      On Saturday May 10, 2025 I entered the *** parking lot located at ******************************************. I paid for 2 hours of parking for a total amount of $13.50. I walked over to my brunch reservation. I returned to my car, let the car cool down seeing as it was a warm TX day and set my GPS to navigate my way out of the downtown *********** construction. PRRS parking states I entered the parking lot on May 10, 2025 at1048am and exited at 1254pm. Per their records my parking permit was for 2 hours starting May 10, 2025 at 1049pm. I dont have an exact time my parking started as I never received an email notification. I find it very difficult to believe I was able to park, scan the ** code for parking payment, enter my contact information, license plate and process payment within 57 seconds of entering the parking lot. Assuming the camera time stamps are correct and the start time for my 2-hour parking permit is correct they are alleging my parking permit was expired by 5 minutes 40 seconds are charging me an additional $102.00. I received a notice via mail on Wednesday May ******* and immediately filed a dispute at **************************************** I received an automated response email stating my dispute had been received and the resolution team would review my request as soon as possible.I never heard anything back concerning my dispute review till I received a second mail notice this time from Daniel *. ***** attorney at law stating they represent the creditor concerning collection of this debt on Monday July 14, 2025. In August 2023 Parking Revenue Recovery Services reached a settlement with the Colorado Attorneys ************** over multiple citation including not providing the required ***** ******** This should fall theoretically with the ***** period that the company currently has.

      To Whom It May Concern,I am submitting this complaint against Parking Revenue Recovery Services (PRRS) for what I believe to be predatory and unreasonable billing practices regarding a recent parking violation.On June 7, 2025, I parked at the 6th & King parking lot in ******* (Lot ID: ******* and paid $11.71 for parking from 4:50 PM to 5:50 PM. My parking confirmation number is *********.Due to extensive congestion within the parking lot, I was physically unable to exit by the expiration time. Cars were backed up, blocking the exit lane, and I had no way to leave the lot without waiting for the queue to move. Additionally, it was a hot day, and I needed to run my air conditioner briefly before joining the line to exit. I left my parking space on time, but I could not leave the lot until approximately 5:59 PM 9 minutes past my paid time entirely due to factors beyond my control.Despite this, on June 26, 2025, I received a bill for $102 (Notice #LAZSEA-066457) from PRRS more than nine times the original cost of parking. I attempted to dispute the fine and explain the circumstances, but PRRS only reduced the fee by $20, which I still find completely unacceptable.This kind of excessive penalty for a minimal delay caused by the lots own traffic conditions feels predatory and unfair. I did not overstay my paid parking intentionally, and I was actively trying to leave. Penalizing drivers who are blocked from exiting is unethical and appears to be an opportunistic way to generate revenue rather than encourage fair compliance.I am requesting that this violation be fully dismissed, and I urge the BBB to hold PRRS accountable for practices that I believe qualify as exploitative and misleading.       On June 20, 2025 I parked in a parking lot in *********************, *** that has previously been free for the last 15 years. There was previously a two hour time limit if you were a patron of the shopping center.Apparently sometime in early June the lot became paid parking. I am not from the city of ********************* and I was unaware that the policy had ********** family ate at ************ restaurant in the *************************** and stayed in the lot for a total of one hour.Yesterday July ******* I received a non-compliance notice from ********** stating that I owed $102.00 for not complying with the parking rules.I was shocked that I was being fined for a rule that I didnt even know existed. I never saw any signage indicating that there had been any change to the rules and later discovered that the entire system being used in the parking lot is automated and run by artificial intelligence. You apparently scan a QR code and pay over your phone. No human attendant and no one to tell people that the lot has become fee parking. I have attached a picture of the signage that was posted in early June and it is obscurely attached to a pole at one of the several entrances to the lot.I have attempted to dispute the charge with PRRS by calling and speaking with one of their associates. I was told that there would be no dispute allowed and that a slight reduction of $20.00 should be satisfactory since I clearly broke the rules and ignored the signage. It seems that there have been new signs that have since been put in place because so many unaware people are falling for this trap.

      I received a Notice of Non-Compliance claiming a parking violation from 4/22/25 and requesting I pay a $90 fee. The notice arrived in the mail more than two months after the claimed violation, and lists No Permit/No Facility Registration/Unauthorized Parking as the violation, however this is a parking deck open to the public. For many years, this deck has had a gate that requires payment to enter during certain hours. The gate was open at the time of the violation and there is no signage posted regarding parking hours or prices. I dispute that I have any obligation for this debt.

      This is a pay to park lot. You are correct the public can park there, but they must pay for parking when being there. There are signs on the lot that state there is no free parking at any time and there are payment signs as well to show you how to pay. Unfortunately, since there was no payment made this is valid and upheld. We will offer a settlement of $70.00 to close it out.       I am rejecting this response for the following reasons:

      Untimely Notice: The notice of non-compliance was sent more than two months after the alleged violation. Under North Carolina law and general principles of due process, a delay of this length in notifying an alleged violator can prejudice their ability to recall the circumstances or gather evidence to dispute the claim.

      Lack of Adequate Notice or Signage: At the time of the alleged violation, the parking deck gate was open, there was no signage indicating active enforcement or pay requirements, and there were no clear or conspicuous notices stating that the lot was not free at that time or explaining how to remit payment. According to North Carolina law and consumer protection standards, signage regarding fees must be clear, prominent, and visible at the point of entry to be enforceable. Absent this, any attempt to collect fees can be deemed misleading or unfair under N.C. Gen. ***** 75-1.1 (Unfair and Deceptive Trade Practices Act).

