I receive parking at the *** airport through my employer in a designated employee lot. I have received two unjustified tickets by Concord Parking on behalf of the *** Parking Authority for parking in an accessibility stall that had zero markings or signage anywhere indicating it was designated as one. I have now faced a threatening letter facing possible revocation of my *** parking privileges if I don't pay these unjustified fines. I have filed disputes for both tickets with photo evidence and been denied a fair dispute process and told their decision was final. I have spoken with the Airport Authority who offered to cancel the first ticket only as I should have known it was an accessibility stall after the first occurrence. I assumed the parking enforcement officer made an error in issuing the ticket as there was zero signage indicating it was. There offer to cancel the first ticket if I paid the second ticket proves that they acknowledge there was zero signage. The BC Building code and the city of Richmond Bylaws clearly state what the requirements are to designate a parking stall as Accessibility only. On the second occurrence I was already parked in the stall and at work when they ticketed me and installed temporary signage indicating it was an accessibility stall. I also have evidence of this being done (dash cam) while I was parked. I refuse to pay a fine for a violation I am not responsible for and am concerned about the effects on my employee parking which I require. The fact is there was no signage indicating it was a permit only stall on both ************* can anyone be aware of the intent of a spot if it is not labeled anywhere, how can I be responsible to pay a ticket or face revocation of my parking privileges if It was not *********** that they have changed the spot and designated it as an accessibility stall I will of course not park *********** evidence is available.Business Response

On September 20th, I parked my vehicle at ***************** Parking Lot. I had paid for parking on the Honk app. The option that came up on the app was 2010 St ***** in *************** (it's very close to **********************), so I must have clicked on that option in error and paid for parking for my license plate. I have attached a proof of payment. However when I came out I had a ticket. When I looked at it, I realized that it was a clear case of selecting location nearby. I submitted a dispute to the company, explaining that I did pay the parking, but the option selected was the one nearby and not the Belcarra one, and it was a simple error rather than not paying for parking at all. Dispute team denied it and I tried to contact another email, unfortunately as you can see below, there was no success. If I look at the Concord Ticket, it says that the amount of notice is set to cover lost revenue. In this case, there was no Lost Revenue to Concord. My car was not parked in another spot - I cannot be in two different spots at once. You can clearly tell this by looking at my screenshot of payment from Honk app. I had parked at ********, and paid by accident for 2010 ************* (nearby parking). I did not park at 2010 *************. Therefore Concord had already collected revenue from me paying the parking at *************, and did not incur any lost revenue. It would be different if I did not pay at all, but I did pay for parking and ticketing someone $50 after they had already submitted all the evidence showing that I paid is unfair business practice and attempt to double dip.Business Response

The violation was issued because no valid payment was recorded at **********************. Payment is mandatory at this site, and failure to do so constitutes a violation of the posted parking rules. I am rejecting this response because of the following reasons:- Parking was paid and there was no evasion or attempt to avoid paying for parking.
-The top available option that came up when standing at ******** lot was the one that I paid. I am not from *************** and not familiar with physical addresses. Since ******** is located in ***************, I did not question the address that showed up. It is not up to me to figure out why that location came up first, especially in an unfamiliar area with barely any cell phone connection.

If that happened, it would have been selected. As such the parking was paid to what came up. Hi Brian,
Since you are reporting that the meter you attempted to use wasn’t accepting cash, you had the option to try another meter within the lot. Alternatively, you could have used Smrt Pass to pay by debit, given that you mentioned you don't have a credit card.

I am rejecting this response because: as a customer, it is not my duty to go down a list of options to see which method of payment is working and what is not. I came for my exam with enough time to pay, get to class and settle myself in before writing a stressful exam. Not run around looking for an alternative machine and not play around putting apps on my phone and then trying to figure out how to use it. Funny you guys have time to debate this, but no time to fix and maintain your machines for the ease of your customers.

