I have been getting notices from Statewide Tax Recovery LLC a few times now. I call to get clarification on what is truly owed, if any. Every time I call I am told I am the next in line in que but after 10 minutes a recording comes on for me to leave a message I have left a message along with my DB# and phone number 3 times and waited for over an hour no return call. If I am always the next in line it should not take more then 5 minutes for a call back. I has now been 3 hours and no call back.Business Response

I have been contacted by the business to pay taxes for a town I no longer live in. I sent them two emails informing them of this, to which I received no response. I then used the chat feature on their website with one of their employees. He told me to send proof of address documents to a specified email address and my account would be put on dispute while they were sent to the client for exaltation. I sent the required documents and have yet to get a response, but instead my account is listed as active and they sent me another letter demanding payment. I have made multiple attempts to contact and the issue is not being resolved.Business Response

All documentation you have sent has been received and has been uploaded to our system and sent out for exoneration review. At this point, we are waiting on the taxing authority to provide the authorization to close the accounts. Until then, your account has been placed in a state of dispute, halting collection efforts until this has been resolved.Initial Complaint

Accounts have been placed with our office between 2019 and 2021, and numerous notices have been sent to the address on file for the account. In total, 53 separate notices have been requested and sent to the address on file, provided by several tax jurisdictions regarding the delinquent local taxes. Additionally, several of the notices, including the attached notice, breaks down an itemized table of the accounts for reference. As it pertains to state authorization or court orders, Statewide Tax Recovery is able to garnish the wages of delinquent tax account holders due to Section 702 of the Local Tax Enabling Act of Pennsylvania. If you have any questions regarding the information stated, you are welcome to contact our office at ###-###-#### or email us at [email protected]. If you feel that you are not responsible for said tax accounts, please provide documentation that proves you do not owe them, and our Dispute Specialist will review for possible exoneration.Customer Answer

Upon reviewing the accounts in question, Consumer #*******, ***********************, has four open accounts in our system, placed in February of this year. These accounts were placed by ******* Valley School District and *********** Borough for outstanding 2022 Occupational Assessment and Per Capita taxes. Please be aware that these taxes are not related to property taxes and are not part of your escrow, which is a common misconception. These are typically delivered during the spring and summer of the taxing year and give you until the end of the year to pay them. When they go past the due date, the taxing bodies send them to us to collect for them. If these taxes have indeed been paid already, we would need to see proof of payment to submit to the school district and borough. If you have any questions regarding the accounts, balances, or additional details, you can call our office at ************** or send us an email to [email protected].Initial Complaint

I had received a door notification of owing taxes from Statewide Tax Recovery last year (2022) with no further information. Shortly after, I received a phone call from an unknown number, followed by a voicemail that was only partial and again regarded owing back taxes; however, the voicemail did not identify who the caller was. I called the number back several times with no answer and proceeded to leave a voicemail with my concern and requesting a call back, which I never received. In February of 2023, I received a vague letter from Statewide Tax Recovery, reading a specific amount of tax I owed with a detachable stub for a check and options for payment online or via phone. The letter did not identify what the amount was specifically for, such as per capita, income, local service etc., nor the organization/institution I owed tax to. I received another letter on 3/22/23, which was dated 3/17/23, with a coercive message to pay the amount within 10 days or my wages and assets could be garnished. Finally, a client, account number, and tax type were given. After contacting my CPA, **********County Tax Bureau, and the tax collector, everything was finally clarified. I was told West Shore School District ceased per capita tax in 2019, but in 2017 for the area I lived in it was $16.50. A late penalty of $25 was applied followed by a $50 fee by Statewide Tax Recovery for coming and hanging a door notification. I paid immediately, after confirming the legitimacy of the above company. Overall, Statewide Tax Recovery's actions are unethical, given this was a tax from 2017 and I was not even notified until five years later. The fact that no specific information regarding the owed tax was given until the final notice, alongside the impossible task of reaching or speaking with someone, appears as though this company intentionally delays notification to charge the additional fees. This company should be heavily audited for scam-like practice and poor ethics.Business Response

