      We signed a contract with Starenrg on March 24, 2022 and was promised installation would be completed by Jun 6, 2022. The only reason they ever gave for not showing up when promised was due to storms, wind and unavailable manpower. For the last 14 months, ***** ****** made endless promises for dates to complete installation with most resulting in no call no show. I’m not sure how you run a business like this. We just want our solar panel installation completed asap. We’ve been more than patient. Our payback was supposed to be 5 years and now is more than 6!

      We signed a contract with Star Enrg on Jan 25, 2023 for installation of a 9.6 kW DC Solar Energy Project. The contract states that installations can take up to 90 days, and installations taking more than 60 days qualify for “lost production refunds.”

      Installation of the racks and wiring was completed and paid for on Mar 15, 2023. As of Aug 14, 2023, there has been no further progress.

      Since Mar 15th, installation of the solar panels has been scheduled, and then rescheduled more than 25 times. Reasons given include: (a) bad weather; (b) lack of parts; (c) lack of crew; (d) crew doing repair work; and (e) miscommunication between ***** ****** and staff.

      In late May, David finally acknowledged and addressed the lack of parts. Since then, the installation has been scheduled and rescheduled more than 12 times, mostly due to crew issues or availability.

      Dealing with Star Enrg has been a very frustrating experience, since they do not seem to have the resources to be able to deliver under the terms of the contract. Moreover, they never let us know when a scheduled installation date has been changed. We find out only when we contact them..

      The response from Star Enrg is unsatisfactory.First and foremost, they have not completed installation of the solar panel system, nor set a firm date to do so.The stated reason for the delay in installation is lack of parts and need to certify alternative parts, resulting in an additional 10-15 day delay in scheduling the installation. Their response appears to be misleading because it is inconsistent with emails received from Star Enrg over a period of months. This is the first indication that recent delays are due to the delay in certification. We submitted paperwork needed for certification on May 25, 2023. We were told parts would be available in mid-June. Installation had been scheduled 6 times since then.  The “certification delay” seems to be just another excuse.

      The solar upgrade project started on April 18, 2023 and now going into its fourth month, it's not nearly done. This project normally should take at most two to three weeks. Star Energy's communication throughout this entire process has been terrible. The office tells me one thing and the project manger makes up a different story. There is one excuse after another why the project cannot be completed. The initial project scope was poorly defined, parts were not obtained when needed. Crews were continually taken off my job and moved somewhere else with little or no communication. Crews were sent to my home without the proper knowledge as to what they were supposed to complete and without the correct parts. I cannot trust any of the communication given to me. My wife took off work today, since I was told they would be here in the morning. That was then changed to a Noon arrival and then an email after 3pm said they weren't coming. This list could gone on forever.

      This client is expecting 100% refund after items were special ordered, 4 days of electrical labor performed, to bring an out of code Clean Energy installation back to code.  Panels were removed and reinstalled, along with many special order parts to match an obsolete rail system.  We have sent this client a complete breakdown and can gladly forward it through the bbb mediation programs.

      Star Enrg has not dealt with us in good faith to complete our agreed upon Solar Power system components and installation.
      History:
      We signed with Star Enrg to install a 24, 370 watt panel solar system with power optimizers and a 10K Battery on March 9, 2022 for a gross cost of $37,871.40 (before discounts or rebates)
      We paid by check $4237.37 on March 9, 2022 to Star Enrg for the Construction Meeting Step anticipating a May completion.
      The City of Newark permit was attained by Star Eng on May 17, 2022. We paid by check $4237.37 on May 17, 2022 for the Project commencement step
      On May 31, 2023 we paid, by check $ 5993.00, a deposit to order the Battery.
      By now we had a tentative June 17, 2022 Completion date with Battery installation completed on October 21, 2022
      On November 15, 2023 we paid by check $ 5932.31 for the panel ready step
      We now had a November 23, 2022 completion date with Battery completed by December 19, 2022

      To this day Jun 10, 2023 we still do not have the solar panels and power optimizers installed let alone a functional Solar panel system.
      We have always worked with Star Enrg in good faith to complete this project.

      During all this time we have talked by phone, email and or physically met with Star Enrg personnel at least once a week with no satisfaction.

      In May 2023 I noted in existing BBB complaints that Star Enrg started and completed multiple Solar installation projects in 2023.

      Remedy:
      We still want to see this installation completed.

      However, if Star Enrg cannot complete this project by June 30, 2023, at the agreed price, components and features, then we want Star Enrg at their cost to remove the installed equipment and repair the house to its original condition.

