I am Canadian citizen and over ** years old. I wanted to go to ***** to see my elder sister who has been recently diagnosed with cancer.
I retired especially early this year when came to know about her cancer diagnosis. My parents have already died and decided to spend few months with my elder sister at this hour of need.
Consulate General of ***** has outsourced OCI card application process to BLS International. I went to their website and followed instructions and loaded all details of my application. Then went to BLS International office located at 1448 Lawrence East, Toronto, Ontario.
I went 2 times in August month to deliver printed preloaded on line application with all documents as per checklist on their website with bank draft of $ 345 as required. They asked to apply for surrender certificate and checked all documents and told me that all other documents are are okay except surrender certificate for my ****** passport. I applied for surrender certificate immediately and got on September 5th this week.
I went again yesterday September 6th with surrender certificate issued. Yesterday, customer service representative told me proof our marital status as legally Separated.
I provided 2 affidavits duly signed by our Attorneys for our mutual separation done 10 years before in ****. We are not paying any allimony and support to anyone as per affidavits submitted to BLS international.
Then I was told to get pre approval from Consulate general of *****. I spoke with Manager on duty and asked BLS international Manager to send all of documents to consulate general as required for pre approval as required.
I was told to go myself . I requested to make appointment so that I can go as per appointment scheduled. Manager refused to do that and asked me to try myself for appointment.
I called many times yesterday and today TO CONSULATE GENERAL OF ***** but no one answers phone calls and no provision to leave voice mail also. I do not know what to do in this situation.

Complaint Business made two appointments to call me and did not call at all. Third appointment, someone called and was told that application is under progress.
I decided to close the case as nothing will change as per their customer service.

1. I submitted Surrender Certificate application for my family of 4 to BLS on 31 Jan 2023. 2. The fees for surrender application as mentioned on their website is CAD 129.40 per application. 3. BLS charged me CAD 130.10 per application by adding Debit Card fee of 0.70. 4. On top of this, BLS charged me CAD 6 per application as EP Fees. I don't know what is EP Fees. BLS staff didn't tell me that he is charging additional fees. I never opted for any additional service. 5. The staff also rejected the photo I was carrying without quoting any reason, and asked me to take a new photo at their center, and charged me CAD 15 for the photo. 6. After reaching home I checked their website and realized that they have charged me extra in name of EP Fees. 7. I went back to BLS on Feb 6 asking explanation of EP Fees and the refund. The staff asked me to send my concerns to their email ******************************. 8. I received 1-2 generic responses from this email, without any resolution, and then they stopped responding me. 9. I went back to BLS on Feb 17 and met their supervisor ******** to discuss my concerns. She gave me another email ***************************** and asked me to send my concerns to this email. I have sent my concerns and 2 reminders and have not received a single response. 10. BLS staff has extracted extra money by charging CAD 6 per application extra for no service I opted for, and by unnecessarily taking a new photo to charge additional CAD 15. Also debit card fees doesn't make sense, as it is a direct debit from bank account. Further, they charged me 0.70 debit card fee 5 times on 4 applications. 11. None of their staff, or their supervisor is helping. They don't have any number to call and none of the emails given to me are responding. 12. I seek refund of CAD 42.5 which was charged extra to me. Below is the breakup - - EP Fees - CAD 6 x 4 = CAD 24. - Debit card fees - CAD 0.70 x 5 = CAD 3.5. - Photo fees - CAD 15.Initial Complaint

I submitted for Fresh OCI under airway bill # ************ I had visited the BLS Toronto office in person to validate my documents required for Postal Submission and made my postal submission in compliance. However my postal application was still returned citing new requirements not provided to me when I visited BLS Office. BLS has built such a bad reputation that the courier pickup agent said BLS is notorious and sends back most applications. Clearly the system being used by BLS is not working or this is a ********** tactic to charge innocent customers multiple processing fees. The online appointment booking system doesn’t have appointments available while the postal service is inefficient. Overall customers are being subjected to discomfort and blatantly ****** for lack of BLS inconsistent processes.Initial Complaint

I applied for my passport last year in May , I was told for first four month that it's in process and then suddenly they said visit at office personally to check status , took off from work and went there , staff said come again after 2 or 3 days will let u know about it again visited them just to hear that they lost my passport. I checked with ********* it was delivered and even online team told me it passport has been received and in process. They provide me the proof with person name who received it. Spend around $ 300 on application They told me u have to apply for lost passport now and need to do police complaint about Spend $30 on police complaint $200 lost passport application Documents $30 Again drove 3 to 4 hours every time , took off from work Now after a year when I checked with them about the status on my refund for lost application, they said email to ********, I did no positive response they said u have to see the branch manager personally. I visited them , they said will email me soon about it . Two months passed no response.then visited them personally they said now it's almost a year and it was ********* mistake , I said ok give me confirmation in written I will talk to them . The manager refused about it . Means , who took this long , it was only because of them , they never provided me any answer. It was there mistake and now telling me that it's too long now. They have wasted so much of my money and time . No one is helping me out . No manager , no online team. I am the only person eating in my family I have spent so much on this application. Please help me out to get refund . I can provide all the proofs about this case .
