Acting as a debt collector as that term is defined by law, Data Ticket, **** dba Ticket Processing Center sent us a letter indicating that it was attempting to collect a debt. Our family immediately attempted to challenge the alleged debt, our guaranteed right under debt colletion law. This agency refused to take a dispute or request to substantiate or validate the alleged debt, and refused either a transfer to or a call back from a compliance-level representative. In short, this agency does not follow fair debt collection practices, and will work to collect a debt regardless of rights the law grants to one receving its debt collection letter. The agency also refused to honor ************ two-party consent law for recording or monitoring calls, by simply insisting that all calls are recorded, wtih alternative or recourse. Note that this complaint is about the conduct of the ticket processing agency, not about any municipality it may work for or with. The obligations of fair debt collection fall on the debt collector - here, Data Ticket, **** dba Ticket Processing Center. We do not want to be victimized further. In my first reply, there was no associated message from the business. In this reply, I respond to the one-sentence message from the business as follows: citation no. PAS15009119. i hasten to add that the concerns I raised - systematic refusal of the business to take a challenge or dispute or to provide substantiation of the alleged debt, and the failure otherwise to be in compliance with fair debt collection practices and to respect an opt-out before recording phoine calls -- could and should have been addressed, and not delayed once again.

On 6/22/23 I received a citation (P21166) in the mail for a violation on 5/14/23 which was Mother's Day for 10.14.080 RMC, Prohibited by Sign on ******* Ridge Dr. at 10:57 PM or the amount of $55. It should be noted that the citation was in the *************** in ************* and I live in Southern **, an over 7 hour drive away. I repeatedly tried to dispute this ticket through to no avail. I paid the $55 and requested an Administrative Hearing set for 9/27/23 at which time I again pointed out the proximity of the citation in addition to the *** did not match at which time the violation was dismissed and I was supposed to be refunded the $55 that I paid, due to the ticket not being mine. It is nearly impossible to get through to the customer service queue to reach an actual person to request a refund, which I had no idea I had to ask for and it was not processed automatically. Funny how my money is taken expeditiously, but my refund is not. After not getting my money refunded by January of ****, I called on 1/11/**** and waited over an hour of pressing buttons to repeatedly request for someone to call me back, for t to repeat, no customer service representative was available to hang up & call back or again request for a callback. I did finally get a representative to call me back after an hour and a half. This person was rude & would not wait for me to pull up a check number from Sept of last year without hanging up on me telling me to again call back because I didn't have that info readily available. Why do I need this for a refund on the money that is owed to me, especially when she was able to see that my citation was dismissed and they indeed owe me a refund.Business Response

We do see the refund as requested in the system via a phone call on 1/11/24, nothing further needs to be done and the refund will be processed. Refund verification is in place to ensure the refund is sent to a current and proper Registered Owner as addresses on checks, with DMV and on a citation record can vary.

I wasnt even aware I refund was not automatically issued in your system. I didnt know it was something I had to request so although a refund is now being processed, my issue is that there is zero accountability nor customer service on the business end to ensure refunds are issued when necessary & the hoops one has to run through to go through the process of being refunded. A business that owes money should be more proactive to verify address/payment etc it couldve be as simple as a call, email or website link to confirm that information.Business Response

its near impossible to reach a person let alone address changes to a policy especially with rude unprofessional customer service agents. If a customer/client/consumer is owed money that a business is holding there should be a policy in place to automatically refund money owed or to make it electronic just as money is collected to return money owed. It is not he sole responsibility to chase after, having to call to receive money owed. There needs to be changes in the procedure this is unacceptable business practice.

On 10/24/2023 I received a citation for expired registration. I paid the registration and got it signed off by a police officer. I then mailed the proof of the correction along with a check for the correction fee to the CItation Processing Center and then received another Official Notice of Delinquent Parking Citation.Citation #: SAP37777 License Plate: ******* Date: **/**/2023 I assume they didn't even look for the police officer ********** and they are still saying I owe $220 (+ a convenience fee), which is $10 (amount of correction fee) less than the total amount.Business Response

The citation SAP37777 was issued 8/16/23. As outlined on the courtesy notice sent out 9/8/23, the due date for the return of the sign off and payment was 9/22/23. The sign off was conducted by the police department 9/22/23, however ************ date was 10/24/23, over a month after the due date. Since the sign off was late, the full amount including penalties is due on the citation.

