    On 9*25*23 I entered into a contract with a ************** business named HARPERS **** to install hurricane ********************************** at my ********** home. I dealt with ********************* who is the president * Managing Partner of the company. The total amount of the contract was $11,300 and I put a down payment of $5,750. We agreed on a January 3, **** install date.Over the next couple of months, I exchanged emails with the company and all appeared to be ok. As it got closer to the install date, I could not get any confirmations or responses from the company. I have texts and emails from me to various people at the company asking what the status of my job was.On January 3rd Harpers did not show up to install the shutters * screens. Harpers did not contact me advising me of any issues or delays.On January 4, I visited their business location in ************** and spoke with 2 of their employees. Their only response was, they needed to talk to *****, because ***** was the only one that could answer any of my questions. It so happened that ***** walked into the building, while I was there. I asked him what was going on with my job. The only response from ***** was there were some issues. He did not elaborate what these issues were. I explained to him that I was very unhappy with the lack of communications regarding this matter. He told me he would definitely contact me later that day to resolve the problem.Since Jan 4, I have additional emails and texts to *****. On two different emails * texts he stated he would get back to me later that day. I have had no communication or explanation from Harpers. There has been no attempt to resolve or reschedule my job.

    This client has been embattled since day one. We have agreed to return his refund and cancelled all production on products. He refused to let the electrician to work as well. We had been in contact with him through the entire time. He was influenced by an online post of someone he doesn't know to cancel.

    I sent a certified letter to Harpers 1980 that was sighed for on 2/3/24. This letter stated I wanted to cancel my contract and receive a refund. ********************* also acknowledged by email that he would refund my money and he had 30 days to do this. The 30 day period has passed. I have sent several emails to ********************* @ Harpers and am not getting any response.

    According to the terms outlined in the contract, the work on the hurricane blinds was supposed to commence and be completed in December. Regrettably, this deadline was not met, and it is apparent that Harper's has not fulfilled its end of the contractual agreement.Despite our attempts to communicate via email and phone calls, there has been a lack of responsiveness from Harpers. *****'s decision not to return our calls further compounded our frustration and left us with no alternative but to take action to protect our interests.In good faith, we provided a deposit of eleven thousand five hundred dollars on our Amex card. However, due to the company's failure to meet the contractual obligations, we initiated a dispute with **************** in January **** and successfully reclaimed our funds.Furthermore, we must express our disappointment with the unprofessionalism displayed in the bulk email quoting *******************. Such communication lacks empathy and fails to address the serious concerns raised by customers like us who have entrusted Harper's with a significant project.We urge Harpers to review this matter promptly and take corrective actions to ensure that future clients do not encounter similar issues.

    This client canceled after product was ordered and awaiting for manufacturing. They have been refunded and product has been canceled. Just like most competent and legitimate companies, we are behind in the installations. Anyone can look at our permits pulled and see we are installing.

    I signed a contract to have storm shutters installed in April 2023. They said it would be **** weeks. They just keep passing the buck blaming everything on product and staff. The electric has all been done for the storm shutters. They have $6000 of my money they cashed the check last April that was a down payment I had to make.Is there anything I can do?*************************

    02/20/2023 Deposit of $2500 Contract signed to have pool cage constructed by October 2023 After reaching out over a dozen times since September 2023 to see when we were scheduled, we were told that it would be sometime after the first of the year 2024.We sent another email on 1/12/24 to both ***** and ****** Harper asking if they still wanted our business because we were frustrated! No response! We physically went to business on 1/16/24 and spoke to *******, ****** son-in-law and he said he would have ***** call us!!No response..We want our deposit back and have hired another contractor.

    Back in July 2023 we signed a contract with Harpers ****. We gave them a 50% deposit for hurricane shutters. That deposit totaled $1945.00. With a promise to install of **** weeks. That time came and went and when we contacted *****, the owner he continued to lie to us about why I did not have my product. After a couple of months he stopped responding to emails and texts and phone calls. My husband had to contact him using an unknown number and he answered on the first ring, gave him the run around and promised they would be installed next week. Of course that never happened and he stopped responding to him. This has gone on for almost 7 months. In December is promised he had our product yet could not prove it. He told us he could install it in a few days and of course he never showed up. He has yet to show us the product and when I requested a refund he said no at first, then agreed. After a week I texted him regarding my refund and he said he wanted to take 5% fees out from it. After arguing with him over it I finally agreed, then he said I would need to send him a certified letter first and that he had 30 days. This company is a joke, so many negative reviews all over the place. I was patient and ***** has ignored me and lied to us for months on end. Hes rude and I have the messages to back it up.

    Signed a contract on june28 2023 for hurricane shutters and screen.. told ***** weeks. Gave deposit of ******* two neighbors highly recommended.. they rarely return calls told shutters might be done thanksgiving.. now not returning calls or emails my hoa have approval weeks ago..

