I entered my information on an online form to obtain healthcare quotes - thinking the quotes would be outlined online. Instead, since hitting submit, I have been repeatedly bombarded with phone calls and text messages from all over *****************. I have contacted Affordable *************** at ************, where the representative hung up on me - 3 times! I asked politely to be removed from their list and he hung up. So, I called back and politely asked again, and he hung up on me. And as one does when they don't have resolution, I called a third time, and he lashed out at me saying he's already told me he was taking me off the list and I was harassing him. This service is such a disgrace and this person, who claimed he was *****, ***** and then *******, (each time I called he had a different name) had the audacity to raise his voice to me and then hang up mid-sentence? if the calls are recorded as promised, they would clearly know that this person is an absolute loser and doesn't understand customer service.Business Response

Dear ******** *******-******,
Thank you for bringing this matter to our attention. We take consumer concerns seriously and are committed to ensuring a respectful and compliant experience for every individual who interacts with our platforms or is connected to our services through our lead generation process.
Excel Impact is a lead generation company that connects consumers seeking insurance information with licensed agents and agencies who can assist them. We are sorry to hear about the consumers experience and have taken immediate steps to address their concerns:
Do ***************************************start="1084" data-end="1087"> We have processed the consumers Do Not Contact (***) request within our internal systems to ensure they are no longer contacted through any of our campaigns.

I was looking for insurance and came across the AffordableHealthPlans.org Ever since I entered my phone number, I have been getting more than 50 calls/texts a day. I want it to stop! I went on their website to request to delete and remove my number. I also called their number twice and spoke to someone to remove my number. Nothing works! I keep blocking the numbers but new numbers keep coming in. I want them to remove my number and bothering me!!Business Response

Thank you for bringing this matter to our attention.
We have conducted a thorough investigation using the phone number and email address provided in the BBB complaint. Based on that information, we found no record that the consumer submitted a lead or interacted with any part of our website or webform. Our system shows no indication that the consumer reviewed, completed, or submitted any information on our platform. We do have records indicating that the consumer contacted our business by phone. During those inbound calls, the consumer requested to be placed on a Do Not Contact (***) list. Both partners she spoke with honored that request and processed the *** appropriately. Additionally, we have added her phone number to our internal *** list to ensure she is not contacted through our systems moving forward. It is possible that the consumer may have submitted her information using a different phone number, email, or via a separate website unaffiliated with Excel Impact. If she believes this may be the case, we are happy to re-investigate with additional information.
At this time, however, based on the information provided, we have no record of the consumer submitting a lead through our website. Furthermore, no calls were placed by Excel Impact or any of our partners as a result of a lead from our system, and no consumer information was shared with any third party. We are committed to maintaining strict consumer privacy practices and regulatory compliance. We regret any inconvenience the consumer may be experiencing and encourage her to provide any other identifying details that could assist us in a deeper investigation.

I am rejecting this response because:
I used EXCEL to delete my data and to request not to call me. I still keep getting calls from insurance agents. Im so tired of these calls and texts. I am receiving 50 calls and texts a day. That is ridiculous. I want this to stop. In the AffordableHealthPlans.org page there is a link to not sell personal data and that link leads to Excel. I did not use any other number but the one I provided. I want this to stop before I escalate this further to the authorities because this is harassment.
Sincerely,

Thank you for your follow-up.
We take your concerns seriously and want to reiterate that, after a thorough investigation, we have no record of your personal information being submitted through any of our webforms. We reviewed our server logs and can confirm that while your device visited our site multiple times over the course of two days, no form was ever completed or submitted during those visits. The only record we have related to your phone number is from inbound calls you placed to our system. On May 6, 2025, you called and requested to be placed on a Do Not Contact (DNC) listthis call lasted 30 seconds. The following day, May 7, you called three times within two minutes, and on the third attempt, you were connected to a partner for 25 seconds. We listened to the May 6 call and verified your DNC request was clearly communicated and properly processed. We also contacted the partner you were transferred to and confirmed they have processed your DNC request as well.
We did receive your opt-out request via our ******** portal, and your phone number has been added to our internal DNC list. However, since we never collected or processed any personal data from you beyond your inbound call, there is no additional information in our systems to remove or suppress. If you are able to provide screenshots of the messages or calls you are receiving, we are happy to continue investigating to help you stop them. Based on the evidence we haveincluding server logs and call recordingsit appears the source of the calls is likely from a separate website, not Excel Impact or its partners.
We understand your frustration and remain committed to helping resolve this issue to the extent we are able.
Sincerely,
Excel Compliance Team

I did what I thought was an insurance quote request on ************************ and the following day I received 95 scam calls along with text and emails. The few calls I answered were robocalls so I can't tell them to quit calling. One called me consistently every 30 minutes from 8am to 8pm. I am on the Do Not Call list and did not know my information would be given out and turn into harassment.Business Response

