I acquired a quote from Armstrong, later they pressured me into putting a down deposit to lock me into the quote price. ($21,249 on aug/31/2021)I was told it usually takes about 8 months till people get their buildings. 8 months would have worked great, I explained to them the time which snow comes to the area and that I cant build past that time. Armstrong took ************************* blueprints and the order form, at this point my contractors had moved and the snow would come before the building. Price was the same, I filled out the form to be delivered in spring, sent it to them in September 2022.3/16/2023 I received a call and email saying there was a price increase of $17,501.03 pretty much saying they would not give me my deposit back even though I didnt ask. I will not do business with a company that does not honor their agreements. They have waisted over a year of my time, which has also prevented my company from starting up. Im looking for a refund. Im a young entrepreneur who saved money, trying to start a company to break my friends and I out of the lower class. So this would not be an easy loss for me. Not to mention the blueprints had multiple mistakes adding additional steel to the building. Theres no excuse for how long this process took.Im shocked I said I would be back for multiple buildings if everything worked out.Business Response

This is a response to the BBB complaint submitted by our customer, ******* *****. On
July 30, 2021, Mr. ***** signed a Steel Building Purchase Order for a 40x60x14 pre-engineered
metal building. Mr. ***** signed the Purchase Order and initialed the Purchase Order to
acknowledge that he had reviewed and, after review, agreed to the terms and conditions.
When signing the purchase order Mr. ***** agreed that the initial contract payment is
non-refundable and for the preparation of building drawings and/or preliminary work on his
project. Any delivery dates stated by Armstrong shall be estimates only, may be subject to
change without notice, and are based, among other things, on manufacturing and delivery
schedules. Mr. *****’s purchase order was not a “locked in price agreement” as he
characterizes it. He agreed he would pay all increased costs that occur or are incurred on his
project after he executed his Purchase Order, including without limitation, increased costs for
material and commodities, engineering, labor, freight, shipping and delivery related surcharges.
The past 24 months have been very difficult for all industries. Fuel prices, a global labor
crisis, steel shortages, inflation; these issues have all affected material pricing and availability.
Lumber, vegetables, beef, automobiles; everything has been affected. All goods have
dramatically increased.
For much of the past year, the steel industry has suffered due to restrictive steel
allocations and severely reduced supply. Due to COVID and now the Russia Ukraine conflict,
steel demand has far exceeded supply for most of 2021 and all of 2022. This has caused the price
for hot-rolled steel to quadruple from less than $500/ton to a peak of $2,000/ton.
Traditionally, sourcing/ordering materials has not been an issue for the steel industry.
Therefore, Armstrong would purchase raw materials and manufacture one’s building shortly
after engineering it.
It is important for Armstrong not to engineer a building before materials are available to
be manufactured, because there is a risk of the customer’s county adopting a newer building
code. For example, much of Utah has adopted International Building Code 2018. However, IBC
2021 is the more recent, more updated code. Jurisdictions often update without warning. When
your local jurisdiction updates it’s IBC codes, permit drawings and/or engineer wet stamped
blueprints are no longer valid, in turn requiring the building to be re-engineered, at additional
time and expense to the customer.
Our customers don’t want to pay for engineering twice, we don’t want to charge folks
for engineering twice and thus it simply makes sense to engineer the building shortly before
fabrication.
Given these circumstances, Armstrong has unfortunately been required to engineer
customer’s buildings as their materials come available. Armstrong has therefore been required
to absorb and pass along some part of these increased costs to its customers.

our best to manage this on a level of personalized commitment – from the factory to our
corporate office, everyone in our organization is fighting to get every single building out to

We ordered a shop in July of 2021. We were told it would take 4-6 months to get it. We sold our house and moved our family of 5 into an RV onto our new property we were building on. We did not hear from Armstrong until they wanted to collect a price increase from ** in October of 2022. Our RV was severely damaged from being out in the weather and we had to endure a very wet and cold winter without the shelter of the building. Armstrong absorbed a significant portion of her price increase especially considering she
agreed that she would bear all increased material costs. Ms. ****** agreed and signed her
scheduling documents and Armstrong was ready to deliver her building in January 2023.
However, Ms. ****** at that time asked to delay the delivery and we agreed to push it back.
Now Ms. ****** is refusing to take delivery for the building that she has signed and agreed to.
Armstrong is ready to complete Ms. ******** project as agreed and has provided several
concessions to Ms. ****** to make the project work.Customer Answer