    I have spoken, return texts, and emails with the client. Even as of this week, I spoke to her onphone and gave her installation time frame. She was content. Within the 1/2 hour later, she texted me for an installation date or refund. Yesterday, 2/22/24, we spoke again and it was the same conversation. The date is set. This client contacted me 37 times in two hour timeframe. This will be settled.

    As I have clearly stated prior, up to 36 contacts a day from this client, internet postings and such, when we had an installation date. 

    We were scheduled to install and the client said she was out of town. Ordered us not to come to the property.

    Then we received notice that the money was retrieved by client, which was expected. 

    For clarity purposes, a date was set for Feb. 27, on that day she said she was out of town.

    Harper did my shutters and screen measurements back in
    June.. its listed on my contract and my association approved.. he sent out
    to young kids with ladders in unmarked truck and small wagon behind.. to do
    measurements which were done on 6/28/23..  I can send u contract with all
    measurement..  his first promise was  November 27 and things went downhill..
    I was forced to to call my bank. As for me reaching out, I have never contacted 30X a day. As long as the bank allows me to keep my money (after the 60 day time frame to be sure he does not fight the dispute with them) I will be happy and moving on from this business.

    I am a builder in **************.I contracted with them for H*7*1*4***4*7*9*4*8H H*1*5*2*0*4*4*2*7***0Hs for new construction 10 months ago.They cam and installed 70% of the work * months ago and said they would return in a few weeks to complete the work.They have been paid most of the money saying they were having trouble getting paid and wanted everything when they showd up - I gave them the 70%.It has ben * months now and they keep saying the items are on order and dont know when they will be in. Now they won't return my call from any number. I can't get a c/o for home without iit.

    I entered into a contract within 2 weeks after hurricane *** for tear down and replacement of our pool cage/screen. They were given a $4000 deposit so we could be placed on the list for the job. ********************* from Harpers has been telling us all along that we were on track for October install. That is when he would return our calls or messages, which wasnt often. It is now mid December and of course the old cage was torn down and scrapped but we have no replacement. He acts as if we have no right to question him about anything, and if we do hes only going to make us wait longer. Hes even said that. Well Ive had enough of it and am looking for a recourse. I know he did get the permits per the county. My feeling is that he underbid the job and he knows it. Addendum to yesterdays filing of thisHe contacted me this morning to say he would start project on 1/27/24. Im not very hopeful he will follow thru but we will see. Please advise on this

    On 20 July 2023 I reviewed quotes from a number Hurricane Blind installers and decided to contract with Harpers **** due to them quoting the best price. My research showed they have a BBB D+ rating but the salesman I spoke to [*********************] who seemed honest, stated it will be installed in the first week of October 2023. In addition, it appeared as though the quality of the product was good based on other internet reviews. I made it abundantly clear that the installation needed to be completed during our stay at the home from **** October 2023 and ***** guaranteed it would be done. I then paid them 50% of the cost [$4,950] as required. On 20 September 2023 I received an e-mail response from ********************* stating that he remembers our conversation about the hurricane blinds being installed in the first week of October and that he will have ***** contact me. This was in response to me contacting the company and not receiving any updates from the company regarding the installation date. On 3 October 2023 I received a text from ********************* [President/Managing ******* stating we were "3 weeks out" from installation. On 17 October ***** texted me stating the installation will occur "next week". I have attempted numerous times to make voice contact with ***** to get a clear answer on when the product was ordered and when the true installation date will occur. On 25 October ***** texted me stating the installation will not occur this month and that he does not have a firm date. In addition, he stated that if I cancel the order, I will be charged for the product that I have not received among other costs. ***** also promised to call me but that has been told to me many times with no contact being made. Two remedies exist, full refund of the $4,950 or I pay a property manager to be here for the installation so they can have access to the electrical panel. ****** should reimburse me for the cost. I am concerned about the honesty of this company and do not believe what they say.

    We contracted Harpers a year ago to replace our pool cage. ********************* took our deposit and said it would be a year. We were ok with that since Hurricane *** had so much damage in our area. A month ago we contacted them to define an installation date. No one returns calls,texts or emails.They have thousands of dollars of our money for down payment and no date for our cage installation.Please help us.*************************

    As with many companies, we are running tight schedules due to many issues. As I promised on signing, that the installation timeframe may fluctuate. I have responded to texts and I spoke with the client. As I told them, they are in line, most likely December. If there was going to be any change in this, they would be notified. 

    On a side note, the hurricane protection was installed in a timely schedule. We will do the same for you on the cage.

    I called multiple times and texted!

    ***** called me briefly and said he left an important meeting because I mentioned asking an attorney for guidance.

    I told him he said a year last October when we gave him our deposit. He told us when he did our two neighbors, we would have ours done too. Our neighbors are completed and he ghosts us.

    I do not have an installation date and do not trust whatever he is saying. I asked for a date and no response. My claim is not closed