Dear ***** *****,
Thank you for bringing this matter to our attention. On behalf of Excel Impact, I want to sincerely apologize for the volume and nature of the calls and messages you've received following your quote request. We understand how disruptive and frustrating this experience has been, and we take your concerns extremely seriously.
To clarify, Excel Impact is a digital marketing company that helps connect consumers with licensed insurance agents who can provide quotes based on the information submitted through one of our affiliated websites. While we do not place any calls ourselves, and we are not the agents or agencies reaching out directly, we are ultimately responsible for the partners we work with and what youve described is far outside the standard of conduct we expect from those partners.
Although your request for a quote did involve express consent to be contacted by licensed agents, the volume, frequency, and persistence of these contacts are absolutely unacceptable and not reflective of how we believe the consumer experience should be handled.
Upon receiving your complaint, we took immediate steps to address the issue:
- Your phone number has been placed on our internal Do Not Contact list to ensure you receive no further outreach from our network.
- We have notified all partners who may have received your information and instructed them to cease contact with you immediately.
- We have launched a formal investigation into the phone numbers and communication records you provided. If any partner is found to have violated our compliance standards or behaved inappropriately, we will remove them from our network without hesitation.Excel Impact holds its partners to strict guidelines regarding respectful, lawful communication and the appropriate use of consumer data. What youve experienced does not reflect those values, and we are committed to ensuring this does not happen again to you or anyone else.
We appreciate you taking the time to document these occurrences, especially during a difficult personal time. If you have any additional materials such as voicemails or screenshots that you are willing to share, they would be helpful in supporting our investigation. Please feel free to contact me directly at ************************************* if you have any questions, would like updates, or wish to discuss the matter further.
Sincerely,

Complaint: 23267021
I am rejecting this response because:
While I appreciate the acknowledgment of my concerns, I must respectfully reject the companys response to this complaint. The actions taken thus far are wholly insufficient and fail to address the core issue: the unauthorized and irresponsible dissemination of my personal information, which has directly resulted in ongoing harassment.Although I accept partial responsibility for not reading the fine print, that does not absolve the company of ethical accountability. My contact details including full name, email, and phone number were distributed to aggressive third parties, many of whom have used intimidation tactics in their communication. This is not just marketing its harassment, and its deeply distressing. The volume of unwanted contact has been extreme, overwhelming my phone with spam calls, and taking up hours of my time to mitigate including filing removal requests, updating my Do Not Call registration, blocking numbers, and filing this BBB complaint. This has interfered with my job search, as I now hesitate to answer unknown calls for fear of scams.Despite a known pattern of complaints against companies like Excel Impact (and ************************) continues to share consumer data with them. It is irresponsible to shift blame to third-party partners when it is your company that initiates the data-sharing process. Your practices, as described in many similar complaints, appear deceptive and predatory offering health insurance quotes while functioning primarily as a lead-generation operation that sells personal information. This has caused measurable distress and made me feel unsafe. Your company has not taken full accountability nor offered any assurance that these practices will cease or that data will be properly secured moving forward. Therefore, I ask the BBB to keep this complaint open and unresolved. The company must take meaningful corrective action, not only in my case but to prevent similar incidents for other consumers in the future.Sincerely,
***** *****

Dear BBB and ***** *****,
Thank you for your continued engagement and for taking the time to express your concerns in detail. We understand that the experience youve had has been distressing and we regret the disruption this has caused to your daily life. We want to reiterate and clarify Excel Impacts role in your interaction. Excel Impact is a digital marketing company that connects consumers seeking insurance quotes with licensed insurance agents. When you visited AffordableHealthPlans.org and submitted your information, express consent was granted for contact by Excel Impact and our marketing partners for the purpose of providing health insurance quotes. To ensure full transparency, we are able to provide documented proof of this consent, including:
- A Jornaya Playback and Active Prospect TrustedForm certificate that independently captures your session, showing your submission and acceptance of the site's consent language.
- The TCPA-compliant consent language which was presented at the point of submission, clearly disclosing that calls and texts may come from Excel Impact and listed partners, using automated dialing and prerecorded messages.
While this consent provides legal authorization for outreach, we recognize that the volume and nature of the communications you received are not acceptable, even within the bounds of consented contact. We are not shifting responsibility rather, we are taking full ownership of our role in facilitating the connection and enforcing standards among our partners.
As part of our response, we have taken the following actions:
- Your phone number has been added to our internal Do Not Contact list, effective immediately upon receiving your complaint.
- We have notified all marketing partners who received your information to cease outreach and are reviewing each ones behavior against our standards.
- We are investigating the specific phone numbers and conduct outlined in your complaint. If any partner is found to be in breach of our Code of Conduct including behavior that constitutes harassment or intimidation they will be permanently removed from our network.
- Our legal and compliance teams are reviewing call samples where provided to identify any violations of our guidelines or applicable law.
- We are undertaking an internal review of our consumer education practices, including how consent language and expectations around outreach are presented to consumers. We also appreciate your feedback around ethical accountability. As a result, we are in the process of developing additional safeguards to ensure that consumer expectations around consent are aligned with partner behavior, and that escalation paths are clearly communicated should issues arise. While we believe the outreach you received was initiated within the scope of the consent provided, we also understand that this does not excuse the real impact it has had on your peace of mind and sense of safety. We are committed not only to resolving your individual complaint, but also to strengthening our practices to prevent similar situations for other consumers.
Should you wish to review the consent documentation, our Terms of Service, or Privacy Policy, we are happy to provide those. We hope this response demonstrates our commitment to both legal compliance and ethical responsibility. We respectfully request that this complaint be considered resolved based on the corrective actions taken and our commitment to continued improvement. However, we remain open to reasonable discussion or mediation if further resolution is required.
Sincerely,
Excel Compliance Team