Despite the parking meter AND the pay by phone app being down at **************** and that I spent 20 minutes trying to pay 3 times, I was ticketed $50. This company is a 100% scam!I am a current staff member at a local university. As part of my employment, I registered my vehicle with the university's parking office and have a valid school parking permit displayed on my car window. On August 27, 2024, when I parked my vehicle in a designated parking spot on my university campus, which is managed by Concord Parking, their staff ignored my visible parking permit and issued me an $80 parking ticket. They claimed that the parking permit provided by my university is no longer valid.This is completely unacceptable and ridiculous!I followed all the necessary procedures: I registered my vehicle with my employer (my working school), received the appropriate permit from my employer, and parked in a designated university parking spot. Now, Concord Parking is telling me that the permit issued by my employer is invalid.After checking with my employer, I confirmed that the parking permit displayed on my car is still valid. This company is just lying and scamming people!This behavior is unacceptable, and I will take every step necessary to ensure this scam is brought to the attention of the appropriate authorities and that Concord Parking is held accountable for its actions.I request that this company cancel the incorrect parking ticket issued to me, issue a formal apology, and be investigated by the authorities. The Richmond locations for the university you work for use registered permits, which is a different process from the other campuses that still use physical stickers. It seems there was some misinformation from someone at another campus regarding the use of stickers. However, I do not agree with the rude attitude and unprofessional communication methods Concord Parking Ltd. used when they communicated with me on August 27, 2024.
First, I did not receive any communication from my workplace indicating that my parking permit was invalid. Second, as an active staff member who has already successfully registered my vehicle and parked in the designated working school parking lots.
Concord Parking Ltd. pressured me to pay a parking ticket that I should not have had to pay, before they confirm my status with my workplace.
Their poor attitude and unprofessional behavior need to be addressed to avoid similar mistakes in the future, which could lead to others receiving incorrect tickets.

On July 31st, I was parked in a Concord Parking monitored lot at ********************. I have been attending the Vancouver Coastal ********************************************** (CHAC) for rehabilitation following knee surgery on May 9th and have had 25 sessions since then.There is a mechanism to register your vehicle for free for patients of CHAC on a kiosk that is created and supported by Concord Parking.On July 31st at 240pm, I tried to register my vehicle, as I had done 24 times before, but their kiosk software was down and not accepting any registrations. So I was not able to register the car as the software was frozen. I tried to unplug the kiosk, but it runs off a tablet, so there was an internal preventing it from shutting down.Upon returning to the vehicle, I saw there was a ticket issued for $85 just 10 minutes earlier at 316pm.I immediately went to the website to go through their dispute mechanism figuring this is a slight misunderstanding and expecting it to be resolved right away.They declined the the dispute. I re explained the problem and they declined again with no mention of their failed system. They just said that the car was parked there without registration so the retraction is denied.I feel this is an absolutely corrupt business practice and is an extremely untrustworthy company and wanted to file a formal complaint as such.Business Response

I am rejecting this response because: the vandalism happened in the parking area, and it is the company responsibility, the mall is the G-tech security company responsibility. They should take responsibility for their duties otherwise I should pay the monthly parking to the security company not them.
I talked to one of their patrolling agent about the parking ticket. She promised a response back for their mistake, I am still waiting.

I was given an $85 ticket for supposedly parking in a 24/7 teacher parking lot at BCIT. However there is a sign there that says its only reserved from 6am to 4:30pm and I parked after 4:30pm. I brought this up with concord parking who is refusing to void the ticket even though there is a sign to prove that I am in the right. Charged a $50 parking ticket. Called and left multiple voicemails, and filed a dispute online. Ticket claims I was parked over 3 hours at a location, but gym records will show I entered the gym twice, when I left for the laundromat, and I returned, I then parked in a DIFFERENT location, the laundromat cameras will verify that I was not on location or near the parking lot for an extended amount of time. I am currently homeless, and the business will not address my concern, or accept the proof I have provided for them for their records to dispute the the parking ticket charges. I will not, *** ****** ****** ** pay this ticket. I work less than 4 days a week, and I am struggling to find any additional employment. Reaching out to the police has resulted in no responses either. This is extremely unprofessional from a business, and unwarranted. Using the gym facilities that I pay for every month is the only safe indoor space I have where I am able to shower, use washroom facilities, or do some light exercises. Since receiving this ticket I have now limited my time spent at the gym, *** * **** ** ******** ******* ** ********* ** ******* ***** **** ** ********* *** ****** ******* A business that cannot provide proof of extended parking, but only one photo, which was taken less than 20 minutes after I entered the gym is not evidence, there should be at least two photos taken as proof to show the extended parking time. Which is not possible as I left the parking lot for around 2.5 hours to do some laundry and grab lunch before returning to do a light treadmill walk and then shower before attending a workshift.Business Response