I am rejecting this response because:This company is not addressing the issues and they seem to be justifying an 18m wait for the building. I hired an attorney to get my money back and told them I could not afford the price increase. This was prior to the building being put into production. They refused to return my money. They told me if I did not sign the increase I would lose my 24k deposit. I felt forced and it was known I did not want to further proceed with Armstrong. This was all well documented. I refuse to further do business with them. They have broken my trust along with many other people. Ultimately I would like my money back or a good portion of it. But this company is only convererned with their bottom line. We purchased this building well into the pandemic. They oversold product and took no responsibility for it and still are blaming the pandemic. There were many business that flourished in the pandemic. The pandemic put a spotlight on their lack of leadership. I sincerely regret doing business with this company. Its been an expensive ****** and one I will not make again.

BUYER BE AWARE – BBB rating A+ is a scam look at all the complaints and Armstrong’s canned response. Most important read the fine print on your contract. Armstrong Steel is an immoral company and will steal your money given the opportunity, read the fine print closely. Armstrong, I want my deposit refunded or deliver accessory products you list as Armstrong dealer product.
Armstrong Steel will change the quoted price of the building and delivery fees when circumstances beyond their control happens with a basic answer of, “Sorry, read the fine print!” Don’t believe me read the BBB Armstrong responses. Yet, when circumstances beyond the control of the customer happens Armstrong’s response is, “No refund, sorry read the fine print!”
I questioned the “No refund” and suggested an alternative solution, “Use my deposit to buy Armstrong Steel advertised products like garage doors, windows, etc.” Armstrong’s answer, “Sorry, read the fine print!”
When asked why no refund Armstrong’s response is, “Armstrong has time and materials into the design work.” Armstrong it’s a rectangular steel building you recreate the wheel every time? I’ll give Armstrong the benefit of doubt they recreate the wheel every time, so at most Armstrong has 20 to 40 hours work in my project and a deposit of $13,400. To keep my entire deposit, they’d need a bill rate of $335 to $670 per hour.
Armstrong Steel is an immoral company. I have no faith in the BBB other than my complain is now filed on a very public website. A customer’s deposit is not Armstrong’s money it’s the customers money. For Armstrong Steel to keep or not return a portion of the deposit because of their tightly written “fine print” is a legal way for them to steal your money!Business Response

This is a response to the BBB complaint submitted by our customer, ***** **********.
On September 20, 2022, Mr. ********** signed a Steel Building Purchase Order for a 40x50x14
pre-engineered metal building. Mr. ********** signed the Purchase Order and initialed the
Purchase Order to acknowledge that he had reviewed and, after review, agreed to the terms and
conditions.
When signing the purchase order Mr. ********** agreed that the initial contract
payment is non-refundable and for the preparation of building drawings and/or preliminary
work on his project.
Armstrong Steel is a pre-engineered metal building manufacturer, not a door
manufacturer. We cannot simply apply a down payment on a building for garage doors. We
offer doors, windows and other components as a courtesy to our customers that would like us
to help source those accessories for their Armstrong building.
Every building that Armstrong manufactures has to be designed to spec with local
engineering codes in mind. We do not “recreate the wheel every time” as Mr. **********
asserts, however, we do have to make sure all buildings are manufactured with local
engineering codes in mind along with the specifications that each customer requires.
Mr. ********** has not returned his initial introductory documents that our project
management sent him on 9/27/2022 to begin finalizing his design and move his project forward.
Armstrong Steel would have delivered Mr. **********’s building already if he would have
proceeded with the project timelines like other customers that purchased around the same time.
Armstrong remains willing and anxious to work with Mr. ********** on getting his

I reject Armstrong Steels resolution; their resolution is to
continue with the purchase of a building I no longer need or can afford due to
circumstances beyond my control. My request
was a refund of the downpayment.
Armstrong’s canned response is exactly what was expected, “When
signing a purchase order, the customer agrees that the initial contract payment

work on the project.”
My original statement was, “Armstrong BBB rating A+ is a scam. Armstrong, Steel is an immoral company and
will steal your money given the opportunity.” A moral company conforms to accepted principles of social ethics and
refunds all or part of a customer’s money.
My second statement was, “When asked why no refund Armstrong’s
response is, “Armstrong has time and materials into the design work.” Armstrong
it’s a rectangular steel building you recreate the wheel every time?” To keep my full downpayment Armstrong confirms
their bill rate for 20 to 40 hours of work is between $335 to $670 per hour – (Armstrong’s