Complaint: 23267021
I am rejecting this response because:I am submitting this formal dispute regarding the misuse of my personal information, which has resulted in ongoing harassment in the form of 156 unsolicited phone calls. Despite my repeated concerns, the company continues to attempt to close this case without addressing the root issue or taking responsibility for the harm caused. When I entered my information on the companys website, I did so under the understanding that it was solely to compare ratesas was stated clearly on the page. There was no obvious or prominent disclosure that this information would be shared or sold to third parties. Only by reading through hidden fine printwhich was neither highlighted nor clearly presentedcould I have known that my data would be widely distributed. The company insists that I consented to this distribution by agreeing to its terms and conditions. However, consent buried in legal fine print is not meaningful or informed consent. Whats worse is that they are now using this argument to shift blame to me, rather than acknowledging the deceptive and harmful nature of their practices. While limited follow-up might be expected when shopping for quotes, receiving 156 phone calls is excessive, invasive, and qualifies as harassment. This is far beyond any reasonable consumer expectation. Rather than take corrective action, the company has continued to respond dismissively and is actively trying to close this case without resolving the core issue or offering any accountability.I am formally requesting:Immediate removal of my personal information from all company and third-party databases for I am still continuing to recieve phone calls.A full list of all third parties with whom my information was shared or sold.Sincerely,***** *****Customer Answer

I have attached a file that includes a sample of a recent spam call/text I received. Notably, the message itself appears to acknowledge that I may be feeling harassed, indicating they are aware their behavior is unwanted and potentially abusive. This continued contact has occurred despite my repeated requests for all communications to stop. The messages are not only intrusive but clearly demonstrate a disregard for consumer rights and preferences.Customer Answer

The website lacked any prominent or transparent disclosures indicating that my data would be used in this way. If this consent was embedded in fine print or a hidden policy, it was not reasonably noticeable to a typical user. They should update their site to clearly disclose data-sharing practices in a visible and straightforward manner.Initial Complaint

I am rejecting this response because:Your excuse of receiving a "lead submission" is simply a deceptive way of saying you purchased a mailing list. Thank you for your response. We want to take this opportunity to clarify the situation fully and address your concerns.
On January 16, 2023, at 10:43 AM PST, a lead submission was received through our website, **************************, from a mobile device. This submission included the information that was subsequently used to send you a single email notification regarding the approaching open enrollment period for health insurance.
We want to be absolutely transparent: we do not purchase email lists. The information used to contact you came directly from the form submission completed on our website. If you would like additional confirmation of this, we can provide a video recording of the lead submission process that includes your completion of the form.
We regret any frustration or inconvenience caused and assure you that your email address has been removed from our system. You will not receive any further communications from us.
At Excel Impact, we take consumer concerns seriously and are committed to ethical and transparent practices. Please let us know if you have further questions or need additional details to help resolve this matter.

I attempted to get a quote for insurance today using the ********************************* website, owned by the company. I have been called over 200 times, today alone since 10 am. When I answer the phone and ask to them to stop calling, they just use a different phone number to call. I called the company and was hung up on by each representative. The first rep tried to negotiate with getting insurance first and then he would remove my number, when i refused he hung up. When I called back and told the second rep she hung up on me as well. The third rep pretended as he was going to help by giving me a website to go to and hung up on me as well. When these number get calling, if I ask what company they are calling from they just hang up as well. The calls need to stop and now. There is no way that it is acceptable to call someone that many times at all!!Business Response

As soon as I put my information in at affordable health plans.org, I began receiving calls, 24 - many of them from *** who I just called to get the name of the company calling me. She said national health insurance enrollment. . They called from many different numbers. As soon as I blocked it, theyd call from another number. Some of the numbers also said healthcare *** was actually laughing when I picked up the phone on her repeat calls. Calling me knowing I didnt want anything, that I thought I was looking into government programs.I got another call this morning and I told him I was calling the Better Business Bureau that they were predatory and harassing. I then called the last number that *** called me from and got *** on the phone and she gave me the name of the company that is not the correct name of the company. I am sure it doesnt come up anywhere in conclusion they are extremely predatory and harassing. I did NOT pay them 5. But the form wouldnt accept 0.Business Response
