We signed a contract on 08/31/23 for a roof and two skylight replacements, screen repairs, painting, gutter repair and replacement, and solar powered automatic shades for our two skylights. The roof and two skylight replacements occurred on 09/22/23 and we made an initial payment as directed by the Premier Field Supervisor. At this time only the roof and two skylight replacements have been completed.We received an invoice on 10/04/23 for the entire balance of the effort requesting immediate payment even though not all work has been completed. The Premier Field Supervisor stated multiple times that the effort was not complete and and final payment would not be required until it was complete. This was confirmed in a text message on 11/13/23 when he stated "if something gets to you via mail, please fully disregard that document... because we still have work to complete before collecting final payment." We received a "Notice of intent to file a lien statement" on 11/20/23 with accrued interest to date of an additional $150.19.I have notified Premier in writing on 11/28/23 that both the original invoice and intent to file a lien were sent incorrectly as I was following the written payment directions of our Premier Field Supervisor who signed the contract on behalf of Premier and portion of the work is not yet complete. In an effort to resolve this issue I have volunteered to make an interim payment of the amount I believe to have been completed to date. I tried to contact the Premier field representative, supervisor, supervisors manager and accounts receivable manager via mail, emails and phone calls but have not received a reply.In addition to the above billing issue the remaining work has still not been completed after 3 months of waiting. If Premier had completed the work on a timely basis I would have already made the final payment.Business Response

They have indicated that the billing issue is now resolved and no further payment required until the completion of the job which was our major concern. There are still several items that need to be completed prior to closing the case however some progress has been made including the gutter install.

Premier Roofing came out to my neighborhood via door to door knocking and requested to provide a quote to replace my roof after a hailstorm. I worked with Premier and my insurance company. Once I received the quote from Premier their representatives *******************************, ********** and 3rd representative came to my house and we had a meeting in my living room. ********* told me that the cost of some of the repairs to the roof and gutters were over inflated by Premier and I should have them removed from the scope of work and his company could do them cheaper (gutters and associated work). One of the representatives was showing up at my home unannounced at various times until I agreed. I agreed (but decided not to use his company for the other work) and had that scope of work removed from the services. I have text messages (and a new quote/paperwork) from ********* that the scope was removed and what was in the new quote covered absolutely everything needed to complete my roof. Nothing more, they had listed everything needed. They asked to see the quote from my insurance company which I sent. The amount paid to me by my insurance company included the gutters, which we agreed Premier would not do. We agreed on a reduced price (without the gutters and associated work) and Premier completed the work for the roof only. The roof was completed, and I signed a certificate of completion in July 2023 and paid them in July at the rate we agreed, per the countersigned and executed paperwork.Now, after the work is completed and months later, Premier is coming back requesting an additional $4,656.90 for work and supplies they have NOT completed nor provided and have threatened to put a lien on my home. They did not replace the gutters, did not request approval for additional supplies, deliver additional supplies, etc. They know the insurance company paid me the additional amount and are fraudulently trying to get payments for work, that was not approved, agreed, nor completed.Business Response

Replaced the roof and they "Sealed" my swamp cooler, which has NOT been "Sealed" in 10 years since the last re-roofing. This company decided to "Seal" it. In doing so, they removed a Eye Bolt (One per side, 4) used as tie points for the canvas cover during winter. Have ask for 2 months for this, they said to call someone else. Job started 10/31/23. This is an ongoing, incomplete job. The manager, ***********************, I've been dealing with has not responded to me or my husband since she was at my house over a week ago, on 11/7. We were supposed to talk about the issues, but she had a couple guys come out and do some work. The first guy started the work without even taking to me and I was not aware any work was to be done that day. The redone ridge is still crooked, the nails are still exposed, my ventilation is still wrong, my gutter guards are still not on with no date that they will be replaced because they messed them up, the trash is still in my attic and now we are being ghosted.Have been out 3 times to do this roof. Forced me to use 3 turbines when I had 2 turbines and 3 turtle vents. By forced, I mean they didn't ask me or my husband before changing the ventilation. They initially didn't even install the correct changes, they only installed 2 turbine vents and covered the holes where the turtle vents were removed with cut metal flashing that had nails straight through to the attic. I've spent hours cleaning up nails and debris from outside and I will be doing the same inside my attic as you can see from these pics. Crooked shingles, exposed nails, crushed guttering that was fine before, removed and threw away my gutter guards that were to be taken off and put back on. First time out the dumpster was delivered, then taken away; an hour later crew shows up to scrape roof without dumpster. Rushed job, ran out of shingles and weather barrier, no protection under crooked ridge caps. Paid for furnace flue, but it still hasn't been replaced. Paid for flue to be painted as well, but no flue no paint. Exposed nails, shingles installed incorrectly and crooked, they crushed gutters with their ladders, missing gutter guards, changed ventilation without permission, decking not properly secured to structure, trash in attic, weather barrier hanging in attic, and more.Business Response