On March 23, 2021, a Steel Building Purchase Order was created to allow me to purchase a steel building from Armstrong Steel. The cost of the building was $41,102.40. I was eligible for a rebate of $6,850.40, which brought the purchase price down to $34,252.00. I signed the Purchase order, # *****, on March 24, 2021 along with Armstrong representative ***************************. In accordance with the purchase order, I put down $8,563.00. Following the completion of the purchase, I worked with Armstrong to add a few more items to my order. The additional items totaled $4,055.51. Armstrong asked for a partial payment for these added items. As such, on April 17, 2021, I wrote Armstrong a check for ********. Approximately ten months after I had signed the Purchase Order and put down the initial payment, Armstrong sent me a "VERIFICATION OF PURCHASE ORDER". The Verification Purchase Order includes a charge for "Steel Price Increase" for $38,116.28. The steel price increase is nearly double the price of the original steel building that I attempted to buy on March 23, 2021. On January 26, 2022, Armstrong demanded that I sign a new contract reflecting the new total price of $77,230.88. I refused to sign the new contract and I requested my initial contract payments of $11,238.00 in return. They refused to return my payments. July 31st, 2020, Ms. ***** signed a Steel Building Purchase Order for a 50x90x20 pre-engineered
metal building. Ms. ***** signed the Purchase Order and initialed the Purchase Order to
acknowledge that she had reviewed and, after review, agreed to the terms and conditions.When signing the purchase order Ms. ***** agreed that the initial contract payment is
non-refundable and for the preparation of building drawings and/or preliminary work on her

or are incurred on her project after she executed the Purchase Order.On August 21, 2020 Ms. ***** signed her Final Design Acknowledgement with her
project manager. On August 28, 2020, Ms. ***** was sent her engineered drawings and a
scheduling packet. On November 24, 2020 Ms. *****’s project manager reached out again to let
her know that we needed to get her scheduling packet back so we could move the building into
fabrication and she was emailed those docs again. Ms. ***** did not return those docs until
February 2, 2021, nearly 5 months later.Ms. ***** was then informed that, per her contract, her rebate had expired due to the 5
month delay in returning her scheduling packet. Also with this delay she was informed that we
had received multiple price increases from our suppliers. On February 27th, 2021 Ms. *****
was informed she would need to sign a new verification of purchase with this difference to
proceed, Ms. ***** refused.December 16, 2021 Ms. ***** contacted Armstrong Steel to proceed with the project.
Due to the lack of communication and lapse in time Ms. ***** was asked to sign a new
scheduling packet, which was returned the same day.On April 18, 2022 a new verification of purchase was sent to Ms. ***** to sign. On April
20, 2022 it was reiterated to Ms. ***** that her price had increased due to the rising material
costs and that her delays had caused these issues. Armstrong was prepared to deliver this
building in 2020 without any price increases if Ms. ***** would have followed the initial

I appreciate Armstrong Steels Rapid response. However, there remain several points that need addressing with regard to this subject.
This response consists of several Statements from Armstrong steel with **************** questions to follow.
How May a corporation ignore a valid purchase order, accompanied with a substantial deposit, continually request an increase of price, utilizing the original date of the original purchase order of 7.31.2020?
When in August of 2020 Armstrong Steel provided ************** a Congratulations statement which plainly states,
They quote Weve received you Engineering Payment and have secured the raw materials for your building. Armstrongs detailing and engineering department has already begun drafting you first set of approval drawings.
So why does Armstrong steel persist in increasing the cost when they had already obtained the raw materials for *************** building in 2020. This document referencing the above statement has been previously supplied to the Better business bureau in reference to this case.

In order to obtain a speedy resolution to this issue, I wish to bring attention to page two, Paragraph four, of the January 16/2023 letter from Armstrong steel which states as follows.
Armstrong has offered to absorb a significant portion of **************** price increase along with offering to give the rebate back.
In order to bring this to a conclusion, I would like to know what Armstrong steel means by a significant portion reduction which also is to include the original rebate as offered.
Before I can make a final statement on this situation, these questions need to be answered.
I have no issue in working with Armstrong steel and the Better Business Bureau to obtain a satisfactory resolution on both of our behalfs.

