Vehicle towed due to parking ticket from 2017. Ridiculous. There was no warning, no nothing. I had an appointment at *********************. It was pouring rain and I tried to park so I wouldnt be late. The appt was to get tested for memory issues and lasted 3+ hours. I walked out of MVH only to find my car had been towed due to a parking ticket that was 6 years old. ABM driving around looking up plate #s of cars on their lot is predatory. I can understand the price of the ticket doubling.but to tow the car? That is ridiculous over $34 parking ticket. I wonder if ABM is getting kickbacks from the ************** to recoup unpaid ticket money. Again I can understand the price of the ticket doubling or having a penalty applied to the unpaid ticket. Towing a vehicle and then charging $160 to get it back is ridiculous. Again, I was there visiting a MEMORY issue psychologist for testing. The car wasnt even there for 4 hours!!!!

I booked a reservation to park at ***************** terminal C, the address was nowhere to be found on the reservation there were no instructions on where to go to park. I arrived at the airport and showed my reservation to an employee of the parking lot and asked if my reservation was to park there and he said yes. I got my ticket and parked. When I returned I was told that the parking was at a different location outside the airport. The were ambiguous and deceiving eith their reservation and the directions were not clear. When I tried to exit I was forced to pay $700.00 for parking my car.

      Business Response

      Date: 01/21/2023

Patron booked for a discount lot.  When doing so, it clearly notes that a shuttle bus would get her to the terminal.  In the confirmation email for the reservation, she was provided a link with directions to that lot and the airport has clear signage directing people to the lot.  I have no idea to whom she spoke, but verbal communication by someone cannot override the policy.  Upon the entrance to the lot she used, a sign clearly indicates the drive up fee which is $70 per day and also notes the discounted reservation rate of $45 per day.  Her booking was for $171 for 10 days.  This is $18 per day.  Again, during her booking process, there were clear choices offered and the lots offered show whether or not you will need to shuttle to your terminal or just walk into your terminal.  The signage alone should have alerted **************** that she was entering the wrong lot.  ABM is contracted by the PANYNJ to run the parking operation and we must abide by their policies, rates, etc. **************** has also NOT REACHED out to ********************************************* to date to discuss any kind of possible refund or fee adjustment.

      Better Business Bureau:

I have reviewed the response made by the business in reference to complaint ID# ********, and have determined that my complaint has NOT been resolved because:

They are not willing to taking responsability that in terminal C parking there was no sign indicating the prices they charge customers, nor was there a reliable person that provided customer service to me.  There were two gentlemen in the company car who were the attendant of the parking lot. I showed them my internet reservation and asked if that was the right lot and they confirmed that it was even though they physically saw my reservation.  At this point is just my word against their word because I did not take their names.  They were on service December 23, 2022 at 4pm.  Those 2 men are responsible for giving me false information.  When I park anywhere I have clear directions on how to get to the parking place.  In the email I received there was a small word that basically was not big enough to be seen.  That was the first part of the tactics that were used to deceive the customer like me.  It was not clear or with clear directions as to where the lot was supposed to be.  If I had known I would have gone there instead because I had plenty of time before my plane departed.  To be exact 4 hours before my plane left.  They do not have reliable employees to give information or directions because I was deceived all the way.  Before I was allowed out of the parking lot all the people that answered me were rude and did not want to help me or listen to me, they just kept on saying we already heard your story and you just have to pay if you want to take your car out of here or leave it here if you do not have money to pay.  All I want is for my parking reservation to be honored in that terminal because of the misunderstanding and miscommunication.  In the future please make your directions clear in the email so that people can actually follow your directions to your lot, not something that you have to click which is so small that people do not even notice is there.  Do not make the directions so ambigous and complicated since when I made the reservation it asked what terminal I was going to be departing from.  If that didn't matter why even ask.  It really did not matter which terminal I was coming out.  I know I am not the only person that has had problems with parking at ********* and I understand that they are under construction and it might be confusing but they have to be more transparent.  As you can see in my attachment that terminal says c/d.  The fee online is also different than what i was charged.  Please investigate it.  Thank you

