A very aggressive door to door sales person from *** came by with his manager walking past a (please no solicitation sign. When I said I was not interested, he would not take NO for an answer and kept asking to talk about how high duke energys prices are. When I asked if he saw the sigh, he claimed he was illiterate.Spent another 2 min arguing as to why he should be able to come into our property.Very pushy company and rude , aggressive sales practices.I felt unsafe.

We are extremely sorry to this individual for any inconvenience or frustration he may have endured because of our representatives. We value and respect the privacy of all homeowners and strive to ensure all of our company representatives demonstrate those same values while interacting with potential customers. As such, we have taken appropriate action with these particular representatives to ensure that this kind of situation never occurs again. Further, we have input this specific neighborhood and this homeowner into our internal database to ensure that our representatives no longer visit that area. We again are very apologetic to this homeowner and promise that we have taken every precaution to avoid this type of situation in the future.

I am rejecting this response because:
This company has shown that they will intrude and invade peoples property to push their unethical solar panel contracts.

      I reject this apology, because

      1) They seem to have had many complaints predating my interaction with them.

      2) The sales person who came to my door had his supervisor / trainer with them at the time of the incident.

      3) *********** provided no documentation or proof of any of the actions they said they took.

      Thank you

On 5/28/25, contract has the wrong date.I made a business transaction with a representative from Top Tier for solar panels. Seveal days before another sales person solicited the sales and an appointment was made Unfortunately, I listened to the sales person as he explained how it would be beneficial to switch and with everytjing he told me, I was convinced. Sfter filling in my info I signed as he scrolled, trusting the info he gave verbally. Payments of 363 starting 90 days after completion of city/electric company and other approvals..But they wanted to put the panels up the next day which would be 5 days before we could cancel, only because my wife asked. But they promised they had everything completed to move forward. So I let them put the panels up that Friday, the 30th After receiving the contract through email, everything wss different .Payments would go up in 16 mos to $513 if no voluntary payment of almost $21,000 was made based on a tax cut if we used a certain amount of energy, which was not explained correctly. We called to cancel but were told we couldn't because the panels were already installed. After that we decided to stop bank draft, stop access to our utility company , and told them we were not moving forward, sent back the checks they sent that promised an additoonal 90 days for first payment beginning 11/30/***** more responses. Two weeks later, the finance company tried to withdraw a payment but it was stopped due to our decision not to continue. This company is horrible! They deceive you with pay later, with a check. And quick installation to go ahead and start saving on our electric bill, so they said. But it takes sometimes 90 days to actually complete everything as we found out after calling the manager and she came clean But never answered anymore after we decided to seek legal help. We are pursuing legal help because we are stuck with panels on the roof and a finance company eager in getting payments before the promised 90 days.Wrong!!!

Mr. Hart met with a Top Tier representative on May 27, 2025, and signed the contract and completed the Welcome Call at 11 a.m. that morning. The installation was then scheduled with Mr. Hart for May 30, 2025, to which he agreed and allowed. He could have cancelled at any time up to that point. Further, at the time of sale, Mr. Hart conducted a Welcome Call with Top Tier where he verbally agreed to understanding to multiple factors regarding the system and project - much of which are listed in his complaint now that he is claiming he was unaware of. We attached the Welcome Call for reference. On the call, the representative clearly asks Mr. Hart if he understands that the solar loan payments will reamatorize 16-18 months and the payments will increase and future payments depend on making a payment toward the loan to which he verbally agreed “Yes.” They also ask if he understands that the sales representative is not a licensed or professional tax advisor and that neither Top Tier or the representatives guarantee any information regarding the federal ITC and that we are not a third-party finance company, all to which he verbally agreed “Yes” as you can hear on the call. All of this was explained to Mr. Hart at the time of sale and was clearly outlined in the contract he signed. We are always more than willing to help our customers and resolve any concerns, but the concerns outlined in this complaint by Mr. Hart are just entirely untrue.