      Predatory and Unconscionable Practice: Your attempt to collect a fee under these circumstances, especially after a substantial delay and without evidence of proper notice, points to a predatory business practice. Charging consumers retroactively without affording them the opportunity to understand or comply with payment procedures is unethical and unlawful.

      I reject your offer to settle for $70 and do not acknowledge any obligation to pay this alleged fee. If you continue to pursue this claim without providing legally sufficient evidence or fail to cease collection attempts after this notice, I will consider filing a formal complaint with the North Carolina Attorney Generals Office.

      I parked at ******************* on 6/24/2025. I paid $30.85 to park. On 6/28/2025 I was sent a notice that said I failed to pay to park and owed $102. I submitted a dispute with **** and provided the receipt from LAZ parking. I was told the dispute was not valid since I paid to park at a facility that was not the same as the one I used. I was offered a 'resolved notice amount' of $25.00. The two "separate" parking lots are right next to each other (2060 and *******************), and signage does not differentiate between the two. I scanned a QR code on a sign to pay right in front of my parking space, and had no way of knowing that was only for the adjacent parking lot. This business is engaging in predatory practices by using poor signage to justify charging customers for "non-compliance" based on a technicality.

      Paid to park there, and still got a ticket sent to house for $104, I'd like to know how they have Permissible Purpose to pull your PII information through Govt license plate too. Disputing it, but will just file with *************** if need be, not paying it. Also will likely then sue in small claims court for my time at my consulting rate.

      We do see that you paid for parking. The issue is that you only paid for 2 hours or parking and you were on the lot for 3 hours and 16 minutes. Once your paid session expires you are to either pay for additional time or remove your vehicle from the lot. Neither of these was done so you received this violation. This is a flat rate penalty fee that is assessed regardless of the amount of time you are over your paid parking session. This is valid and will remain upheld. We will offer a settlement of $84.00 to close this out. If you would like to discuss this further, you can call ************ and speak to a representative.

      I am rejecting this response because: Running late on the parking spot "meter" does not enable a $104 additional charge, esp when cost was $10 per hour.  By reading this, you agree to pay me my consulting rate of $250 per hour.  Please submit a check to my address for the difference of $146.  If you think this seems wrong, it is exactly what you shady company is doing.  If a debt is reported to Credit Bureaus, I will be reporting to the GA Attorney General for remedy.

      I received a Notice of Non-Compliance (#PWRRDD-073487) from Parking Revenue Recovery Services, Inc. dated 06/18/2025, alleging unauthorized parking at *************************************************************** I dispute this charge.There was no visible signage indicating permit requirements, and I was not aware that this was a private facility with restricted access. I believe this citation is unfair and misleading.I am requesting a full dismissal of the $90 charge and removal of any collections action. I attempted to contact the company via their website but found no clear path to resolution.I am filing this complaint so others are not subjected to similar unjust charges and to seek a resolution without being forced to pay a fee I do not believe I owe.

      There are signs on the lot that state there is no free parking at any time and that you must validate parking if you are going to park and eat at any of these restaurants. Also, the restaurants have QR codes inside them to have you pay for parking. This is valid and upheld and we will offer a settlement of $70.00 to close this out.       I use a PPRS monitored parking lot nearly every workday. In early July 2025 I received 3 invoices (from dates in March, April and June) for $98 dollars each when I left their parking lot 15 to 1hr 30 minutes after their stated 5:30PM exit time. I paid the $10 daily parking on those days and have shared the receipts with them. Seems outrageous that the charge is that high, and no where is it posted (on the receipts or in the lot) what those outrageous charges would be if I left the parking lot after the stated time.

      We do see your payment for each of these dates. The problem is that you didn't pay for the full amount of time on the lot for any of these days. There are red and white signs on the lot that state if there is a violation you could be subject to fines up to $250.00 and these are well below that. These are valid and upheld. We will honor the settlement already given for these notices but they are due.

      It is outrageous that you are trying to charge me 10 times the rate I already paid for parking in an nearly empty lot on a non event night, all because I left a little late. Clearly you dont care about repeat customers. Also your signage is not at all visible in any if your lots, in fact you can only see the signage when leaving the lot, not entering. I guess I'll see you in small claims court.

      On June 12, 2025 I parked at ************************. I entered the parking garage at 6:56 pm and paid $6.95 to park. I left the garage at 8:35 pm. I received a letter in the mail from Parking Revenue Recovery Services saying I owe $92 because of "expired permit/facility registration." When I looked up my notice number on the **** website, it says I paid for parking at 6:57 and my payment expired at 8:35 pm. I am not sure how I would have paid to park for exactly 1 hour and 33 minutes. I also believe that charging $92 fees is a predatory practice. I know the Attorney **************** and ******************* has been looking into **** and I wanted to add my experience. I am asking that **** drop this predatory fee.

      I parked in a lot when meeting friends for brunch in ******. I got out, used the machine in the lot and entered my license plate number and paid. The machine accepted payment but said it didn't have paper and couldn't provide a receipt. I didn't think much of it and went to brunch. I left brunch with friends early to re-up my parking time since we were going to walk around the neighborhood and do some shopping. Same thing. Entered my plate #, paid with my card for the WHOLE day since I didn't know how long I'd be gone, warning that it can't print a receipt. No big deal and i went about my day.I received a notice in the mail that I didn't pay trying to charge me $97. I emailed the dispute people on the letter and was told they don't have record of me paying and to send them the receipts or screenshots of my bank transactions. I obviously didn't have the receipts but checked my bank and saw the transactions weren't there either which is annoying because i KNOW i paid on their machine but it must have been broken or something. How is that my fault? I'd be happy to pay the original amount but being charged a penalty because their machines are faulty is absurd.