Premier set up a meeting for Tuesday November 28 at 9am. They did not call to confirm AND they did not show up for the meeting. I'm now in limbo again with this company. I will be reaching out to them AGAIN. As the homeowner I shouldn't have to do any of this. If they were not coming today and needed to reschedule, someone should have called. No call, no shows are not ok for their employees, why is it ok to do it to customers? I currently have zero confidence that ******* will be made correct.Customer Answer

************************* of Premier Roofing Company advsied that there had been hail damage in the area. He advised that he was a roofing expert and would inspect the roof for free. Of course he found some damage. We filed a claim with State Farm. The adjuster came out and ended up providing an estimate of $12,883.36 to replacae the roof.. We sat down with ******************* on 9/7 and went over the numbers. He indicated Premier roofing would do the job for that amount. He did not provide his own quote. The roof was replaced on 10/5. At no time from 9/7 did we have any indicaion that the cost would be any different than previously stated. Neither before, during or afer constrution. I was home on 10/5 and visited with the supervisor on site. He indicated that they did not run into any unusal problems. I have asked then for a bill for the job. We paid $1,000 down and would like to send then a check for the balance of around $12,000 On 11/6 I got an email from State Farm advising them that they had worked the claim and Premier submitted a bill for $23,773.34.I still have not received a statement from Premier Roofing Company.Customer Answer

Finally got a statement directly from Premier Roofing.
No explanation of how we got from the $13,000 State Farm Estimate to now, it looks like $20,226.92.
Only around ******************************************************** price for the roofing that I sent directly to their agent, ************************* on 8.28 of $12, 883.36.
At least they are finally showing credit for the $1,000 I paid down on 9/7.

I called the ****** office of Premier Roofing on 11/8/23 and followed through they long, long out oing message.
Their messsage said they would get back to me in 24 hours. I have called them several times since then. Still no return call.
Are they still in business?
Attached is the only quote, estimate, bid or any number that I have got from Premier Roofing.
Really does not expalin what they expect me to pay for.
I have asked for an accounting for every dollar.

Either the ****** office or the ***** office.
I did email them today and wondered where they got their *** restoration numbers of $20,226.92. My current claim from State Farm is $16,277.26 for the *** of the roofing.
Please let me know you got this message. I could not figure out how to get on the portal.

Then I receive a bill or this invoice from them of around $20,000.
I understand that they submitted a bill to State Farm of around $24,000.
I guess State Farm only went about so far with their fraudulent billing.

What is the status of my complaint.?
I met with the local manager of Premier Roofing on 11/30 and thought we worked this out.
They originally billed State Farm for around $24,000 for the new roof.
State Farm lowered that to $20,000.
The $20,000 still contained fraudulent billing.
This number still included a charge for removing and replacing the leaf guards as well as other services they did not provide.
I paid Leaf Filter directly for the leaf guards.
I met with ***************** of the local office and he agreed to settle for around $17,000.
Still have NOT got a revised invoice from Premier Roofing.(12/9/23)

I do not see where it takes into account fraudulent billing.
I have sent documentation to show that Premier Roofing charged for services they did not provide.
For example the charge for working with the leaf filter system.
How do you think they got from an estimate of $13,000 to billing State Farm for $24,000.
I am sure they can not show where they provided significantly more than what was included in the $13,000 estimate.
As I mentioned I agreed to settle for the $17,000 that State Farm finally came up with for the claim.
Still contains a lot of padding, but I like to pay right away after I have had a job done.
So, HOW CAN WE ALERT OTHER CUSTOMERS TO BE AWARE OF THEIR FRAUDULENT BILLING?

On May 31, 2023, I signed a roofing replacement contract with Premiere Roofing **. based in ***********, **, the local representative of the home office in ****** ********. The initial contact was with a field representative (***) who was soliciting door-to-door. His main selling point was that the company only used the highest quality shingles which are rated by GAF for 50 years . I was promised these shingles multiple times in our conversations and no other shingle quality was ever discussed. Part way through the job I noticed that code specified plywood underlayment was not being placed. I do not think the already completed portion was ever addressed. Upon completion of the work I received an invoice detailing materials which had been used. The shingles were identified by my insurance agent as being the lowest quality Timberline shingles with a GAF rating of only 25 years, and he noted the best shingle I was promised were 3 levels better. I spoke with *** a few times about it and he promised to look into it. In the last communication he admitted a switch from highest quality to lowest quality has been made. No effort by management has ensued to correct or compensate me. Today I received a letter asking me to sign for a 10 year warrant full of many exclusions such as no coverage for damage from windstorms, tornadoes, hail, mold, fading, leaks, and other causative events. The warranty also requires me to inspect the roof twice a year and to notify Premiere with 10 days of my findings. Apparently if I do not send return the very limited signed copy I will not have the warranty I was promised. Communications are addressed out of ******, not in the local Bloomington office.I am unhappy with the quality of the materials, the quality of the work and the nearly worthless warranty and I would like to suggest people approached by this essentially out-of-state company to consider using a local company with a history of honesty and responsiveness.Customer Answer

