Paid a 50% deposit with work promised pithing 12 to 14 weeks. We are now in the fifth month, business and owner do not return calls, answer the phone or provide any feedback as to the timing of the installation.Business Response

In response to the complaint of this client, we have been in contact . As a matter of fact, they came to our office and spoke rudely to our staff. Then they called to apologize for behavior. I have called and text many times but to no avail. We cannot install without clients permission to do so.
The ability to post reviews and complaints is the freedom of speech. However, with ANY company, look at the reviews before Hurricane IAN.

I am rejecting this response because: Harpers electrical contractors installed electric boxes in late August. ********************* (from Harpers) reviewed the layout on 11/28 and said nothing about the box being in the wrong place. The installers were here. on 2/17 to put up the curtain when they told us the box was in the wrong place. After 5 phone calls with no response we no closer to the completed installation of the front door curtain then we were 10 months ago. Note, the company did complete the install of the lanai hurricane curtain. We have no timing as to when the job will be completed, We have a long wire laying on our front walk which poses a danger to us and anyone coming to the door (could trip). This company hopefully will have their license pulled as there are numerous complaints being investigated. They are a disgrace to the construction industry. I reject their BBB response, we have no way of knowing if they have even contacted the electrical contractor. Based on past lies, false promises, we assume they did not. We asked for the name of the electrical company hoping we could somehow expedite the process, no info was provided.

I am rejecting this response because:
********************* at Harpers ***************************************************************************************************** March. It is now the 3rd week in March and it has not been fixed. ************** has known about this issue since 2/17 when his installers informed him that the electrical box was in the wrong place. I believe ************** has known about this since the end of November, 2023 when he came to my home to review the layout for the curtains. At that time he was at 7 months (the contract stated 3 months).We are now into the 11 month and ************** now questions why *************** to the BBB as he would "never do that" to a company and that I should be grateful he has reduced the amount by 50%. The job is still not completed, with no promise of resolution. ************** claims he is trying to find an electrician. Seriously? This from a contractor?

I am rejecting this response because: ************* told me that the job would be done the first week in March. It is now the end of March and his latest "promise" is within the week. According to him, this means the job will be completed by April 3. This is the eleventh month of promises by Harpers.We have spoken with the ****** ************* and they informed us that the permit for our project expired some time ago. We also spoke with the electrical company that Harpers hired to do the electrical work back in August. ****************** never got paid by Harpers after completing the work. We were also shown the template, provided by Harpers as to where the electrical boxes were to be put on the house. Harpers provided incorrect info on the instructions to the Integrity. This is the reason we are waiting for new electrical work to be completed. I suspect ************** cannot get this done as his reputation for not paying his bills has probably reached other companies in the construction industry where he operates.
We offered to finish the job ourselves, at our expense, just to be done with ********************* and Harpers. ********************* said no way. *** ***** claims I have been ruining the reputation of Harpers by writing negative things about the company. Everything I have posted and reported can be substantiated including all of ***************** failed promises. It is apparent that the **************** also agrees with my complaint as they are investigating the company and have found that they are in violation of applicable sections of Chapter 489, Florida Statutes. I have also been informed I may be called to testify regarding this company. I look forward to it.
Nothing I have done is wrong. All I want is to be done with this fraudulent company and **************.

Harpers has dealt with this complaint that the homeowner filed. The reasoning behind our decline to have the client not hire electrician is because it would be another complaint that we did finish the job. Harpers will complete the job as contracted. Also, on this public forum that is being used to complain, this customer received the roll downs for the initial deposit and the balance was removed. It is all installed with an electrical issue. On 4/7/23 I paid a 50% deposit towards the installation of storm shutters on my home. At that time, I was told installation would be done in **** weeks. It has now been 20 weeks and nothing has been done. I have emailed, texted, and phoned leaving messages with no response. One of the phone number's voice mailbox is full and cannot take more messages. The other gets no response to my pleas for contact. Signed a contract and paid $4,000.00 down for two hurricane screens and a garage screen over 20 weeks ago. Have left numerous voice messages and emails which havent been return. If they are unable to provide the product I just want my money back to hire another company.Business Response

I have communicated with our client. Unfortunately, I spoke with her after she filed and I was unaware of this complaint.
We will be installing the desired product within 3 weeks. As most of our clients understand the back up of supplies since ***, and now the latest storm.
Harpers has never had BBB complaints until after the hurricanes. Prior to hurricanes, individuals should look at those reviews and complaints. Zero.