I am filing this complaint to report misrepresentation and deceptive sales practices committed by Top Tier Solar Solutions, LLC, in connection with a solar proposal presented to me at my home in *********, **, on 06/27/2025.SUMMARY OF ISSUE A representative of Top Tier, Mantise ******, presented me with a proposal agreement for a solar installation system. I made it clear that I needed time to review the documents before committing. The representative told me the document was:- Not a binding contract,- Merely baby caches/locks in the proposal price," and - That a real purchase contract would follow after a credit check.Despite these repeated assurances, I later discovered through their online portal that I had been marked as having accepted and signed a full contract agreement.. At no point was this presented as a binding transaction, and I was actively discouraged from reading the full document before signing.Further, while I was reviewing the proposal on the reps ******* I witnessed a pop-up message sent to him from another team member stating something to the effect of: Just break it down for him and get him to sign. MY POSITION I believe this interaction violates consumer protection law under:- The ** Consumer ******************* Act and - Federal truth-in-lending principles that require clear and accurate disclosure of contractual commitments and cancellation rights.I formally canceled the contract via written notice and requested official acknowledgment that:- No contract is enforceable,- No cancellation penalties (including the 30% termination fee) will be assessed, and - My account is closed with no outstanding obligations WHAT I AM REQUESTING - *********** investigates the sales practices of Top Tier Solar,- My complaint be recorded and reviewed for patterns of consumer deception, and - Written confirmation that I am not bound by any agreement with Top Tier Solar Solutions due to misrepresentation and lack of informed consent.

This project was successfully cancelled out on Monday, June 30, 2025, after we received this complaint and the mailed in Request to Cancel. We would like to clarify the claims made in this complaint as most of them are inaccurate. This individual signed an installation estimate with Top Tier for the solar system. They did not finance the system with any institution or put any money down - so there was no payment exchanged that locked them into the contract. In order to move forward, they would have had to either obtain financing to show proof of payment for the system (which they hadnt), or put 10% down for the cost of the system (which they hadnt). As such, we could not have installed the system or moved forward in any way, and they were not locked into any agreement in any capacity. Further, there was NO violation of the Consumer Credit and Protection Act as 1. this customers credit was never pulled and no financing or financing terms were taken out on his behalf, and 2. the installation contract could be cancelled at any time, and 3. all of the terms and conditions stipulating this were outlined in the Terms and Conditions section of the signed agreement, in addition to being reiterated on a Welcome Call that this customer completed. There was no wrongdoing in this transaction with this customer any regard. He signed the agreement to obtain the proposal with Top Tier, but again, we could not move forward in any capacity until any type of financing was decided upon by the customer. Again, this customers project was cancelled successfully and without any penalty. We reject all claims from this individual that any misrepresentation and deceptive sales practices occurred because what he was told and what occurred was the truth in the case for this customer. We have a copy of the signed agreement with the Terms and Conditions included, as well as a copy of the Welcome Call completed by this customer if requested.

I appreciate the acknowledgement that my project was cancelled and that I was not charged any penalties. However, I cannot allow the rest of Top Tier Solar Solutions response to go unchallenged. Their statement is a carefully worded deflection that attempts to rewrite the nature of the agreement I was pressured into signing, an agreement that their documentation contradicts.

Attached you will find my full response (BGILBERT UNABRIDGED AND OFFICIAL RESPONSE.pdf), as well as the contract and screenshot of Top Tier Solar's internal classification of the project.

This individual is not a customer of Top Tier any longer and is not doing business with us. We reject any claim that he was "pressured" into signing any contract as we have a recording of him verbally accepting all the terms and conditions of the project on a Welcome Call and his signature on the contract. Despite that, we have cancelled out his project and he is not a customer any longer. We do not have anything else to say in response to this individual who is not a customer and seems intent on making libelous claims against our company.

I feel compelled to share our experience with Top Tier Solar Solutions, and unfortunately, it was anything but professional. A representative came to our home and, despite us clearly stating that we were still evaluating multiple solar providers, he insisted on pushing the paperwork right then and there. We felt rushed and uncomfortable, and he would not leave our property until we signed an agreement something we now deeply regret. He repeatedly assured us that we could cancel "anytime" without penalty, which turned out to be completely misleading. Only after signing did we discover theres a 10% cancellation fee buried in the fine print something that was never mentioned during the conversation. It feels deceptive, especially given the high-pressure tactics used to get the contract signed in the first place. We trusted that a solar company operating under the name Top Tier would reflect integrity and transparency, but sadly, that was not our experience. The whole situation left us feeling taken advantage of and disrespected. No one should be pressured into signing a long-term agreement on the spot, especially under false pretenses.I strongly urge others to read the fine print and take the time they need to make an informed decision no matter how persistent the salesperson is. Trust your gut. If you feel uneasy, youre probably right

