This company has been extremely unprofessional. They have called my workplace several times. They have made appointments for me to go to their office numerous times despite me explicitly stating that I could not attend at the times offered. They have insulted my intelligence, gaslit, and blatantly lied to me on multiple occasions. I was offered an extension and after I asked if it would make the loan similar to a title loan (as in secured by property collateral) I was told no. Then I was told I had to give personal property descriptions for collateral. At one point it was heavily implied that I should have let my family starve and be homeless rather than take the loan. They are to the point of harassment, calling multiple times a day at my personal phone and my work. I understand that they have a debt to collect but the way I’ve been treated is reprehensible.Business Response

Re: Better Business Bureau Complaint ID ********
Dear Ms. ******:
I am writing in response to the complaint that you filed with the Better Business Bureau (“BBB”) dated
January 30, 2023. Regional Finance Corporation of South Carolina, LLC (“Regional”) appreciates the
opportunity to address your concerns. At Regional, we truly value our customers’ satisfaction and will work
toward the resolution of any issues.
In your complaint, you state Regional has been extremely unprofessional by calling your place of
employment and your personal number multiple times. You further state that Regional has made
appointment for you after you informed branch personnel that you could not meet with them at the
designated times. Additionally, you state that Regional was dishonest when you were offered assistance
and were advised that collateral would not be required to secure the loan. Finally, you feel that Regional
has insulted you by implying that you shouldn’t have obtained a loan. As a result, you request that Regional
put and end to its harassment and cease all communication with you.
Regional’s records indicate that the loan ending in **** was originated in your name by way of convenience
check on November 2, 2022, in the amount of $1,527.60 and the payment for the month of December 2022
was declined due to insufficient funds. On January 9, 2023, the branch manager offered a renewal to assist
in bringing your account current via a remote loan closing, but you refused because you did not want to
secure the loan with personal property. Your claim that Regional lied to you and harassed you could not be
validated. Please be advised that all calls placed by Regional to your contact numbers were placed in
compliance with company policy. As a courtesy, Regional has updated the account in question to a cease-
and-desist status to ensure no further contact. Finally, Regional encourages you to contact the branch
directly at ***** ******** to discuss payment arrangements.
We appreciate your business and would like to thank you for choosing Regional for your financial needs.

Dear Mr. ******:
I am writing in response to the above-referenced complaint that you filed with the Better Business Bureau

In your complaint, you state that Regional is violating provisions of the Fair Credit Reporting Act (“FCRA”)

result, you are requesting that Regional delete the tradeline associated with the account in question to ensure

Dear ****** ******* ********:
I am writing in response to the complaint you submitted with the Better Business Bureau (“BBB”)
dated January 3, 2023. Regional Finance Company of Texas, LLC (“Regional”) appreciates the
opportunity to address your concerns. At Regional, we truly value our customers’ satisfaction, and
will work toward the resolution of any issues.
In your complaint you state you experienced a loss of income and Regional was receiving payments
toward your account through an insurance claim. You further state that Regional filed judgment
against you and repossessed your vehicle. Finally, you state that according to the statute of
limitations on debt in the state of Texas, no further payment of the debt is required because eight
years have passed since you obtained the loan. As a result, you are requesting that Regional release
the lien on your vehicle and deliver to you the title associated with it.
After a review of your account, Regional’s record’s do not indicate that an insurance claim was
submitted in association with the account in question. Please be advised that the lien on your
vehicle does not expire and the lien cannot be released unless the balance is paid in full. Therefore,
releasing the lien associated with your vehicle is not the appropriate course of action at this time.
According to Texas Transportation Code §501.116, a lien may be cancelled after a period of 10
years if the lienholder no longer exists or cannot be located, making the statute unapplicable to the
circumstances associated with the account in question. Please note that the account in question was
charged off due to non-payment on October 3, 2017. Should you have further questions regarding
your account, please contact the branch directly at (956) ********.