I had to physically go into their office in July to talk to anyone.I was told then that my products would be installed by mid July. It is now September and their response is three weeks. 6/27/2023 This was the date that the original quote was sent to me. The quote was for the installation of 11 accordion shutters and for clear Lexan panels to be mounted horizontally across the back of my lanai. I have the copy of the estimate.The sales rep ***** came to my home on 7-3-2023. and I signed the paperwork to proceed with the contract. After giving them a $5300 deposit.On 7-12-2023 I received an email contract that changed the type of installation on the Lanai. It stated that they could not install the Lexan panels horizontally because it would not pass inspection. Instead, they could mount them vertically with tracks. and they would have to mount the panels after the inspection took place. I contacted the sales rep and told him I was not happy doing the installation after the inspection.My signature on the original quote for payment was transferred to the new quote with the on the amended proposal stating that I would accept the installation without inspection. This is fraudulent. I again contacted the sales rep about the change in the contract and he told me that he did make the change from the original contract which had my signature on it.I have made numerous requests to resolve this, and my requests are being ignored. We paid this business $10,000 for hurricane screens and accordian shutters. It's been over three months and they didn't deliver as promised. They sent some parts of screens that are taking up space in our garage but claim the rest is on order. The hurricane accordion shutters installed at my ********* home by Harpers **** did not perform during Hurricane *** as I expected. The locking push pin supplied on the accordion style shutters popped open on 7 window shutters during the storm. I have been trying to work with Harpers since the end of September to understand why. Response has been painfully slow. The President and Managing partner finally came out to inspect the shutters in early March. I am still waiting on a definitive improvement plan. The suggested proposal is for me to pay an additional large sum of money to replace the defective pin locks with a stronger lock. As of this writing nothing has been formally proposed. Harpers **** service has been totally unacceptable. Their product did not protect our home.Business Response

Harpers installed the protection and was properly inspected. The installation was approved by the county.
The recommendation by Harpers , and all the other companies that were contacted which included the manufacturer, was an upgrade of the lock on slider. The remaining locks were functioning but the offer to replace all locks was submitted.
Harpers submitted to the homeowner a timeframe and cost. This was unacceptable to homeowner. Due to hurricane **** our repairs of all types are backed up for months. Mr. **** felt he should not have to wait in line.
Another formal quote will be submitted within 5 days for repairs and installation schedule. Harpers has been more than willing to repair, despite the constant contacting of our competitors, however there is a backlog of repairs.

I am rejecting this response because:The response by the business only states that I will receive a formal proposal in 5 days. I have no idea what will be contained in the proposal or if I will actually receive the proposal at that time. Counter to what is being stated by the business, while inspecting the issue in my home in March, ********************* stated to me, my wife and his assistant in attendance that the matter would be resolved by start of hurricane season this year. I am not trying to jump ahead of the line. I am simply looking for ************** to deliver on his commitment. He is correct that I have been seeking information from other companies because I don't want to be left hanging without a plan going into this hurricane season. My actions seem to be a prudent approach so far since ******** has now stated they can't get to my house until 8 months out which is totally different than what ************** committed. ******** sent a remediation proposal that was nearly 1/2 the initial installation cost. The comment was that they didn't understand I wanted an upgrade that's why the original verbal proposal was so much lower. Don't understand their confusion as we told them on site and in an email that the locks were inferior and needed to be upgraded.