This is a response to the BBB complaint submitted by our customer, ******* *****.
Armstrong has offered to absorb a significant portion of Ms. *****’s overall price increase,
meaning that Ms. *****’s material price increase would be significantly more than we are
agreeing to charge. We have offered to absorb a large portion of her price increase to help
complete the agreement.Ms. *****’s original contract came with a rebate that discounted her total building price.
To obtain this rebate Ms. ***** must move forward with the project in a timely manner i.e.
complete her final design within 30 days of signing the Purchase Order, return her scheduling
packet promptly, and take delivery of the building within 90 days of her purchase.Ms. ***** agreed that should she delay, she would pay all increased costs that occur or
are incurred on her project after she executed the Purchase Order. Her rebate was revoked due
to her delays throughout the project. However we have offered to honor the rebate that was on

I reached out to Armstrong Steele with specifics on a building quote for a ****** project. I sent the employee *************************** MULTIPLE screenshots of what my expectations are of this 30x50 "finished" residential structure in multiple emails as well as phone conversations. After an original design was quoted at over $102,000 I informed ****** this was WAY out of my price range and this build would not be possible for that amount of money. During the Black Friday sale, ****** reached out to me with a promise of "Deep Discounts" on buildings and that my 30x50 building could be fabricated for a quarter of the cost at $26,851. Thinking this was a fantastic deal, I still (and have it in writing) ensured that the stock image I WANTED could be accommodated with this new building and at the price quoted. ****** informed me that the details would be worked out with their design team, all they needed was a 25% deposit to get the project assigned to a designer who would work those details out. I repeatedly asked him about the structure, if the gabled entryway would be left open to frame in and if there would be clear line of sight throughout the building and he continually informed me that we had to get the deposit in order for the design team to work out the details. Excited about the opportunity I sent MORE than the required 25% (about $6,800) to get the project started. The revisions came back and it was NOT what I had discussed with ****** and when additional revisions were made (with the total cost of the building now up to $96,000) and NOT at all what I had asked for the building to look like they are DENYING me a refund and they CANNOT deliver on the original design concept. I respectfully ask assistance in settling this matter as it is a dirty sales tactics, they cannot deliver what was discussed in visual representations and coercion to give money before they tell you what the total costs will be. This is a response to the BBB complaint submitted by our customer, ***** ************.
Armstrong submits that we have tried to provide customer service to the highest degree
possible under the guidance of the agreement both parties made.On November 19, 2022, Mr. ************ signed a Steel Building Purchase Order for a
30’x50’x10’ pre-engineered metal building. Mr. ************ signed the Purchase Order and
initialed the Purchase Order to acknowledge that he had reviewed and, after review, agreed to
the terms and conditions. On that purchase order it clearly states that the Buyer shall not be
entitled to a refund of the whole or any part of any payments made to Seller, including the
initial contract payment.On September 9, 2022 Mr. ************ was quoted a 30x50x10 building with a 20x16x10
roof only building attached to the back side wall and a 20x12x10 roof only building attached to
the front side wall, so three buildings attached together, for $102,218. Mr. ************ was then
quoted another 30x50x10 building with a 20x16x10 roof only building attached to his front side
wall for $71,263 on September 24, 2022.Ultimately Mr. ************ chose to purchase a single 30x50x10 building that did not
include any of the additional structures that he had in the previous design. He was also
provided a set of preliminary drawings of the building he purchased and he initialed each of
those drawings when signing his purchase order.Mr. ************ and our sales representative discussed making design changes with one
of our Project Managers based on the sale we were running, to which Mr. ************ agreed.
Mr. ************ said that he would build the additional structures himself out of wood.When working with his project manager Mr. ************ asked her to provide him a
quote that included insulation, doors, 14 windows, and an upgraded colored roof. He also
asked for multiple structural changes to include loading the building for drywall and solar.
None of this was ever included in the previous quotes provided to him nor was it ever
discussed. Mr. ************ is not required to purchase any of those things from us.

