Unfortunately, the email contained no updates or any indication that any steps had been taken toward resolution. Additionally, Alex provided a different email address for submitting the request—something I had already done previously, yet I have not received any response.
I attempted to follow up by emailing Alex, calling multiple times (only to find that the phone number is disconnected), and even trying to schedule a meeting using the provided scheduling link. However, there were no available dates for scheduling.
Upon calling the main support line for an update, I was informed that the original case Alex referenced had been overridden by a new one, pushing my request further back in the queue. When I inquired about why this occurred, rather than receiving an explanation, the representative instead responded with a threat: “Do you want me to put your case on hold while we investigate why this happened?”This is extremely concerning and reflects poor business practice. We have been a client for several years, and it is disappointing to experience such a lack of support and professionalism. Our only request is access to our information, yet we have received no meaningful assistance. Additionally, the inability to reach anyone beyond the main support line—where the only response is to "wait for an email" without any timeframe—further adds to the frustration.
Please escalate this matter and provide clarity on how this will be resolved. I expect a prompt response with a clear action plan to address our request.

My company, *** * **********, has been a Paycor customer for several years, using their services for payroll processing. We made the decision to close our business on December 31, 2024. Following Paycor's instructions, I submitted the account closure form in December and had multiple conversations with their deactivation support team to ensure proper closure of our account.
During these conversations, I was informed that a 30-day notice was required for account closure and that I would be billed for January 2025 as our final month of service. I proceeded accordingly, expecting a final bill for our standard January payroll processing fees.
However, instead of the expected charges, I was billed our normal January payroll processing fees plus a W2 delivery fee, a late processing fee, and an account closure convenience fee. These additional charges are both unexpected and unjustified.
Specifically:
W2 Delivery Fee: We have been opted into paperless W2 delivery for years. There is no reason physical copies should have been mailed, nor should we be charged a UPS delivery fee.
Late Processing Fee: All our payroll processing and tax filings have been consistently on time. This fee appears to be completely in error, and Paycor has provided no explanation or supporting information for the charge.
Account Closure Convenience Fee: Paycor's own communication states that this fee is only applicable if less than 30 days' notice is provided for account closure. I confirmed with their deactivation support that I was providing the required 30-day notice and was explicitly told I would be billed for the normal January fees.
This incident is unfortunately not an isolated one. Throughout our years as a Paycor customer, we have encountered numerous issues, including unexpected and incorrect charges. This pattern of erroneous billing practices is unacceptable.Business Response

I’ll keep this simple.
Started service 1/1/2024.
Haven’t ran payroll with paycor since May/June 2024.
KEPT service to avoid fees because we knew services needed to be kept for a year to prevent chargeback fees. Our sales rep explained this to us (thanks Matthew).
Continued to pay monthly invoice.
Contacted staff in August to schedule service disconnection. Was given 800 number to call.
Called multiple times, given runaround. Finally got ahold of a rep that was familiar with the cancellation process on 12/17. She walked me through the process of doing it online. Which NO ONE previously mentioned. It’s like no one knew how.
Was trying to cancel for 12/31 for obvious tax reasons. Was charged $1,200 for cancellation because it was “less than 30 days”. They used 12/17 as the official cancellation day.
Tried explaining this to them via email , I was practically ignored and was told I would be subject to collections…. Mind you, the money was already debited from our account by the time they replied.
I’d definitely like a refund of this fee. After looking at the reviews, I honestly don’t expect one, but I am HOPING someone with integrity actually responds to this complaint. I also asked twice for this to be escalated via email by the way, prior to coming here.
Keep in mind we kept our service active for six entire months to avoid fees. Unlike others we actually loved Paycor services. Never had an issue, we just experienced temporary issues with the company and had to get rid of staff. Thus, no payroll.
The Company isn’t closed. So I feel like this business relationship is being severed because no one wants to do the right thing.

Via chat on January 13, I requested 2023 reports that were no longer showing in my Paycor account. The rep told me that a case (#********) had been opened and the reports would be sent to me within 1–2 business days. On January 16 (business day #3), I checked the case status and the history showed that the case had been cancelled a few minutes after it was created, and I was not informed. I immediately brought this to Paycor's attention, again via chat, and again requested the reports. This time I was informed that in fact the chat reps could not help with my reports, and I would need to contact the deactivation department via email to ***********************. So I emailed the address right away, explaining the situation and again requesting the reports. An auto-reply indicated that a new case had been opened (#********). It has now been another 2 business days, and there has been no response to my email. In total, it has been a week with no meaningful response from Paycor. When I prodded again this morning, I received another auto-reply that another case had been opened (#********).
I would like Paycor to send me the reports I requested:
2023 4th quarter payroll tax documents including:
- Form 941, Employer’s Quarterly Federal Tax Return
- Form 940, Employer’s Annual Federal Unemployment (FUTA) Tax Return
- Any state reports including State Unemployment, Paid Family & Medical Leave, and Workers’ Compensation and others, if applicable.