Re: Better Business Bureau Complaint ID ********
Dear ****** ******* ********:
I am writing in response to the rebuttal submitted in association with the complaint filed with the
Better Business Bureau (“BBB”) dated January 3, 2023. Regional Finance Company of Texas, LLC
(“Regional”) appreciates the opportunity to address your concerns. At Regional, we truly value our
customers’ satisfaction, and will work toward the resolution of any issues.
In your rebuttal, you insist that the statute of limitations applies to the circumstances surrounding
the account in question due to the passing of six years since the date of your loan’s origination.
You further state that the Texas Transportation Code cited by Regional in its response to your initial
complaint does not apply to you because you do exist and can be located. Finally, you state you
previously requested a copy of the loan contract and have asked for information regarding the new
owner of the loan, but have not received the requested documents/information. As a result, you are
requesting that Regional provide you with a copy of the loan contract and release the lien associated
with the account in question.
As previously stated in the attached response to your initial complaint dated January 9, 2023, the
lien on your vehicle does not expire and the lien cannot be released unless the balance is paid in
full. Therefore, releasing the lien associated with your vehicle is not the appropriate course of action
at this time. Regional would like to reiterate that according to Texas Transportation Code §501.116,
a lien may be cancelled after a period of 10 years if the lienholder no longer exists or cannot be
located. Please be advised that Regional is the lienholder and is still licensed to conduct business
in the state of Texas as evidenced by the certificate on display at your local office. For this reason,
Regional confirms that the statute referenced in your initial complaint is unapplicable to the
circumstances associated with the account in question. Upon your request, please find enclosed a
response to your request for a debt validation along with a copy of the original loan contract. Please
note that the account in question was charged off due to non-payment on October 3, 2017 and
Regional still holds the ownership rights. Should you have further questions regarding your
account, please contact the branch directly at (956) ********.
Regional appreciates your business and would like to thank you for choosing Regional for your

I received a notice that I have a collection from REGIONAL FIN on my credit report. It says it was opened on 11/01/2019 for $0 with account number starting in ********* that I am not aware of nor am I responsible for. I never went into business with this company or signed any agreements with them so they should not be reporting anything on my credit. This is a violation of my rights as a consumer according to the FCRA and FDCPA.
I would like for this collection to be removed asap or I will file a CFPB and FTC report.Business Response

I contacted Regional Management Corp. regarding an alleged debt on November 29th, 2022. I was transferred to the collection department and spoke with Ms. Whitney; Ms. Whitney stated the balance on the account is showing $3,046.27 however was sold to another company. Ms. Whitney stated she would call me within in 3 business days with new company information. I did not receive a call from Ms. Whitney. I contacted Regional again and was told that my account was not sold, and I needed to make payment with Ms. Whitney. When I spoke to the collection department again, they still stated they could not help me. I contacted Ed at Regional Headquarters Office on December 23, 2022, who assured me that this debt was still in house and Ms. Whitney would accept a payment on this debt. Mr. Ed transferred me to the collection department where I spoke with Ms. Keesha J********* Ms. J******** stated she would not be able to accept payment on the account and I needed to speak with Ms. Whitney. I asked to speak with the supervisor but was instead transferred to Ms. Whitney. Ms. Whitney stated that she still is not showing that she can accept any payments on this debt and would need more time before she could assist us. I expressed to Ms. Whitney that I was not made aware of any transfer or sale of my account which would legally release me from this debt if she could not provide the original notice. Ms. Whitney again asked for more time to locate my account. I have sent a written request for information on where I can submit payment and asked for original notices to be resent to my home of record mailing address. I am requested assistance from the BBB to locate my account and obtain the necessary legal documents stating I still owe a debt. If Regional is unable to provide any documentation or assist me, I am requesting that they remove this account and this history from all three credit bureaus.Business Response

• Date of Transaction: 8/12/2022 [(date opened) is the date stated on all 3 credit bureaus] * on the fraud packet sent from Regional Finance it states (posting date: 8/16/2022) • Amount of money paid to the business: $0.00 • What business promised to provide: Regional Finance is claiming to have sent me check #: ********** dated 7/27/2022 that posted on 8/16/2022 for the amount of $2100.00 to my name ***** ** ***** through the mail. A check I never authorized to be sent to me, I had never heard of this company and I never contacted this company before this incident occurred. • Nature of dispute: Regional Finance has sent me a fraud packet that they want me to fill out in order to dispute my claim that I was not the one that benefited from these funds. I began receiving calls from them and immediately let them know I had been having missing mail at my apartment complex and that I had a replacement credit card that was sent by mail around the same time, stolen as well. The 2nd replacement was also taken and both times whom ever had possession attempted to use them. I was sent alerts and the transactions were both denied, the cards were reported stolen and a third replacement was sent to me via ***** and that card I did receive because it was delivered to my door. I had also forwarded my mail to my sister's after these incidents due to multiple occasions in which robberies to the mail boxes have occurred and I didn't feel safe receiving my mail at my residence any longer. In the fraud packet Regional Finance is wanting a forged endorsement affidavit (notary stamp required), a copy of my driver's license or state issued ID, a forged endorsement victim's complaint form and a police report. I looked up reviews for this company, including reviews reported to the Better Business Bureau and there are too many fraud and scam complaints for me to feel safe enough to send them that kind of personal information. They are also asking for my full legal name, my date of birth, theBusiness Response