I am rejecting this response because: The response from Armstrong Steel is not satisfactory, it is incomplete and does not accurately reflect the communications exchanged between me and *************************** of Armstrong Steel Co.Prior to signing a **** with Armstrong Steel on 11/19, 2022,for a 30 x 50 steel Bardominium, *************************** and I discussed my idea,expectations, budget as well as the desire to work with a reputable company that can provide a quality building at a competitive price that exceeded my expectations. The only thing that has been exceeded is my growing frustration with the current situation as well as the growing awareness of the many other complaints and unsatisfactory responses from Armstrong where the customer seems to always bewrong.
The response from Armstrong documents two exchanges where I was quoted a price for two separate buildings of $102,218 and $71,263 which was immediately rejected due to the design as well as the cost. I, however, engaged ****** on multiple revisions of this build to exhaust all efforts to build my dream home which has turned into a nightmare.
The $102,208 was a price quoted at the beginning of my inquiry where, on August 15, 2022, I sent ****** multiple pictures of a FINISHED bardominium building (WITH INTERIOR WALL PLANS AND DESIGN) for a finished productand I had hoped Armstrong could provide this concept. Counter to Armstrongs claim that my intentions of structural changes to include loading the building for drywall and solarnone of this was ever discussed is an absolute fabrication of the truth and I have attached documented emails of the building, plans and concept from those initial discussions from August 15, 2022.
Following the rejected $102,218 proposal, I engaged ****** on August 29, 2022, asking to modify the buildings gabled front and rear entrances to match the multiple pictures I sent as well as to reduce the cost associated with the build. After multiple revisions, I informed ****** that the suggested price of $71,263 on 9/24/2022 was still too high for my budget and that we have a hard NO on moving forward with the design. On 9/20/2022,I even suggested decreasing the square footage down to 1200-1300 sq/ft in order to fit more into my budget as he knew it was unaffordable. ****** knew all along as I remained engaged with him, that my design was for a HOUSE, as quoted in my email to him on August 29, 2022, The gabled front would only be on one side of the HOUSE. I had indicated (once again), documented with photos and emails, that this was intended to be finished and built to the specifications of the example attached.
The last quote I received was not under the normal circumstances as I responded to ******* solicitation about Armstrong Dropping Prices this Black Friday and that buildings were discounted to the Bottom Dollar! Intrigued, I reached out to inquire if my original design could be manufactured at a deep discount, so we engaged once again around the build.
In a follow up voicemail ****** left me on November 18,2022, he stated that he got the information back on the building we talked about and youre not going to believe this! Upon discussing the build with him of what I thought was for the $102,218 buildingJoshua quoted me, $26,851 to purchase the 30 x 50 building. I sent another follow up email to him on 11/18/2022, at 11:50am asking, Just to be clear, you would be able to see through the gabled front ends after it is raftered in (like the attached)correct? I also attached the accompanying photos (with interior wall layout for a FINISHED building) of the original design I sent on August 15, 2022. He proceeded to respond that all they needed was a 25% down payment and they could send the building over to the architectural department to make any modifications needed. He NEVER informed me that the quote of $26,851 would EXPLODE to an additional $70,438.65. This information was only made available AFTER I was coerced into signing a **** and discussing the build with *********************************, Project Manager. During the Black Friday sale there were a lot of inclusions and what seemed to be a deal that was too good to be trueI guess it was!
Now, Armstrong is declining my request for a refund of my deposit of $6,851 and to cancel this project, and as indicated I have continued engaging Armstrong in good faith but have concluded the building I have discussed (from the initial call and throughout) cannot be delivered by the manufacturer for the **** priceit was only AFTER when the full disclosure of the costs was revealed.
Armstrong has also indicated there are recordings of all my conversations with ******, in which written or verbal consent was not provided and,if needed will pursue these revelations further with legal counsel.

