    On September 1, 2023, my sons (student at ***) lease began at *****************. ************************, is the owner of the home. ************** began with refusing to grant the room promised prior to signing the lease. He sought to place a female tenant in the room.He directed ***** to move into a room with much higher rent. Next, because ************* had not found renters for all of the rooms, he divided the mortgage payment between the tenants that were occupying the home. This was not supported by the lease agreement. We had to agree to ************* refusal to grant 24 hour notice to show his room to attain tenants for *************. Then, ************* demanded that ***** pay monthly for his emotional support animal. He was informed of the *** cat during the showing of the homes. 135 ****** was chosen because a renter in another home was allergic to cats. However ************* denied knowledge of **** When approach with concerns, ************* typical response is to deflect and state his experience with managing property. On 7/25/2024, ***** car was towed for blocking a portion of the driveway.However, this is a norm for residents. ***** was never granted assigned parking or a plaquard. As a result, ***** and other residents park wherever their car can fit.I paid $1045 to attain the car from the tow yard. On 8/2/2024, *************, created a group chat targeting *****, because ***** couldn't participate in a showing of his room, per the minimal notice. ************* claimed he informed another resident whom should have informed *****. ***** was attacked verbally on group chat for 2 days.On 8/3/2024 chats directed ***** to delete an apparent recording. ***** had chosen to record post enduring a " in" person verbal attack from ****. Later, I learned that ************* included ****'s friend in the chat who was not a current resident. ***** is creating a unsafe environment *****. In addition to blatantly refusing to following Bellingham WA Rental Codes/laws.

    I have a number of additional photos to further demonstrate improper parking, however, per your terms I am limited to 5 files.

    In this document, I have referred to myself, the landlord, by name, the claimant, *************************************, her son, the tenant, ************************* and three additional tenants by name for clarity of documentation.

    Thank you for allowing me to submit this response past the alloted date. I do not accept ******** ********* ******** has shown a pattern of dishonesty since this lease originated.

     

           ***** car was towed because it was blocking a portion of the driveway. ******** charged ***** $19.00 a month for parking space that he did not provide throughout the duration of the lease. Mr.Lloyds only directive apparently was to park perpendicular. This is not the same as granting a assigned space.

         Additionally the letter with the parking tab attached was granted post ***** car being towed and pleading for designated space. so that his car is not towed again.  I also informed ******** that Bellingham PUD Representatative states  it was illegal to charge tenants for street parking. Further, they stated that ***** was supposed to be granted a designated spot along with a decal.

         Mr ***** later responded with a spot and a decal listing ***** car as white when his car was black. 

           ***** car was not towed due to expired registration.This is a new false.

    Additionally, since this complaint.

     Mr ***** has made ***** stay very uncomfortable requesting to show his room to 4 tenants a day with considerable haggling to grant us 24 hour notice. He also demanded that ***** leave his room unlocked despite ***** paying for a key upon move in and granting him the copy.

         ***** moved out and immediately had to provide proof that he did not steal a bed that Mr ***** confirmed that he picked up in September 2023. This was followed by Mr ***** refusing to return an additional accidental $795.00 rent payment for August. As a result ***** Venmos account shows a negative balance.

          Mr ***** responds verbally with discussions about his history as a Landlord. He and his wife allways avoid resolve and revert to demeaning communication that does not explicitly resolve the matter.

    L1  I, ***** *****, do not charge tenants for street parking.  Hence, this complaint is baseless.

    L2  Yes, after the first of its kind request by *** ******** for a parking decal, I am guilty of the severe crime of mistakenly calling his car white on the initial requested parking decal when it was black. I quickly corrected it and apologized for my error.  By the way, once received, as demonstrated by previous pictures, ***** ******* failed to follow the instructions on the decal regarding where and how he was allowed to park in this area.  Decal is attached for your reference.

    L3 a) Per the lease of ***** *******, he was to leave at noon on 28 September.  Instead, ***** ******* did not leave until 4:42PM, 28 September 2024.  Following is the email regarding the bed, sent Sunday,, 1 September at 7:34PM, not immediately as Ms. ******* has claimed.

    While I had originally offered the bed to *****, ********** stated that they purchased their own bed and I forgot exactly what had happened regarding that bed.  After ********** stated what she did, I did not question her assertion on this matter.

    L3b)  ***** ******* owes unpaid rent, late fees, and considerable utility charges.  For example, certain utility costs, (electric,internet and natural gas are to be paid proportionately by each tenant each month to the person who has signed up for the services), in electricity, the internet, and probably natural gas.  The electricity is in Syds name and ***** ******* reportedly only paid the bill once.  The internet is in Syds name as well, and has reportedly not paid what he owes for this utility as well. ***** ******* has failed to pay his share of both of these utilities.  He probably also owes *** for natural gas charges as well.  Combined, these total several hundred dollars.  When ***** ******* made a second payment of $795, it is possible that it could have been to cover these outstanding, unpaid costs and charges.
              In any case, in spite of unsettled charges to *** ********, I have paid as a refund, in large part as a courtesy, an amount which exceeds the second payment of $795,thus making this complaint false, misleading and mute.

    I am rejecting this response because:

    I have provided the towing date and the day that you granted the decal. These are required by the Public Works Department.Prior, you only informed residents to park perpendicular to the street. This is not enough room and it doesn't address that guests were taking up the parking spaces. Guests took his space after the letter that you granted as a decal occurred POST his car being TOWED 

       You are and have been dishonest throughout the duration of the lease. Why would he park on the street when he has a empty assigned parking spot? 

      If you look at the chat history we also had the issue of guest parking in his space despite having the assigned parking. This was the spot assigned after he was towed because you did not grant him assigned parking despite him paying.

       You are also  bringing up false events that do not address the matter at ******** received the monies in August 2 and 6, 2024. The additional money should have been granted immediately.  You fraudently kept the money for a month. Now that we have determined you stole it you are bringing up matters that were not addressed prior to you stealing the monies 

         Additionally, this is a year lease. He moved in on August 29, 2024 at 10:00 pm. You were paid for a full month in August. You did not ***** ***** a key upon move in in accordance with the ********* only granted a key to the house. He is renting the room. I disagree with your response that not providing him a key to the room he was renting  should not be a problem. Additionally, ***** should not have to make a key from your copy post locking himself out because he did not want to leave the door open. Your response that you have never had a residence things get stolen does not assist. 

       Additionally, all the other residents were given keys to the rooms they were renting. You also requested that ***** surrender the key to the room upon move out for the next resident. However the expectations are different for *****. He was required to leave his room open for showings, despite you having a key.

        You appear to treat the residents as though they are family members, teammates on a rowing team like your other renters. ***** is an ************************ student living in a home with Caucasian students.

       Further, at the end of the lease ***** was being bullied by ****.. Post you placing derogatory messages about ***** and I in the group chat. You even added ****** friend a nonresident in the chat. Your wife's response disregarded my concern for ***** safety. Completely, disregarded the recorded communication of them bullying him as he passed by the living area to get food. 

      I believe your resolve is to be dishonest, deny, and derail. However, I have documented everything due to you and your wife's treatment of ***** at the beginning of the lease.       You are and have taken advantage of college students. A vulnearable population who are unaware of their rights. They are simply wanting a safe home to live while attending college. You and your wife are Predators. 

       I will not let this matter be unresolved. It is evident that you will continue to avoid WA Rental Codes. As a result, this matter will end up in court.