Looking at the historical events on the account in question, notices were sent to the consumer as early as 2019, immediately following the placement of the account in our system in October of that year. Those notices were delivered with no notice of mail return. After two years worth of notices and phone call attempts, a notice was sent, informing the consumer of the impending distraint (door notice). After continued absence of contact, the distraint was issued on 10/29/2021. Our notes indicate a number of contact attempts via notice and phone call. All voicemails are reviewed by our staff and returned the following day, as per our company policy. I moved to the state of Michigan in August of 2016. The Cressona tax collector continued to charge me a per capita tax for years following my move out of State. I've been trying to have the issue corrected for the past 6 and a half years. On multiple occasions throughout the years, I have provided Statewide Collections and the local tax office with the necessary proof of my residency change. Statewide Collections refuses to acknowledge that I do not owe them taxes from 2017-2022 and continue to send me mail trying to collect. Today I once again called them and had a three-way phone conversation with a gentlemen named ***** and a lady from the ********** County courthouse. In that discussion, the clerk from the courthouse acknowledged that I do not owe the taxes and stated that they do not forward any information over to Statewide Collections to close out this matter and that it is between them and me. Statewide is not accepting reasonable proof that I did not reside in Cressona, PA during the period they are claiming I have owed taxes. I provided them with my first year's lease agreement, two driver's licenses I had during my time in Michigan, as well as a letter from my rental company stating that I lived there from August 2016 through February of 2023. They are now trying to get me to provide them with more sensitive personal information that contains my social security and income information. I'd like them to stop harassing me over these fraudulent charges that they are not entitled to.Business Response

After the conversation on 3/3/23 with our agent, the account was immediately moved to exoneration and closed in our system. We are showing no active balances for ******************. No one in our office refuses to process your proof documentation. There is a procedure where it needs to be reviewed and approved for exoneration. Additionally, we do not control the tax role for Schuylkill County. We are unable to make them remove you from their records. I have taken the proof documentation you provided and updated your account. Our Dispute Specialist will reach out to Northumberland County to get those resolved. Please understand that our company did not garnish your wages. We have no open or closed wage attachment started for your account. It's possible you are mistaking us with ********** or ******** ***********. Our records indicate that the only money we have received towards your accounts was an online payment you made on 03/16/2022 to pay off your taxes dated prior to 2021. Additionally, we do not report outstanding taxes to the credit bureau.
Once the county reviews your documentation, you will have your account exonerated and removed from our system. If you have any questions or need any additional details, please feel free to give us a call at **************.

Good morning,
Accounts for 2015 to 2021 were sent to our office by the ******* Area School District. Since sending numerous letters, we have not received any contact from you regarding the dispute of the taxes. I can see in our historical notes that no phone contact was made regarding the accounts. Our team members are all trained to provide exoneration information when they are presented with disputes. Based on the case presented, it appears that ******* Area School District still has you listed on their tax roll. You would need to be removed if you no longer live there. I would encourage you to contact them directly and inform them of your current primary address.
From our end, I can see that communication was made with your employer this morning, explaining this proof process as well. Please send any and all proof documentation to the contact provided to your employer on this morning's call, and we can get the exoneration process started. If you have any questions, you can contact our office at **************. When you reach a team member, you can ask to be transferred to the garnishment team. They will help get you squared away.

I received a letter in the mail today stating I have unpaid taxes in collection. I have never received any prior notice of unpaid taxes and my name is spelled incorrectly in the letter. I verified with my mortgage company that all appropriate school taxes were paid from my escrow account. There isn't even an indication of what year these taxes are from. The misspelling and lack of details make me highly suspicious of this letter.Business Response

Good morning,
I have reviewed the accounts associated with this complaint. It appears that your name was turned over to our office with that missing "L". We have double-checked the information and have verified that you are the account holder for the taxes in question. The two taxes that are owed are for the 2016 ****** County Per Capita tax and the 2016 Selinsgrove School District Per Capita tax. These are local taxes. These are not the same taxes that are paid out of your escrow account. These taxes come in the mail each year and are paid directly to the tax office. If you have any questions about these accounts or the letter you received, I would encourage you give us a call at ************** to get more information.
Thanks!

I am rejecting this response because:Thank you for the number. I called and was informed that Statewide received notification of my $9.80 per capita delinquent tax in 2017. I was also informed that the only documentation of prior notifications sent to my house regarding this unpaid debt occurred on 12/2022 - when it was time to send this for wage garnishment. On the Statewide website, it clearly reports that notice of wage garnishment is sent after I fail to pay delinquent taxes/fees and have not responded to prior notices that have been sent to me. There is no other notification on record in Statewide's files. If I had wanted to arrange payment earlier, how would I have even been able to do so? Instead, these taxes accrued additional fees over 5 years which now Statewide says I am responsible for. I do not dispute that I owe this delinquent per capita tax, but Statewide did not make a good faith effort to notify me of their receipt of my delinquent taxes so that I could make more timely arrangements for payment.
