received anything in the mail PRIOR to this letter. I don’t understand how I can have a penalty if I was never notified of owing anything. This is my second complaint with this business. They think they are slick.Business Response

She was on the prior year delinquent tax list and paid us.
We have no record of her contacting us for either tax year.
Prior to receiving the delinquent lists, her local tax collector mailed her a tax bill on or around July first of each tax year. We are not responsible for the original billing.
The taxes in question are levied and assessed, including our collection activities and costs of collection under the authority of the Local Tax Enabling Act, Act of December 31, 1965, PL 1257, No. 511 and all current amendments. Additionally, “Failure to receive a tax notice does not relieve any taxpayer from liability for prompt payment of taxes imposed by the taxing district”. “All taxpayers are to be charged with their taxes as though they had received notice, and all necessary enforcement steps taken to ensure payment”.
We will expect for her to settle up on what she owes on or by 2/17/23.