We purchased a steel building from Armstrong in July, 2021, and gave them approx $7000 down payment.They said it would take, "some time," to get drawings etc together. The contract suggested that everything would happen within 90 days.Over the next few days, weeks, months we were assured that everything was going great, just be patient. And, we contacted them on occasion. During this time, Armstrong never provided anything except talk until about 14 months later and suddenly they provided engineering drawings.Suddenly, we were contacted by ****, who said we needed to sign off on the drawings (which we had only had for a matter of hours or days,) and that there would also be an $18,000 upcharge due to COVID, steel pricing, delivery pricing, unforeseen events, etc.Okay, so read other BBB reviews. Decide if my story isn't like dozens or hundreds of others.We asked for a refund and were not only refused, but told that we could be liable for up to 80% of the original contract price.Remember, in ************************************************************************************ *** not adhere to code.All we want is some type of refund for having waited ***************************************************************************************** *** not adhere to building codes here.You *** or *** not realize that there is currently a class action lawsuit in progress against this company. I am rejecting this response because:I am very afraid that BBB will find in favor of Armstrong Steel because Armstrong Steel pays the BBB a yearly membership and that creates IMO
a conflict of interest. It's obvious that Armstrong Steel is predatory. If you look on the BBB's own website, the majority of people who give
Armstrong Steel a positive rating are new customers who either haven't bought anything from the company or are just entering a relationship
with the company. All of the negative ratings are from people who have been completely screwed over by these people, and there are a lot
of us as evidenced by Channel 7 ******'s recent investigations.
1. The response give to my complaint is the same given on trustpilot, BBB, consumercomplaints.com and other social media sites. It is a cut and paste
answer. Sometimes they change the verbiage slightly or personalize it by adding names as they did in the response to me.
2. Watch Channel 7's various reports on the matter. The current class action lawsuit includes over 100 members. I can provide a link to the court documents
and/or the lawyers' office in ****** and/or the Channel 7 reports and/or the ******** page for Armstrong Steel victims.
3. The claim about steel prices is a complete, bald-faced lie. The price of steel went up long after I ordered my building. And, guess what, the price of steel
is now lower than it was when I ordered the building. And, guess what, their claim about $2000 a ton is a huge lie. The price of steel went way up and then
it came way down. This has nothing to do with my order. This is a complete red *******. When I ordered my building, steel was about $800 a ton and now
it's less than $800 a ton. Don't fall for this lie.
4. In sixteen months, Armstrong has supplied nothing other than a few CAD drawings. Now, they are asking for and extra $18K. Would you give $18k to
a company that has made promise after promise after promise and in 16 months only delivered a .PDF file? Their claim is, "trust us, give us $18k more and
we'll get that building." They have NO CREDIBILIY. NONE.
5. This notion that we customers agreed to expect changes in prices due to supply chains, etc is where Armstrong is placing its bets. No one should expect
a 60% increase in price after one year, especially when it's 100% provable that steel is now at about the same price as it was when we ordered the building.
And, Armstrong talks and talks and talks about delivery costs, etc. We were promised FREE delivery. This a non starter.
For anyone who wishes to take the time, everything this company claims (at least in our case) can readily be disproven with facts.
To reiterate:
o Yes, there are 120+ people in the class action lawsuit. Armstrong is either wishfully ignorant or is lying.
o Steel is cheaper now than it was when many of us ordered buildings. For them to claim that the price of steel affects the price
of our building is a lie. They could have ordered it a year+ ago or they can order it now. Don't fall for their false rhetoric.
o Supply chain issues? Fuel issues? Don't fall for it. They promised us free shipping. I own a contracting business. Our prices
went up slightly, but not 60%.
o Check out the positive reviews on various websites. How many have actually ordered a building.
Check out Channel 7. Check out ********. There are over 100 people who feel they have been fleeced by this company and the
stories are all similar and provable. Please, please, please do something real and help us hold this company accountable.

Armstrong claims they have tried to contact us to no avail. That is absurd. ********************* of Armstrong called me in early October and gave
us three options:
1. Cancel the project and let Armstrong keep the down payment.
2. Pay the additional $18K surcharge they sprang upon us.
3. Wait indefinitely for Armstrong in the event that they (Armstrong) might decided to give us the building at the original, agreed upon price.
These options are horrible. I can either lose $7K dollars and not get a building, or pay $18K additional and maybe get a building, or three
give Armstrong all the power to either give us a better deal or sit on it forever and we still get no building.
OUR DESIRES ARE CLEAR, AND WE HAVE TOLD ARMSTRONG THIS ON SEVERAL OCCASIONS. WE WANT A PARTIAL REFUND OF ABOUT
50% OF THE ORIGINAL DOWN PAYMENT.
We would be happy to discuss a partial refund with them at any time, even though we have already brought the subject up several times
and were told by ********************* that the possibility of getting any money whatsoever back was "unlikely."
For them to claim that they have unsuccessfully tried to contact us to resolve this issue is either poor communication on their part
or an outright lie.
At this point, I am about go to the Attorney General of ********. You, as the BBB, should realize that Armstrong is possibly
facing a 100+ member class action lawsuit. The class has been formed with the required amount of damages and participants
and is awaiting a procedural decision from a judge in ******. The decision should take place this month.
Channel 7 in ****** has already done at least two stories on the magnitude of the damages caused to consumers by
Armstrong. IMO, their counterclaim here is simply indicative of how they do business.. They slow roll issues and
try to bully customers.

