    On December 12, 2022 we accepted an offer from Harpers 1980 LLC, and ********************* for an installation of a new pool cage, for $21,200.We were promised and received an invoice with completion time of one year, we gave them $2,000 deposit. In December 2023 we contacted Harpers asking when work would be done, were told in the beginning of 2024. At that time we called the Charlotte county and learned that not even application for permit was filed. At that time we noticed numerous social media sites, ****** reviews and BBB were reporting multiple complaints about deposits being taken by Harpers 1980, but installation dates were not honored.At this point we decided to contact Harpers requesting our deposit back due to company not fulfilling their promise. We contacted the company by phone, texts and email requesting the deposit back but no one from the company called us back. Finally ***** responded by text that he will get back to us but never did and then he blocked me.At that point we went to Harpers office to request our deposit back and met with *********************, who said that we are only eligible for partial refund of $940, and that we will have to wait 30 days. We requested the whole deposit of $2000 to be refunded due to Harpers breaching contract. 30 days went by and we didnt receive any deposit back. We contacted ***** and ***** again requesting our deposit and were told to send a certified letter, which we sent, and Harpers received it on February 10, 2024.In the meantime we received threatening texts from ***** to stop social media attacks and BBB complaints, which we never did. And he threatened us with his lawyer on couple occasions. This was very unprofessional conduct of this company.On March 11, 2024 we still have not received our deposit back.We again contacted ***** and *****, their response was that only partial deposit $940 will be given to us. We told Harpers that we are not accepting anything less than full refund of $2000.

    Thank you for the review. 

    The only time that an attorney was involved in conversation when the client threatened legal action. At that point, I cannot do anything until I receive letter from attorney. 

    Harpers offered a refund in accordance to contract signed and the client denied this. 

    A refund is still available as stated, but it will take approval of client. 

    Not everything put into reviews, in many posted, are not accurate.

    We will settle soon. You were within contract when you canceled and that will be a point of discussion very soon. Harpers and client are unable to settle this by the desire of client. It will be discussed further in a few weeks.

    I am rejecting this response because:

    We demand our full $2000 deposit money back. Again, the contract was signed in beginning of 12/2022, and until January 2024 not even application for permit was filed. Thats the reason we cancelled the contract, because Harpers breached the contract and did nothing for 14 months.Now is end of March 2024 and we are still waiting for our deposit back. And yes, there are others in the same situation like us waiting for their deposits back.

    04-03-2023: We provided a $5000.00 deposit towards a new pool cage (19% deposit, towards total $26,300.00). On 04-05-2023 we provided a $3250.00 deposit for roll down shutters (50% deposit towards total $6,500.00) Our pool cage invoice stated it would be 8-10 months; the shutter invoice projected 10-12 week timeframe. Charlotte County, Florida has a statue 489.126 requiring a contractor collecting a down payment greater than 10% to apply for a permit within 30 days and start work within 90 days. (We did not know this at the time we paid those large down payments). Harpers did not adhere to this statue. We explained that we live in a deed restricted community, all outside work needed HOA approval before work begins. We needed confirmation that Charlotte County permits were in place and plans submitted for approval. We also sent an email to Mr. Brian W., Harpers 1980 President and Manager and Mr. A. asking for plans. We heard nothing from Harpers for the next 3 months. Phone calls and emails went unanswered; Mr. G. went to the showroom 2X in person to get some answers. Brian W. son-in-law Isaac B. told us that he didn’t know where our shutters were and that according to our pool cage agreement they had until Feb 2024 to build our pool cage. In January we received an email from Isaac acknowledging that he failed to get back to us and claimed “manufacturing delays and labor shortages”. We forwarded an email from our homeowners association informing us that we could not get approval for modifications to our home because Harpers 1980 has not yet applied to Charlotte County for permits or submitted engineer's plans. We then heard from Brian W. on January 22, 2024 stating that “it is in the process” and then blaming original salesman Dave A. for “failing to turn this in right away”. He totally discounted all of our phone calls, 2 in-person visits, and emails asking about why everything is so delayed. We want a total refund of our $8250

    Placed $3750 as a down payment on a hurricane screen from Harpers1980. Since November 6 2023 I have contacted them via phone, email and in person and they basically ignored all my contacts and stated that they dont have the help. Phone calls are totally ignored. I have asked via email for an installation date but have not received any answers.

    I entered into a contract with Harpers on October 18, 2023. It was to install bronze Hurricane protection accordions on our back lanai. The installation time was to be in 8 to 10 weeks. I contacted Harpers on December 19, 2023 and spoke to ***** to ask for a status report. ***** asked me to call back the first week of January and he would have more information. I called back in January left a message and received an email from ***** on January 10 stating he had no information and that he would pass this information on to *********************. I have called at least once a week through the month of January and February. I then received another email on January 23, 2024 from ***** and said he was again going to pass this information on to *********************. We are now in March and we have no idea what is going on at Harpers. We have yet to talk to ********************* since we entered the contract. We are asking for help from the better business bureau to get our money back and to get out of the contract that they have already broken. I feel that if we went ahead with the installation we would not be happy because it is supposed to have a warrantee and obviously these people cant keep up with their business.

    I paid Harpers $1300 , 50% deposit for bahama shutters on June 26, 2023 Since then I have not received my shutters or a refund I have sent a certified letter 2 weeks ago still havent gotten my receipt back yet .Ive emailed called hundreds of times there is no communication from then , the emails I have are false promises of which ********************* says my shutters would be in Nov 15 2023 and again in Jan and Feb and still nothing , I just want my deposit back asap , I have friends he has done the same with among a lot of other people .Im sure Im not the only one complaining about them and how he has taken all of our money and not produced the product at all at our homes . He needs to be prosecuted at this point he is a ***** .