Premier Roofing were initially contracted to complete my roof, gutters and downspouts in May 2023. I first heard of Premier Roofing because they were canvasing neighborhoods after the hailstorms earlier in the year around February 2023. They knocked on my door and the employees were pleasant in the beginning. They returned phone calls, text messages and emails at first - until they got the first check from me via the insurance company and the contract was signed and after that the communication became increasingly more and more difficult. By July of 2023, the roof had not been completed and I could not get anyone on the phone or by text. I started calling all of the numbers that I could find in my phone. Several of the employees had already quit working for the company. One of the employees finally returned my call and stated that there was "a computer glitch" and my name "some how" was kicked out of the computer with their company, "they just don't know what happened". The roof was finally completed in August. Since then I have not spoken with anyone regarding the roof inspection after completion, the general manager will not call or text me back. Will they honor their warranty? Who do I contact if I can not get someone to answer now. How do I put in a claim. I was supposed to be shown pictures of the roof after completion. Premier Roofing was paid for the gutters and downspouts but have not completed the work. Am I supposed to pay for the gutters and downspouts myself? I have called several other PR companies to no avail. You can not get a contact number to call the corporate office to seek any assistance. Many of the original workers who were canvassing my neighborhood and knocked on my door no longer work with Premier Roofing asked that I give a a true and accurate view of my experience with PR which has been negative; they asked that I write a review on ****** about the company for their negative work practices. Premier said they would do siding, received siding money from my insurance company, never did the siding, and won't refund my insurance money. This process began in May and the employees keep telling me they will refund the money. They owe my mother-in-law over $15,000 in siding money refund, my husband and I $7,000 in shed roof money.Business Response

Insurance claim roof replacement. They had to detach my solar panels to replace the roof. Post replacing the roof I was given a timeline for the reinstallation of the solar panels.Inspection on the roof passed, I paid the remaining invoice from premier roofing and was told everything was settled we are just waiting for a time slot to open up to reinstall the solar panels.The roof was replaced in July. After pressing the company they told me I needed to pay more money to their own subcontractor directly to get the panels reinstalled. They then added I needed to pay their subcontractor for the removal in the first place. This was all news to me. This all being such a hastle I decided to see if another company could install my solar back on the roof. The new company agreed, however they need the detach plans to do so.The roofing companies subcontractor refused to release the detach plans without being paid directly by me (again this is the roofinf companies subcontractor, I have never signed any agreements with these people).Just to try and find resolution I cut the solar detach company a check direct from my own account so they would release the detach plans to my new solar installation company that I hired.After being paid and cashing my check they have stated they have no detach plans for my home at all.So now my solar installation has been sitting in the dirt since early july late june with no means or plans to be able to reinstall it. This is a $50000 solar installation sitting in the dirt, not to mention the lost generation from the time it has been detached.I have asked for copies of any and all contracts, itemized bills, and reciepts of work from both the roofing company and their subcontractor solar detach company. Neither company has produced any documents other than cell phone screen shots of statements of work sent from my own insurance company. No original documents from the roofer or their subcontractors have ever been provided.Business Response

Premier Roofing began replacing my roof during the Fall of 2022. I became aware of serious installation issues June 2023 during the house siding was replaced. Loose and improperly installed shingles located on the north and south dormers and other areas.. The nail gun was set wrong, the nails went completely through the shingles, some had no nails, others had one secure nail. I called Premier on 7/7/2023, told I would receive a call for an inspection the same day, a second call was made later in the week. Approximately 7/13 I called Premier again, told the inspection was 7/14. Improperly installed shingles were identified. 7/18 called ***************************. In a return voicemail he said areas were, extensive, a crew would be sent out to do a repair. Phone call made on 8/8, **** said the scheduler will call later that day.. 8/10 I called Premier again, emphasized the inspection has not been scheduled. On 8/14 I was home for the ********************. The North side dormer was inspected, the South dormers were not. The employee, with the best English skills, said they did not need to inspect the South side. He said there were a lot of "so-so"areas, a lot of areas were not good. 8/14 Voicemail left for **** requesting follow up.. Texted **** on 9/7 requesting contact. 9/12 called **** and gave vague explanations on how repair was not needed. He suggested that I take pictures of the problematic area and send them for review. . My brother **************** was here during the roof and siding installations. Based on photos he had a great deal of concern about the improper roof installation. He left a voicemail and text for **** requesting contact; no response. My experience Premier under the leadership of *************************** has been unprofessional and irresponsible. **** and another employee said the crew that did my roof no is longer with Premier due to a history of poor quality installations.Business Response

Have been conacted by Premier, issue has not been resolved. Premier does not believe the sub standard installation will effect the roof durability or longevity. Their solution is to offer a roof repair and remidiation of water damage with *********** failure. Our expectation is that there will not be roof filure de to improper inflation; thus creating a future liability. We will meet with Premier for another inspection in early Novemeber. The delay is due to unavailability on our end.