I entered into a contract on July 2 2021 with Armstrong Steel to provide a metal building. To secure the contract I paid a deposit of approximately $10,000. The estimated delivery quoted by Armstrong in the contract was 6 months. After contacting the office several times from Jan - April, in May of 2022, I received an email to communicate an expected delay but that progress would renew soon. Engineering drawings were sent for signature and signed on August 22, 2022. On November 4, 2022 the office called and stated they would need an additional $31,000 to complete the build. I told them that is not what the contract stated. Ive patiently waited and I do not agree to a price increase and would like my money back. The individual who called stated there would be no refund of moneys that these funds had already been spent. I have received no goods and do not believe this to be inline with legitimate and accepted business practices. The contract has not been honored in delivery time, customer service, product or cost. I would like to formalize my complaint of this company, request additional information on others that *** have experienced similar issues, and seek advice on resolution. Ultimately, I have prepared a building site and accompanying materials for the building. possible under the guidance of the agreement both parties made.On July 7, 2021, Mr. ***** signed a Steel Building Purchase Order for a 40’x50’x14’ preengineered metal building. Mr. ***** signed the Purchase Order and initialed the Purchase Order to acknowledge that he had reviewed and, after review, agreed to the terms and
conditions.When signing the purchase order Mr. ***** agreed that the initial contract payment is
non-refundable and for the preparation of building drawings and/or preliminary work on his
project. Any delivery dates stated by Armstrong shall be estimates only, may be subject to
change without notice, and are based, among other things, on manufacturing and delivery
schedules. Nowhere in the contract had a 6-month estimated delivery timeframe as Mr. *****
asserts. Mr. ***** also agreed he would pay all increased costs that occur or are incurred on his
project after he executed his Purchase Order, including without limitation, increased costs for
material and commodities, engineering, labor, freight, shipping and delivery related surcharges.The past 18 months have been very difficult for all industries. Fuel prices, a global labor
crisis, steel shortages, inflation; these issues have all affected material pricing and availability.
Lumber, vegetables, beef, automobiles; everything has been affected. All goods have
dramatically increased.For much of the past year, the steel industry has suffered due to restrictive steel
allocations and severely reduced supply. Due to COVID and now the Russia Ukraine conflict,
steel demand has far exceeded supply for most of 2021 and all of 2022. This has caused the price
for hot-rolled steel to quadruple from less than $500/ton to a peak of $2,000/ton.Traditionally, sourcing/ordering materials has not been an issue for the steel industry.
Therefore, Armstrong would purchase raw materials and manufacture one’s building shortly
after engineering it.It is important for Armstrong not to engineer a building before materials are available to
be manufactured, because there is a risk of the customer’s county adopting a newer building
code. For example, much of Tennessee has adopted International Building Code 2015.However, IBC 2018 and IBC 2021 are the most recent, more updated code. Jurisdictions often
update without warning. When your local jurisdiction updates it’s IBC codes, permit drawings
and/or engineer wet stamped blueprints are no longer valid, in turn requiring the building to be
re-engineered, at additional time and expense to the customer.Our customers don’t want to pay for engineering twice, we don’t want to charge folks
for engineering twice and thus it simply makes sense to engineer the building shortly before
fabrication.Given these circumstances, Armstrong has unfortunately been required to engineer
customer’s buildings as their materials come available. Armstrong has therefore been required
to absorb and pass along some part of these increased costs to its customers.Armstrong has offered to absorb a significant portion of his price increase especially
considering he agreed that he would bear all increased material costs.Everyone at Armstrong is working diligently to improve the situation and we are doing
our best to manage this on a level of personalized commitment – from the factory to our

Armstrong was hired to fabricate a building for my business with a signed agreement that stated a delivery window would be available 6-8 weeks from May 27, 2022. The company is just now 'expecting' a delivery in mid January. Because of the challenges created by winter weather, I am facing increased costs by the erector contractor. Armstrong is also resistant to coordinating a time with the contractor who is requiring at least a month of advance notice to mobilize a team to the job site. Any delays to construction will result not only in the added costs but a loss in business sales as well.I feel like I have done everything right in returning agreements, information and funds to this company but they have underperformed on their obligation.Business Response

