I received a letter that showed on the front above my name in bold red print, "SECOND NOTICE, and in bold black print, "Important Document Enclosed." I was very concerned with this verbiage, so I opened the envelope and found a one-sided, envelope-sized card that showed '2025' in the same typeset used by the *************** on income tax documents. Additionally, next to the '2025' on the top line of the card, it showed, "2025 BENEFIT INFORMATION FOR MICHIGAN RESIDENTS." Directly under that were the statements, "Review Benefits -> Verify Information -> Respond by 7/2/2025." Under this were boxes for Name, Address, Spouse Name, Age, Address, and Phone Number for me to complete. At the bottom right-hand side of the card was, "IM**RTANT - Complete and return this postage-paid card by 7/2/2025." Under that was a paragraph that claimed "As a resident of ******** resident, you are entitled to more benefits not provided by government funds." There is no mention anywhere of the company name. The return envelope is addressed to "Distribution Processing Center" with the ** box I provided you. As a senior citizen, I found this confusing and deceptive.Business Response

I am rejecting this response, and the following is my reasoning:Thank you for your prompt response and for opting me out of future mailings. I appreciate your willingness to address my request in that regard. However, I must express that your response did not address the core ethical issue of my complaint, which is the deceptive nature of the mailer I received.
As a senior citizen, I found the presentation of the mailer to be highly misleading. The front of the envelope displayed "SECOND NOTICE" in bold red print and "Important Document Enclosed" in bold black print, which immediately created a sense of urgency and concern. Inside, the card prominently featured "2025" in a typeset identical to that used on U.S. Government income tax documents, alongside the statement "2025 BENEFIT INFORMATION FOR MICHIGAN RESIDENTS." The instructions to "Review Benefits -> Verify Information -> Respond by 7/2/2025" further mimicked the language and format of official government communications. Additionally, the card requested personal information such as my name, address, spouse’s name, age, and phone number, with no clear indication of your company’s identity or purpose.
This design and wording led me to believe that the mailer was an official notice from a government agency, which it was not. The lack of any company name or clear branding only added to the confusion. The statement at the bottom, "As a resident of Michigan, you are entitled to more benefits not provided by government funds," is vague and does nothing to clarify the true nature of the mailer. The overall effect was deceptive, and it caused me significant distress.
While I appreciate that you have opted me out of future mailings, this action does not address the deceptive practices used in the design and distribution of this particular mailer. I expected your company to acknowledge the misleading nature of the material and to express regret for the confusion and concern it caused. Simply opting me out of future communications does not resolve the issue at hand, nor does it demonstrate accountability for the deceptive framing of the mailer.
I urge you to take responsibility for the way this material was presented and to reconsider your marketing practices. Transparency and clarity are essential, especially when targeting vulnerable populations such as senior citizens. Misleading consumers through deceptive design and language not only damages trust but also raises ethical concerns.

We have responded to your complaint and are disappointed
that it does not meet your satisfaction.You have been added to
our Do Not Mail List effective 6/24/25 and removed from OUR client’s future
mailings.Our clients are not in the practice of mailing to customers
who do not want to receive their mailers, as it costs them money. Once a customer requests to be added to OUR
Do Not Mail List or optout online, this is done in a timely manner. Many mailers look the same so it is
important to note that opting out with us will only prevent OUR client’s
mailers from being mailed to you. It
will not prevent you from receiving similar-looking mailings from the hundreds of
other companies mailing for such offers.
I would advise you to register with a National Do Not Mail Registry to
ensure you are blocked from receiving all similar mail.You have been added to OUR Do Not Mail List and will not
receive any additional mailings from OUR clients. I encourage you to follow up with the

“best fit” for their needs.
We often
utilize generic design and basic form elements to help facilitate the intake of
important contact information in a limited amount of space, but these designs

I am rejecting this response because:
It does not address the core concerns outlined in my original complaint and
subsequent correspondence. Your response fails to acknowledge the deceptive
nature of the mailer I received and, instead, shifts responsibility to external
factors, such as suggesting I use a national Do Not Mail registry. This
approach does not absolve your company of the responsibility for sending
misleading materials.
As previously stated, the mailer's design was highly
deceptive, particularly for a senior citizen like me. The bold red "SECOND
NOTICE" and "Important Document Enclosed" on the envelope,
combined with the use of a typeset mimicking U.S. Government tax documents and
phrases like "2025 BENEFIT INFORMATION FOR MICHIGAN RESIDENTS" and
"Respond by 7/2/2025," created the false impression of an urgent,
official government communication. The absence of your company's name or clear
branding further compounded the confusion, as did the vague claim about
"benefits not provided by government funds." These elements were not
addressed in your response, nor did you express any regret for their misleading
impact. I am NOT confused I was misled.
Your suggestion to opt out of future mailings via a national
registry places the burden on me, a consumer, to avoid such deceptive
communications, rather than addressing your company's role in creating and
distributing them. This is unacceptable. I expected a response that
demonstrates accountability, including acknowledgment of the deceptive
practices and a commitment to revising your marketing materials to ensure
clarity and transparency, particularly for vulnerable populations.
A meaningful response would include a clear apology for the
deceptive design, an explanation of how your company plans to ensure future
communications are transparent, and confirmation of your identity as a
business. Without these, your response remains inadequate. I urge you to take
immediate steps to rectify these practices and prevent further confusion among
recipients.

Two pieces of mail received claiming NC residents are entitled to "extra benefits," without any mention of the company name. The return envelope is simply addressed to "Distribution Processing Center" with a PO box. There is even a red 'second notice' on the form with a ' return by' date of 6/5/25! We are not required to do this, but we built the site so that consumers could easily opt out of all mailings we do on behalf of our clients. We even go as far as providing them information to opt out nationally. Distribution Processing Center provides mail services on behalf of commercial entities that market legitimate products and services to the general public. We mail for many insurance companies and agents. Our mailers are required to be generic and not reference any specific plan information because we are not sure at the time of mailing which company/agent will receive the returned lead. So, by law we are required to be generic in our messaging. Also, since we are not the licensed insurance agent we cannot talk about specific plans. We mail generically and then forward leads to agents who are interested in buying leads in the geographic areas in which leads have come in. That is also why there is no insurance company/agent listed on the mailer as it may not go to that company/agent. When we are talking about new benefits, we are referring to the many new plans that come out each and every year. For example, there recently has been a new plan that will cover up to $ ********* in funeral expenses. This plan was not around in previous years. Again, since we cannot be specific to a plan we have to speak in general terms.
It is not our desire to send mail to anyone who wishes not to receive it so first and foremost let me apologize for any concerns our mailings have caused you.
