    I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

    [Please type your response here.Flooring is buckling on main floors. Has nothing to do with basement applications or thresholds. It is throughout all 3 levels of flooring installed. Per contract you were supposed to install insulation on exterior basement walls and you did not per contract which is a violation of the contract. And per contract you were supposed to sister the joists and NOT place a beam in the middle of the hall area. If this couldn't be done you should have not signed a contract stating it would be. The entire ceiling was exposed and you were able to assess the situation accordingly but you gave me a quote to sister joists and did not comply without even consulting me. And you also threw up drywall without insulation per contract without consulting me. 2 items you did not uphold from contract. The flooding of basement after installation is a lie. I have text message proof. And photos. And advice on flooring is a lie I also have text messages that you state you wouldn't have used vinyl planks in a basement AFTER you installed and I complained about how they were installed. I have proof of everything. As for the bathroom I was quoted TWICE for plumbing. Original quote said $9k for all supply lines from meter to drains and everything in basement. Then turned around and said it didnt SPECIFY exactly the bathroom. Yet bathroom fell in those terms between meter and drains. But I paid an extra 4k anyways which I shouldn't have. And you claim a bathroom would be *****k? You drywalled an existing bathroom and you guys only ran rough in plumbing. How is that *****k? That's ridiculous. The room was empty. Just framing in your way.

    h looks I was basically told you get what you pay for. If I wanted a better finished look they would've charged me much more.

    The customer had a limited budget and want us to work with him to keep the cost down . We had reworked the contract several times to accommodate his budget . The agreement was to have him do partial portions of the job , that he did not abide to doing , the customer had also had purchased his own material ( to keep costs down ) this customer would constantly complain about work not being performed, that he was responsible for all work we as building waters was to perform, was spelt out very clearly in the contract, and was continually referred back to with the customer, clarifying our responsibility and his all our work was performed under permits , and passed all inspections . Due to being a hud home all required work was inspected by a  more stringent set of rules . It was spelt out in the contract that the customer was responsible for prepping of the floor , prior to floor being laid ( in the contract ) . The customer also was advised that his flooring was of substandard material and should not be used in this application ( because he didnt prep the floor . He refused to budge on this advisement and demanded his purchased product was to be installed as is building waters would never have installed this flooring, in the event, we were to furnish it . We performed everything in the contract and kept in his budget . customer can not be satisfied with any work performed. The work he wanted performed would take approximately probably double the amount of his budget. He had also demanded the floor installed prior to his windows being installed ( his responsibility) and he had a driving rain storm come into the home and flooded the basement days after the installation. This customer could not be kept happy.  ********************** will never work for this customer again . He complained his basement bathroom addition wasnt performed for 4k , which was his budget for that amount. A bathroom full remodel for something like that would probably be in the 18k-20k price range the whole job was like that and he didnt hold up his part of the contract Building Waters deliver a good product and we have a good reputation because of it we went above and beyond, trying to satisfy this customer

    The insulation was not installed in the entire basement because the business was told by the inspector it wouldn't pass inspection. The post was also installed where it was because the inspector stated it needed to be installed there. There will not be any refund given for the work that was performed.

    [Please type your response here.]there are a few issues with your stance on why you did not fulfill your contractual obligations.  You claim the city inspector told you, you would not pass inspection if you insulated my basement walls. I notified him of this,  he came over to inspect again and said he would not have said you wouldn't pass inspection According to the plans you submitted for the foam board. I have attached your plans from city that states you would insulate with foam board and I'm submitting the email from inspector after he left my home. In all personal messages between us you never mentioned inspector told you this so I asked for his input. From a professional stand point even IF insulation was not an option which it was, we should have discussed alternatives to keep living space comfortable.  Perhaps adding extra air duct supply and returns? Where did material and installation costs go for the lack of insulation? I was not upgraded, given  credit or reimbursed for that work. As for post that obstructs walk area inspector has no notes about the claim you made that he told you where to put it. He stated that would be an engineer decision. Was one contacted? You had clear view to make a professional decision on sistering floor joist. If it was not possible you should have said so. To be *****, if I wanted to place a 4x4 under my 1st floor joist I would've kept the temporary 4x4 that was there when I purchased the home. It is not like you poured a new footing to install yours.  Those are 2 of the 3 major complaints the flooring being the 3rd. You initially claimed my flooring failed because AFTER you installed it I had a flood in basement.  That was 100% false. Evidence of that should still be visible, the owner is more than welcome to come inspect my flooring and new drywall you installed for any water damage. Building waters as a plumbing company has a proven track record. It's unfortunate they have tried to expand and hired the wrong personnel to head it that can uphold their quality, honesty, and repution
