I received a debt collection notice from Assured Collections for $399.80 from a company called Philcare Medical Supplies. I have never heard of such a company and a quick Google search shows that Philcare has tried to defraud dozens, if not more people. If Assured Collections is a reputable company, they should not be associated with this Philcare and should immediately make amends for this erroneous colleciton notice.Business Response

I had a total knee replacement on November 1, 2019. Yesterday, I received a collections letter from Assured Collections, LLC demanding payment of $5,995 for product # E0676 provided by Philcare Medical Supplies. The reference number is *********. The date of service was listed as November 1, 2019. In the 3 plus years since my surgery, I never received any invoices from Philcare Medical Supplies. I think I would remember a bill for that amount. I have tried calling Philcare Medical Supplies and the phone number listed is no longer in service. I suspect this company has gone out of business and has sold their collections to Assured LLC. Further, when I searched for Philcare online, the search came up connected with Assured Collections. I have good credit, I pay bills when due and I have never been involved in collections. According to Assured, I have 30 days in which to pay this amount. I have read similar accounts on this site, one in particular which almost sounded exactly like my situation. Just what is going on here? Is Assured Collections demanding payments for products Philcare never billed for? I spent 3 hours of my time today calling my insurance, my doctor's office and Medicare with the problem still unresolved. Maybe Assured would like to pay me for my time trying to resolve this claim. The reason we have so
many of these complaints that are not being responded to is because the notices
are going to the wrong person. **** ***** has not been with this company
for well over a year and I have about 100 of these complaints that are going to
his old email address. This case is regarding a matter of a patient cost
share and/or non covered charge for the product that was prescribed to the
patient and sent to the Durable Medical Equipment company to provide and bill
the patients insurance. Much like a pharmacy filling a pharmaceutical
prescription, the Durable Medical Equipment company, Philcare Medical Supplies,
was sent the prescription for the take home medical equipment that the
physicians office is not credentialed to provide and/or bill the insurance
for. The patient would have received an Explanation of Benefits showing
the details of the claim at the time it was billed to their insurance. If
the claim had a patient cost share or non covered charge, Philcare Medical
supplies would have sent out a letter to the address they were provided in the
order and face sheet from the physicians office. We, Assured Financial, LLC
have been hired to collect on these patient cost shares and non covered charges

I had knee surgery in October of 2019. Last week I received a bill from Assured Financial , collections, in the amount $3,995.00, $78.00 and $46.56. They were very rude and even hung up on me when I said I wasn't responsible for a bill from 2019 that I just heard about! Called doctors office and they knew nothing about it. I have been contacted by Assured Collection, LLC demanding payment for services provided for a surgery on September 11, 2019. Per my surgeon, Dr. ******* ****** with Orthopaedic Associates of Central Texas there was an agreement in place that the owners of the company at that time would accept whatever Medicare paid as payment in full. All unpaid items would be written off. The doctors office says this is a fraudulent billing and I also feel if a payment was due, I should have been contacted before January 19, 2023. Due to the late billing I was unable to dispute the claim with Medicare in a timely manner. Medicare is reopening my claim on this billing and I feel the $3,995.00 amount should have been coded C,D, E from Medicare and not my responsibility. Unfortunately since I was never billed for the amount until January, 2019 Medicare has to reopen the claim and that will take up to 45 days.Business Response

After working this account, for Philcare Medical Supplies, for about 5 months now we have run into some of the debtors that claim there doctors were told there would be no patient cost share when prescribing products supplied by Philcare. However, these were rogue agreements made by a small handful of reps that wanted to oversell their doctors. There is no written agreement that Philcare is/was aware of that made any promises of not charging for the patient cost share.Customer Answer

I am rejecting this response because: I have filed an appeal to Medicare regarding the original claim and feel they will change their original determination that the patient is responsible.
I only used the stimulator. The knee brace (L1833) and the limb compression device (E0676) have never been used and are still in the original packaging. I will gladly ship these Items back to Philcare or Assured Collections, LLC