40’x80’x10’ pre-engineered metal building. *** ****** signed the Purchase Order and initialed
the Purchase Order to acknowledge that he had reviewed and, after review, agreed to the terms
and conditions.When signing the purchase order *** ****** agreed that any delivery dates stated by
Armstrong shall be estimates only, may be subject to change without notice, and are based,
among other things, on manufacturing and delivery schedules.The shipping agreement that *** ****** signed on May 27, 2022, says please allow AT
LEAST six to eight weeks from the return of this form to receive your delivery window. On that
same shipping agreement *** ****** added a note himself that says he could not receive the
building until November 2022. It is impossible for Armstrong to provide a shipping window
when *** ****** is asking to delay his project by approximately six months. If *** ****** did not
want to receive his building during winter months, then he should have requested delivery
ASAP and he would have had his building well before winter.Armstrong is not denying coordinating timing with his contractor as *** ****** asserts.
In fact, the VP has been communicating via email with *** ****** and his contactor. We have
given more than one month’s notice on an estimated timeframe for delivery. On October 24,
2022, *** ****** was given a delivery window with an estimated delivery time frame of 1/10/23-
1/24/23.Armstrong will not be providing *** ****** a 15% refund of his building price, nor will
we be reimbursing *** ****** for added contractor cost and loss of business. Especially when

I put a deposit down for $28,000.00 on a steel structure building Job *****. I was quoted a total price of $33,020.00 for the total building delivered by a Mr. *********************** (Attached as Spec Sheet). After 6 years of setbacks due to lack of communication, re-drawing plans and "shortages" we were told that the price of our project had increased to over $100,000.00 for a smaller building with less steel. The reason they gave me was that steel prices increased. After multiple attempts to gain resolution through emails and phone calls with our project manager, the vice president and one of the directors, we were told that we would not only "never get your money back" we were told that we were lucky that we were being let off without giving them more money due to cancelation. Now I no longer have the money but I also have nothing to show for it. I plan on joining the ongoing class action lawsuit against this company because of the way they treated me and took my money.Business Response

possible under the guidance of the agreement both parties made.On March 8, 2016, nearly six and a half years ago, *** ****** signed a Steel Building
Purchase Order for a 46’x68’x16’ pre-engineered metal building. *** ****** signed the
Purchase Order and initialed the Purchase Order to acknowledge that he had reviewed and,
after review, agreed to the terms and conditions.When signing the purchase order *** ****** agreed that the initial contract payment is
non-refundable and for the preparation of building drawings and/or preliminary work on his
project. *** ****** also agreed that if the price of materials has been increased by any
manufacturer or supplier after Buyer has caused a delay that they would be responsible for
those increases.*** ******** representation of events is not accurate. The set back and delays were not
caused by Armstrong. *** ******** first project manager sent him intro docs on March 16, 2016.
Left voicemails and an email before *** ****** sent back his first design revision on April 8,
2016. *** ****** signed his first CPO adding changes and components to his building. Then
made additional changes and signed another CPO on May 3, 2016. The project manager
followed up numerous times from May till October of 2016 waiting for the remainder

cancel. On December 1, 2016, Armstrong’s General Counsel sent *** ****** a letter and had a
phone conversation regarding his project with us. On December 16, 2016, Armstrong’s General
Counsel sent a follow up email to see when *** ****** had time for a follow up discussion.On July 27, 2017, *** ******** project manager left him a voicemail following an email
from *** ****** stating that he may have a way to move forward. November 3, 2017, another
follow-up email was sent asking what the latest was and when could things get moving. The
next day *** ****** emailed back that he was almost through the permit process by had to
change the building design once again. One final attempt was sent on December 8, 2017.Armstrong did not hear from *** ****** until November 1, 2020, when he emailed to
ask if this email account was still active. A new project manager responded the very next day
and communication continued the rest of 2020. *** ****** resigned his building once again and
signed new documents on January 26, 2021.Pricing today is not nearly what it was in 2016, for anything. Groceries, gas, steel,
lumber. Armstrong was required to increase the price of *** ******** building. The building
did not increase by over $100,000, that is *** ******** total price for his latest design and his
numerous CPO’s.Multiple project managers got paid over a course of over six years. Multiple sets of
stamped engineered drawings have been provided to *** ******