I am filing a complaint against Paycor regarding their failure to provide access to our company’s payroll information, including employees’ pay stubs and payroll reports. Despite multiple attempts to contact their support and deactivation teams, Paycor has been unresponsive and has not resolved this issue. I have opened a tax case for an EDD issue where Paycor did not pay ALL of our EDD taxes owed, (8/20/24, 10/29/24 and 12/17/24) Paycor does not respond to my requests or marks them as duplicates when they have still not been paid. EDD is now garnishing our bank account for the back owed taxes & FEES! This is something that should have been handled promptly and correctly. Noone will return calls or emails to help with this. This is not the first time I have had to file a complaint on Paycor, but it seems to be the only way I can get their attention. None of our issues have been resolved...

I am the new HR Generalist at ******** ************* *****. The former HR/Payroll spoke with a sales representative last year regarding the cancellation of our Paycor services. However, we have since discovered that the account was not closed last year, and we have been billed for over 10 months of services we were not using nor had any intention of using as they had been requested to be cancelled.
I have been trying to get a hold of anyone at Paycor that can help answer questions regarding the billing and reimbursement of payments made in 2024, as well as an RMA number so we can return the timeclocks (2) we still have

This payroll company did not file withholdings for 2023 for my company. I’ve been back & forth for months trying to get it resolved. I started as a sole proprietorship company & switched over to LLC in the middle of 2023. They did not include all income to employees for 2023 on w2s. They did not submit w2s for the account that was closed. They reached out to Arkansas and was told a few times what was needed but they still did not report withholdings. They waited until months later to say to would not do file this for me. I’ve requested w2s for the account that was closed so that my accountant can try to resolve this and they have had me waiting almost a month. They reported it would take 7-10 business days to receive the w2s and it was not given at that time. I have a lien because they did not report withholdings at all. I googled reviews and seen that there are others with the same complaints. I have employees that have to amend taxes and they are not being prompt with providing me the documents that I need. I feel that when my old account was closed that they should have sent w2s then or at the end of the year for that account but they did not. Not only did they not report withholdings on the account that is closed but they did not report anything on my account that is open now and reported they will not do it.Business Response

Repeated issues with PayCor surrounding our state unemployment tax filing and payment. PayCor filed repeatedly under incorrect account number, remitted under that incorrect account number, etc. Client (us) was able to sort out much of the mess with the state by working with the state to move funds and correct filings. Case with Paycor to get them to correct the account number was finally addressed by Paycor and they appear to be using the correct number now. However, they have not remitted our Q2 unemployment taxes that they have drafted from us to pay the state. As such, Paycor has our money, the state still reflects an open balance of $3528.93 for Q2, and the state continues to assess interest ($94.22 as of 11/18). Every error by Paycor has necessitated multiple cases and very long wait times to even address. Some cases have been closed unresolved. Others have languished with one small issue being corrected, but not the overall issue, and then closed. Still needing our Q2 issue to be addressed to fix all the unemployment issues so far this year. A canned nonresponse of "we will investigate" will not resolve the issue. The only resolution to this complaint will be to remit the open amount PLUS the interest incurred due to nonpayment to the state through the date of resolution .Business Response

This response is fundamentally untrue and my latest case on this issue remains in this 8-10 week queue.

It has been since last year, that I have reached out multiple times a month, to reach the company and no one has call us back, from July-Oct 2023 there had been issues with payroll and double billing for services. They have stated that we owe, which is untrue and over, our Accountant & CPA looked over our taxes and they are showing we were over paid and I have even spoken with the IRS and was told they show that no taxes were paid on our behalf by this Company. We have not received our W2's from them and our employees are in need of them and they are refusing to release them until we pay $3400 that we do not owe.Business Response

I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint. For your reference, reasons for rejection are included below.We received an email saying they are working on our request. We responded 2 days ago after filing the original complaint with BBB. They have still not responded back after the initial email to resolve our complaint. We tried emailing yesterday and received an auto response saying the person was unavailable. This does not look or seem like a resolution. It is simply just reaching out to show little effort and show that they attempted something. Our company needs an immediate resolution, our staff members all have penalties from not being able to file 2023 Federal Taxes. We're now coming to the end of 2024 with multiple attempts at a resolution and only very few generic responses from Paycor unwilling to resolve or even respond to our CPA. I have attached the email we received from them.