      We contracted Star Enrg to install a solar system on Aug 18, 2022, with a commissioning date of 10/25/22. We have made three payments totaling $21,317.56. As of today's date, May 17, 2023, we still do not have any panels installed.
      We have probably been rescheduled by Blanca, who does the scheduling, or by *****, the owner at least 50-75 times. They rarely show up when they say they will, and do not call to advise us of that fact. We have rescheduled our days to accommodate their schedule only to have them not show up. Each time we call they simply go down the list of excuses or don't answer our calls at all. The more common excuses are that they were scheduling issues, the crew was short on people, weather, emergencies, illness, and material shortages.
      We are now in the 7th month past our completion date and have incurred 7 months of electric bills. When we spoke to ***** about that fact, he said that he would reimburse us for the electric bills, but nothing to date has been received. We've heard from others that he had promised reimbursement to them as well, but never fulfilled that promise.
      In addition to the lost electric savings, we have also lost any interest accrued in the $21,000 that we have already invested in this business disaster.

      Regarding Solar electric system at our home: Contract was signed on April 25, 2022 and all payments were paid per terms of contract. To date there have been no electrical inspections, electric panel has been left open since July of 2022, no build permits obtained by Star Enrg. The Owner, ***** ****** and ****** ******, Admin support Specialist continue to lie about when the project will be completed. To date we have invested $29,269.60 into empty solar racks and in-completed electric system. The design has been changed three times only to benefit the company, less labor and materials. There are no design drawings, no receipts of payment ( I did request them several times), and no date as to when any more work may be completed. The original completion date was October 27, 2022.

      This is my second complaint: solar project started 04/25/2022 and has still not been completed. The company installed the system with out proper permit from Kent County, no design drawings, did a bait and switch on solar panels and inverters which do not have thame warranties. Original completion date was 10/27/2022. Now they state that Kent County has changed the requirements for submittals. I have checked two other projects of theirs and they are without proper permits as well. I am currently working with law enforcement agencies and legal assistance to try to have this project completed. This is long overdue for completion.

      On the 4th week of March 2022 **** from Star Enrg. came to our house we have in Delaware about having a solar system put in. **** told us that he would get in touch with the Electric Co. And that unless the Electric Co. will allow us to have the solar system we would not be able the get the system put in and there would be no contract signed. Well on April 8th 2022 **** told us that it was a go and we signed contract. We where told System would be put on on August 11th 2022. Well was never started and since then we have been given excuses why they where not getting system done. So by Nov.2022 we got poles in ground and more excuses for not doing more. So in December I called the Electric Co. And I was told that they never gave us permission to have the system put in. Then told Star Enrg. about our findings and then they told us that they will give us a battery instead of being put on grid. So after do our part by paying the installments we only have framing to put panels on and electric wiring in ground. And as of April 8th 2023 it will be a year that we signed a contract that we thought was a good one but was not and 28,000.00 dollars later still no system and still getting excuses why they have not finished it. They say they are coming and never show. All we want it for it to be completed or the panels and battery that we have paid for.

      I signed a work contract with Mr. ***** ****** the owner of Star Enrg on January 1st, 2023 to install a solar panel system on the roof of my house. The Work was expected to be completed and operational by March 19th, 2023.
      The work started on March 13th, however until March 27th only part of the job was completed. The workers installed some of the roof railings on the main roof and installed 12 solar panels over a secondary roof. They still need to install 28 more solar panels on the main roof, finish wiring the system, complete installing the invertors, getting the electrical inspection and connect the system with PECO energy. The majority of the work is being delayed after Mr. ****** collected 90% of the project cost.
      After Mr. ****** collected the money, he quickly pulled out his workers from the site, stopped working on the roof and did not install any of the panels on that day he collected the 3rd check as he promised. His excuse was that he needed to work inside the house to finish some electrical work. His crew disappeared and he claimed that they had to stop work due to weather issues and to do repairs at other sites. Until today, Mr. ****** has not complete my project and keeps promising me that he will complete the work as soon as he can. Meanwhile, up until March 27th, he has not obtained a work permit or completed the installation.
      After repeated text messages and phone calls I get excuse after excuse as to why they cannot come and complete the work; a habit he repeated with many customers before.
      Per our signed contract, Star Enrg and Mrs. ****** were supposed to complete my project and to have it operational by March 19th. However, I believe that Mr. ****** has committed a fraud and had took my money with no intention to complete my solar system any time soon.
      I have read many similar complaints from other customers, and I hope that the the BBB and the federal consumer protection agencies can help me resolve this issue.
      On March 3/27th Mr. ****** changed our contract and forged my signature. The new contract now states starting date of April 15th and to be completed by May 1st. I have not discussed the change in contract terms with Mr. ****** and did not sign the new contract, which I found out by chance while reviewing my contract today via app.solargraf.com.