      ******,

We're sorry to receive this review, especially after we informed you immediately that that cancellation fee was not due and was sent by error by our system. However, though you specifically do not owe any late cancellation fee, it is written in the Terms and Conditions of the contract you signed that should you cancel outside of the three-day right to rescission and within three days of installation, you are responsible for products procured for your system, materials, labor, permitting, and other financial costs accrued to get the system to the point of almost installation. That is directly in the Terms and Conditions. While we did waive this for you specifically, you did choose to cancel sixteen days after signing, and it is standard practice that a company would then seek payment for the work done on a project up to that point. That is not "high pressure sales & hidden fees" as you indicate as it is explicitly outlined in your contract and further, you did not have to pay anything.

We have solar panels on our roof and cant even use them and the bank wants the money even if they dont work is a joke. We have been since January with panels on the house and havent even got an inspection yet or turned on and since January not one person from top tier even has called. Its been well over 90 days I feel its a breech of contract since nothing has happened.. at this point I dont want to pay for something we cant even use. Just come get them and stop the payments is the way I feel!!! The information wasnt correct on getting these up and running. Iam going to talk with a lawyer about it. Top tier should make the payments until its turn on or you come get them and repair the new roof that we just had put on before they were installed.

We're sorry to receive this review as Ms. Cosner is a valued customer of Top Tier. However, the system successfully passed inspection on Monday, June 23, and we are awaiting Permission to Operate from the utility company. Unfortunatley, because the inspection is done by the local jurisdiction in which the customer lives, the inspection is scheduled within the confines of their calendars and Top Tier has no control over that. Thankfully, it was scheduled for June 23 and it did pass. Additionally, the same is true for the utility companies to get Permission to Operate. While the system did successfully pass inspection, we are now waiting on the utility company to grand permission to operate. We submitted it to Potomac Edison on Monday, and are just awaiting their permission. However, due to the inconvenience, we will reimburse Ms. Cosner for any panel payments she's made on her system up to this point. Those will be sent via FedEx to her residence mailed out today. We do apologize for the delay, however, it is not on behalf of Top Tier. It is due to municipalities outside of our control. But we are working as quickly as we can to get this completed and will gladly reimburse Ms. Cosner for any panel payments that she's made until the system receives Permission to Operate.

In 2021 we bought a lot and had a home built. We moved in around July. After being there a few months, we were approached by a representative of a new company named Top Tier Solar Solutions. As a family, we has just spoken about solar so it was right timi g for them. They started to promised us things like a backup battery, solar credit from the city/utility company along with many more benefits. We liked what we heard and decided to go with them for our solar needs. After they started work, we had multiple issues with them messing up things and installing things incorrectly. No backup battery and our city utility does not buy back solar. It took 3 years to get our solar working and it's still not proper. We also have had a roof leak 4 separate times from the solar. It is leaking again now. They admit to everything and then promise to help and make it all right but we have to go way out of our way to get it and still get no where. They've promised checks many times to help "fix" the 'buy back' lie and we have yet to get anything. Four years in I have a brand new home with a molded and leaky roof down into my bedroom and am paying MORE than what we were told for equipment and service we dont even have or doesn't even work. We have even had many city and utility representatives telling us they lied and screwed us as well as some other people. We were one of their first ********* and while we tried to stay loyal and back a local business, they lied and continue to allow more damage to happen and leave me stuck with a lie.

We are sorry to receive this complaint as Mr. Owens is a valued customer of Top Tier. We have tried to contact Mr. Owens and his wife multiple times to schedule a service to conduct any necessary repairs, but cannot get ahold of the. Attached are screenshots of our Service Department's attempts to contact him regarding scheduling a service appointment. If Mr. Owens would answer our calls, we would be able to schedule a technician to go out to his home to address any and all concerns regarding the system. Further, once we are able to diagnose the problem properly, we can address reimbursements for Mr. Owens for any inconvenience of the system being down or damage caused. We just need him to communicate with us and we will be able to help resolve this issue.