      Business Response

      Date: 02/10/2023

As previously mentioned, ABM is contracted by the PANYNJ to run the parking operation at ***.  There is clearly posted signage at the entrance stating the rates for drive-up and prebooking for each lot.  **************** went online and prebooked.  In doing this, she was presented with options for where to park and each option CLEARLY NOTES how you get to the terminal.  The option she chose was for the $18 per day lot and it notes that a SHUTTLE IS NEEDED TO GET TO THE TERMINAL.  The option for the terminal she parked in notes that you WALK INTO THE TERMINAL.  Had she read through the emailed reservation confirmation, she would have clearly seen "click here" for directions to the lot.  I cannot understand her comments about it being too small and I have never had this comment before.  Additionally, there is signage throughout the airport noting where the discounted parking lot is.  I have no idea to whom she spoke and what they looked at or why they *** have indicated she was in the right lot.  Once parked and not in need of a shuttle to get into the terminal, should have been an alert that she was not in the correct lot.  People who reserve that lot, or drive-up and park pay, pay $45 or $70 per day.  **************** is definitely due a refund of her reservation fee and once this is resolved, we will certainly refund that to her.  There is an onus on the part of the patron to read all information and understand that the lot she chose at $18 per day, would have her taking a shuttle to the terminal. There is also additional notes about that lot's address in the prebooking process.  Each lot has signage noting the rates at the entry.  They have been in place since September 2022.  Noted signage and information on the PA's official website during the reservation process, and in writing via the reservation email cannot override any verbal communication that *** have occurred.  Visiting www.laguardiaairport.com will confirm fees. The PA provides a great deal of information about parking, directions, maps, etc. on their website and the PA has been diligent in providing information to the public via the news and social media outlets. Simply reviewing information prior to coming to the airport, would have had her in the lot she paid for.

On 11/15/2022, I pulled into the parking lot of a local restaurant to retrieve a carry out lunch order. Upon arriving, it became evident from a parking meter, that the lot is not owned by the restaurant, but instead by ABM parking services. Even though I knew I would be in the lot for mere minutes, I attempted to get a parking ticket from the meter on the lot, however, the meter was not functional. It would not light up or accept my card when inserted. I continued into the restaurant to get my carry out order since the meter was not working and I knew that I would be in and out of the lot. After 8 minutes inside the Troll Pub, I come out to a parking ticket on my windshield. Understandably, I was beyond angry. I have explained this situation to ABM several times through an appeal and through email. I don't think I should have to pay a citation when their meter in the lot is not even functional. Additionally, the fact that they ticketed me within minutes makes me think this is a scam above all scams. They don't even have a phone number that you can reach someone by phone - all communication is through emails and appeals so that they can simply decline your reasons and charge you an outrageous $68.00 fine. I would like this fine removed from my car / account immediately and would recommend they have functioning meters before charging someone $68.00 for 10 minutes of parking.

      - Date: 11/16/2022 - Amount: $68.00 - Business Commitment: Parking services and security - Nature of dispute: I am a recurring parking lot customer weekly for the lot in question. I stopped to assit an elderly family member who uses a ****** and has ************* to my car. She was having a minor episode of psychosis and had gone missing until we found her here. The incident was from 7:00 PM till 7:10 PM. I parked at 7 PM, citation was written at 7:03, and I had my aunt back at my car at 7:10 PM. This *********** parking, getting out, and walking to the storefront next door, where I was able to get my aunt. Due to the brevity of the situation, I did not pay the $3 parking fee. In the 10 minutes it took to assist my aunt back to the car, they had written a ticket. They took advantage of an elderly woman who has Dementia. If I had stopped to pay the fee, who knows what would have happened to my aunt. I would have paid after the fact given the circumstances. This seems extremely predatory. - Entered dispute with business. Business gives 14 days to pay the fine. However, the appeals proccess often takes more than 14 days. This means by deafult you are penalized for submitting an appeal as the deadline for the payment passes before the appeal is approved or denied. This seems extremely predatory. - Citation #: ********