      This project was completed and inspected. The project has been submitted to the utility for meter change.  There is no way anyone other than a client can sign a contract in our systems. The clients location is geolocated along with the device IP information.  Upon investigation of this claim with the client it was determined he was opening a scheduling link not his signed agreement.  We look forward to having this system active on the grid very soon.

      The contract clearly stated that the system will be completed by March 17th, and operating by March 19th. To date my system is not functional. Mr. ****** failed to submit the system design to the utility company, PECO, before he started installation. He just submitted the system design documents to PECO on April 14th and it might take up to 4 more additional weeks for PECO to approve the project. Per PECO representative there might be a possibility the project might need changes or rejected since it was installed before their approval. Mr. ****** collected my money, pretended that his crew was going to complete the project within one week, but left me with 4 weeks of constant excuses why he could not complete the installation on time as was agreed in the contract. In addition, Mr. ****** installed different solar panels on my roof. Instead of installing 40 400wp panels he installed 40 365wp panels. My system was expected to generate 16kw. To date Mr.****** did not give me an explanation why he installed different product on my roof.I have screen shots of the new contract that he changed from March 13th to April 13th with my signature on it. I  did not agree to the new contract, and I did not sign it.Mr. ****** needs to stop making excuses and expedite the approval so I can use my system.On a revised contract from March 17th, Mr. ****** agreed to reimburse me 5% of the total money he received from me for each day of delay in project completion beyong March 22nd. He had not paid me any of that money yet. Thank you

      On 4/15/2022, I signed a contract with Star Enrg for the installation of a 12.5 kW solar panel system and electrical car charger. The job is not done. It was promised to be done in June 2022. I've paid Star Enrg almost $10K total ($3485.58 on 5/6/22, $5,809.30 on 6/21/22) and as a result of the job being incomplete I've paid 8 months of utility bills and made several 250+ mile round trips to be present when Star Enrg did not show up. I do not know if the installed converter will work with other panels and so that is why I want them to finish the job immediately if they can. If they cannot finish the job immediately, then I want them to say so and refund my money.

      There is not a dispute. The panel installation has been rescheduled countless times as each appt results in an excuse or a no-show. I was patient for a long time assuming supply chain issues or an unusual-but-not-malicious incompetence. But the never-ending delay cannot just be bad luck or poor execution. The owner just lies. When Star Enrg is not evading contact, their communications are polite but inevitably either excuses for the past or assurances about the future that do not happen. Excuses I've heard starting in June 2022 can be categorized into (1) weather, (2) lack of a lift to do the install, (3) delays at other job sites, (4) unknown whereabouts of the install crew, & more. Star Enrg never proactively reschedules. I only get on the schedule when I call or email. Star Enrg repeatedly sends out electricians to do portions of the electrical work instead of the panel installers, despite the owner's initial explanation that only 2 days of electrical work were needed (1 day before install and 1 day after). They tell me I don't need to be there, then send people out who can't do something they say needs to be done because I'm not there.

      It's hard to know what is going on with the owner - I fear he is in trouble - but it impossible to give him & this company the benefit of the doubt any longer.

      **In order for the bureau to continue to assist you, you MUST provide your view on the matter or your complaint will be closed as answered.I was last told that the next step was the panel installation.  My understanding was that last week the panels were to be installed only to hear afterwards that other preparation work was completed and that this week will be when the panels were installed.  We are within 30 days of the connection request to the power company to expire - it can only be open for a year.  This complaint cannot be resolved until the panels are installed, the system is functional, the Certificate of Completion and electrical inspection are finalized, and system is connected to the grid.

      Contract was to have solar panels installed on my new house. I have a signed contract and paid $8071.20 for the panels and by the contract the panels were to be delivered to my house on 6-07-2022. The panels were never delivered. The house was ready for the panels to be installed on the 8th of July, 2022. As of this date they are still not installed. Star Enrg has given me excuse after excuse and have come to my house and put some electrical conduit in the attic but never coming to complete the project. On December 21, 2022 I had my attorney send a letter asking for them to complete the job by the end of the year because I was in desperate need of the Federal Tax Credit. They never came. I have all of my text messages with David Stokes that will confirm that I have gotten nothing but lied to and the run around. Star Energ is supposed to apply for all permits. I've talked to Delaware Electric Coop and they still have not completed all their application. I'm sending receipts, cancelled check and contract. I don't know how to forward the text messages and if you need any other proof I will get it for you asap. I need your help. I want them to complete the installation of these solar panels. I paid 76% of the total job to save money because the cost of materials were skyrocketing. I can't just get my money back because to get this job done now is 30 to 50% higher and I can't afford it.