    I signed a contract with Harpers 1980 LLC, *********************, on July 27, 2023 to have hurricane shutters installed on all doors and windows in my home. The contract stated that the work would be done in 8 to 10 weeks. I gave them a check in the amount of $8250.00 as a deposit. Here it is February 26, 2024, I have been calling, texting and emailing for months and cant get through to anyone or a return phone call. I did receive a text from ********************* in early January saying the work would be done by the end of the month, it wasnt, and I have never heard from him again. I have had an occasional reply from ********************* and ************************* employees of Harpers 1980, the last stating that they are running behind, restructuring and trying to figure out where my job is in the process. I have been extremely patient but this has gone on way too long. If this is how they do business they need to stopped.

    On October 23, 2022 we signed an agreement with *********************, Harpers 1980 LLC, *****************************************************************************, to replace our pool cage that was destroyed during hurricane ***. We were told the pool cage would be replaced by September/October of 2023. As the project date approached we called Harpers multiple times for an update and left numerous messages that were never returned. Unable to connect with Harpers and fustrated by the lack of communication we drove, unannounced, to Harpers in **************, ** on January 23, 2024. To our surprise we were able to meet with *********************, the owner. We explained to him how we have waited 15 months for our pool cage and that no one has bothered to call to provide us with an update. He said to us, this is unacceptable. Acting concerned, he stated he would investigate the matter and get back to us by the end of the business day, January 23,2024. That did not happen! Despite as of today, one month later, we have yet to receive a call back. Unfortunately, the repeated frustration caused by the absence of communications has left us no choice but to terminate the agreement. On February 12, 2024, we sent a certified letter requesting a return of our deposit of $2100 to *********************, Harpers 1980, LLC. The certified letter was received and signed for on February 15, 2024 @ 9:57am. As of today, February 26, 2024, now 16 months later, still no response!

    This complaint is accurate. I own the issue as Managing Partner of Harpers. By law, 489.123 4b, we have 30 days from receipt to issue refund. We do not normally take this allotted time. Several of your neighbors are very pleased with the cages we built.

    We met with *********************, owner of Harpers on September 7, 2023 We rendered a deposit check #**** to Harpers in the amount of $6400. He personally measured all openings at my home,.Our check was promptly negotiated on September 11, 2023 My review of the Northport Permitting site indicates that no permit has been issued or applied for as of the date of this complaint (2/13/24)************* verbally indicated we would be installed during November of 2023.However the estimate/contract said otherwise....January.That did not occur. The delay was now a mid February installation per the owner.I was told via email this week that that was not possible.************* HAS ADMITTED THAT HARPERS HAS NOT ORDERED MY SHUTTERS for installation.We are approaching Hurricane Season. Harpers has had out money almost 6 months and hasn't ordered our product. I have made numerous requests for proof that he has ordered my shutters.This request goes unanswered.We demand installation by 2/25/24 or a refund (with 25% interest) of our $6400 totalling $8000

    ********************* has never admitted to not ordering product. Never. This is the SECOND contract with Harpers that this client has signed and cancelled with Harpers. We should have known better. A refund has been established to be sent. Unfortunately, this client has made this situation more drastic than just returning funds.

    As requested,. we sent a Certified Letter to Harpers and our contract was cancelled.  We were told we would get a refund in 30 days.  Once that time expired, I wrote to schedule an appointment to pick up our refund check in certified funds.

    After several days. we were  informed that we would be able to pick up our refund on April 7 at 3pm following a negotiation of the time for pickup.

     

    My husband and I arrived to find the business was shuttered up.

    We waited for ************** in the parking lot.

    He never showed up with our refund.

    Placed an order for both accordion shutters and roll down on Sept 1 2023. After numerous requests for information on when my order will be fulfilled no response has **** received and now its over 5 months. There is zero communication from this company. They should not be in business. Requested a full refund so I can go elsewhere for this hopefully before the next hurricane season starts

    My husband signed a contract with ********************* (owner) for hurricane shutters on 8/14/2023 and paid a $4,000 deposit. Harpers was on our neighborhoods preferred vendors list and a neighbor couple recommended them as well so we felt confident in our decision. We were also given a 6 - 8 week timeframe for installation by **************. My husband, *******, contacted Harpers on 9/18/23, to inquire timing on the onsite electrical review. On 9/26/23, ******* emailed the electrical company directly to see when they would be coming out and never received a response. In late September ******* was told by ****** of Harpers that they had all our shutters except the front door power shutter. And that Harpers didnt want to install a partial order.On 10/27/23, ********, a different electrical vendor than was given to us by Harpers, came by for their review (which took only moments).On 12/16/23, ******* texted ********************* after I reviewed the complaints and F rating on BBB site. ***** texted back that the BBB reviews were mostly pool cages and some werent even his customers. He said he would contact with a firm installation date that Monday 12/18/23. ******* texted back on the 18th requesting a call. ***** said he would call him later that day. No call. ******* followed up the next day and did not receive response. ******* followed up on 1/19/24 and 1/25/24 asked for refund after strange email (see below) and in response to refund request received another response that he will give firm date on Monday, 1/29/24. We want a refund as we feel he is incapable of honoring his commitments.*** email from ********************* received as *** on 1/25/24: As in the words of *******************, The rumor of our demise is greatly exaggerated. Reaching out to you as there are many alarmed about Harpers stability and our backlog of jobs. I realize some of you have waited a while for a product. Rest assured, we are coming soon.