On 1/20/2023 I received a citation for expired registration. I paid the registration and I went to the courthouse to get it signed off. I then mailed the proof of the correction along with a check for the correction fee to the CItation Processing Center and heard nothing from them until yesterday (11/27/2023) when I received a notice that I owe them $415 as a fine.I no longer even own this vehicle having returned it to the lender earlier this year.Business Response

Received a parking violation, and when attempting to pay online at the citationprocessingcenter website, the ticket doesn't come up in their system despite it having been a week of the 21 day window to pay without further penalty. I called the number which only offers the same lookup system through the phone and cannot get in touch with support.Just to help people in the future ****** this issue: Data Ticket Inc owns citationprocessingcenter. If you get a parking violation in ********************, it will be handled through citationprocessingcenter which again is an entity of Data Ticket Inc -- something that I suspect the company may be purposefully occluding as to remain hard to reach.I am also becoming suspicious that Data Ticket Inc may be gaming the BBB system by incentivizing the closing of BBB tickets through quid pro quo because their BBB rating (rightly) decreasing may jeopardize their relationship with municipalities.Business Response

The issuing agency (********************) must sent a copy of the citation issued so it can be data entered before it can show up in our system. Without a copy of that citation, the online system is unable to provide records of the citation to you.
If you can provide your citation number, license plate, issued date and/or a copy of the citation, we are happy to contact the issuing agency to request a copy of the citation to have it keyed into the system so you can pay online. Otherwise, you are always able to pay via mail and once the issuing agency does send the citation copy, it will join to the payment record in the system.

I received a parking violation - failure to display a parking receipt - on June 18.I filed an appeal to the ticket - the parking machines in the lot did not work - online and received a one-sentence reply denying my appeal. I requested proof from the issuing agency, Santa **** ************** that the machines were working at the time. I never received that proof or any information supporting the parking violation nor any further communication from either the "Citation Processing Center" when I requested an appeal via email and postal mail directly. Neither the SC ************** nor the "Citation Processing Center" followed CA Veh Code ***** (2021) and, through their actions and inactions, denied my right to further appeals. They failed to follow their own obligations posted on their website. Instead, they added the parking violation to the vehicle's DMV record. The entire system is completely self-serving; each party is engaged in a clear conflict of interest that operates outside of any reasonable sense of accountability. or legal recourse.Business Response

I never received a courtesy notice for a parking citation I received because it was sent to the wrong address according to them. I have the correct mailing address on file at the **** My drivers license has the correct address and I just received my vehicle registration to the correct address. This business is a third party company to do the dirty work for cities hungry for cash. Tickets issued by the city are then sent for processing with this hack outfit. Got a sweeping ticket in my name in April 2023, when DB city resumed street sweeping unannounced to us after two years of not doing it at all!! We tried to call, it's utterly useless, lazy people get rich by cutting staff and service so they can bribe the city? We've tried dozens of times to call and send letters to transfer responsibility within time allowed to the driver who uses the car to no avail!! His signed affidavit and lease agreement ignored!! They send threatening letters demanding 'A Confrontation!' if my 70 year old mom won't pay them! Up to today trying to call to reason with them, no answer, their promises to call back are lies!!Business Response

Received a ticket for putting the expired handicap placard up accidentally on July 7, 2023 (the placard expired June 30, 2023 but I also had the new one). The problem is there is no way to receive any feedback or appeal. I appealed online but the inconsistent information on the citationprocessingcenter.com website makes it impossible to know what's going on. It displays BOTH that my appeal is underway and that my appeal period expired. I uploaded the proof of the current placard. I was also given a ticket for not having a front license plate while parked. How do I complete the fix it ticket without having to pay the full fee for the handicap expiration I am appealing? Citationprocessingcenter does a terrible job explaining anything on their website and will never answer nor call you back. I have been in their call back system multiple times and when they finally call you back, it reverts you immediately to a queue and then hangs up on you again.Business Response

I received a state tax intercept for a citation I've never received. I called who the debt was supposedly owed to and they have no record of me in their system at all. I've called the citation processing center to get to the bottom of this with never being able to get through. When I did receive a call back, the automated service said they were busy and would try to call me back again at a later time? So why would they call me back the first time if there was no one available to take my call. I'm wondering how they can intercept funds without sending a notice to the person and why no one is able to answer the phone.Business Response