6/13/25 Two younger salesman going door to door. One with lighter skin, curly blonde hair and glasses Knocked on the door and woke up my 4 month old child. Asked if he read the No solicitation or Loitering signs to which he didnt care and said he had already talked to the neighbors when trying to explain what no solicitation means he got smart and said that it only applies to prostituition and continued to get loud and cut me off while my child is screaming and crying. Said he needed to learn what the sign meant and to get off my property to which he replied to make it bigger while bragging how his mother is an attorney. While this was going on the other guy runs over from talking to neighbors like he was going to fight or something. Almost called the law to remove them. Completely unprofessional and confrontational.

I am rejecting this response because: This is the same BS response to an ongoing issue. You as a company are responsible for your representatives. When you have these guys going around not even dressed in a uniform, carrying around a badge/id with no name or picture going around to peoples houses with posted No Soliciting signs and getting confrontational when you try to explain to them what no solicitation means, that is a reflection of how you run your business. This means you train your guys to disregard posted signs and to disregard a persons commands to vacate the property even after telling them NO. Not to mention the lies when asked if he was selling a product or service to which he replied No. On top of all that the unprofessional customer service representative that wouldnt put in my complaint and when told she was being recorded also she stated she did not consent to being recorded and asked me to stop and when I explained that VA and NC are both single party consent states she hung up in my face. Very unprofessional and very shady  business practice. If thats how you operate as a business then keep your business in ***

We're sorry to receive this review as it is never our intention to make any homeowner feel this way. As they are independent contractors, we have no control at all times over where and how they conduct their jobs. However, Top Tier representatives do wear identifying items and so this individual does not need to answer the door should another representative happen to approach your property. We have alerted our ********** not to go in the area, but that is all we can do.

My friend referred a TopTier employee ( or contracted employee) on or about June 4, ****************** about solar panels. I agreed to speak with them I kept repeating that I was only listening to them and would take a few days to think about it. The person who came kept repeating that he was only doing a proposal. I would repeat I wasnt agreeing to purchase anything. 2 days later another person came to my house unannounced with a wall pad , I told him I was just thinking about it had not agreed to buy. His response was that it was just doing could get familiar with the process to help with my decision. I told him several times I was only considering and hadnt agreed to purchase. He responded that it wasnt a problem that they were only working on the proposal and I could cancel the entire thing up until 3 days before install which was at least 6 weeks out. He then said they would be in contact to see what I decided to do in a few days. Wednesday June 11, 2025 I text the lady who was preparing the proposal and told her I felt uncomfortable with some of the things they were asking for since it was a proposal and wanted to cancel. Yesterday June 12, 2025 I got a call from another person ***** ******** telling me I have a $3600 cancellation fee because they had done a lot of work for me. She stated that I only had 3 days from the people coming to my home to cancel even though both men that came said 3 days before install. TOP TIER SOLAR SOLUTIONS. Company comes by saying they are ***********. Then proceeds to threaten me because I said their company is a scam. I've built solar panels from scratch and these early 20 year old guys came and threatened me on my own property saying they will be back. Claiming they are duke energy is wild and should be audited as well as not leaving someone's property when they say get off. Also their ****** reviews are loaded with bots because there's no way they are getting that many 5 star reviews. PLEASE AUDIT

We're sorry to receive this review as it is never our intention to make any homeowner feel this way. We have alerted our representatives to avoid this general area where this individual resides. However, Top Tier representatives do wear identifying clothing and so this individual does not need to answer the door should another representative happen to approach your property. Further, our ****** is not filled with bots - just happy customers and people who work with us. We're sorry for any inconvenience.

I am rejecting this response because:
They will continue to come back and told me to not answer my own door. How narcissistic of a business. For their own employee to threaten me on my own property is un fathomable. And also say he may come back. I do not accept this.

We do sincerely apologize if there was an inappropriate situation that occurred as we do not condone that behavior and it is not representative of Top Tier or our standards.  As they are independent contractors, we have no control at all times over where and how they conduct their jobs. We have alerted our ********** not to go in the area, but that is all we can do.