Three years ago I was scheduled for a day surgery on my knee on March 10, 2020. I knew and agreed to my insurance co-pay for the hospital charges and the surgeon's assistant, NOTHING else. When I awoke in recovery I had a brace on my left leg which I wore for 24 hrs and had no restrictions. Within a few days after, I received a pair of rechargeable compression leg cuffs dropped off at my property gate, as my gate is security coded. This company purports sending and being signed for by me the rechargeable cuffs in addition, Assured financial claims that a nerve stimulator was also delivered, which my insurance was billed and paid; however, in fact was never delivered to me.
No bills were ever received. No contact or billing EVER occurred for any balances they perceived I should be responsible for. Now, nearly 3 years later, on January 17, 2023, I receive a text message from a collection agency.
I was informed that my insurance had paid their portion and there were 3 items sent to me, a leg brace, a nerve stimulator and rechargeable compression cuffs; my co-pay was $1241.92. I informed her that I did not approve of these pieces of equipment or agree to pay for them. I sent a letter declaring a dispute responsibility for these charges by certified mail.
Since then, I have received REPEATED text messages harassing me on Jan 17, 25th, Feb 1,6,14,16,21, which is against the law when in dispute.
These items were never billed before being sent to a collection agency, a violation of ethical billing practices.
Isn't it interesting that Assured Financial, LLC is also known as Assured Collections, LLC; companies that coincidentally reside at the same address as the primary address of Philcare Medical Supplies?
In order to resolve this issue:
1) The company will accept what they extracted from my insurance company as payment in FULL and confimation in writing to me.
2) Retraction of any and all negative reports to any and all credit agencies with a copy sent to me.Business Response

There have been no reports to any of the credit bureaus. We do in fact have the prescription for the products however it is not signed by the debtor, only the physician. Received a notice from Assured Collections LLC 8660 S Peoria avenue Tulsa, Ok 74132 Phone #918-922-8303, that I owe Philcare Medical Supplies for$21.25 for date of service 10/31/2018. Tried calling Assured Collections no answer, I have no record of ever making this charge, I think this is a Scam and do not appreciate the inconvenience. On this particular account, after looking at the documentation, the patient did sign and date the order and the EOB was sent to their address on file. However, the prescription that was used was generic and does not state that Philcare Medical Supplies was the DME provider. Contacted by Assured Financial LLC for collection of a bill supposedly owed to Philcare Medical Supplies for 599.00. Stated that this was due from Nov 2018 for medical device related to Knee surgery. Talked to Doctor's office, they stated that they have never used this company for any medical equipment ever, they have used a different company fro the past 20 plus years. Called the Hospital where the surgery was performed, they stared basically the same thing, never used this company. This collection agency said that I had not paid the owed amount, and that I was billed for this. My Doctor stated that I did not owe this as my insurance had covered all expenses. I never received any bills or correspondence from Philcare or any phone calls in reference to amount owed. All of this came out of the blue with no previous communications from Philcare or Assured Financial. First I became aware of this was when the collection agency sent a letter more than 4 years after the surgery. Any medical devices that were used were returned to the hospital or the Orthopedic Doctor. As I stated, I never used Philcare Medical and my Doctor and Hospital agree, this is a SCAM, especially after 4 years of no contact. I tried to call Assured Financial at the number given, mail box full, no way to leave a message. I want this to be dropped and no flag to my credit report, and no further contact with this predator.Business Response

I had an outpatient procedure done on 02/18/2020 at the ***** Healthcare Center, **** *** ***** Rd., Austin, TX. Prior to the procedure a nurse came and attached a compression device on my legs. This apparatus was not ordered by my doctor and was not subsequently covered by insurance. I have been receiving phone calls and letters from a collection agency stating that I owe $5,995.00 for this equipment. I did not order this equipment and know that I was targeted by someone hoping to scam medicare, the insurance and/or me for this outrageous amount of money. I am asking you to register this as a complaint against Philcare Medical Supplies/Services for medicare fraud because they supplied an unnecessary piece of equipment in hopes of making a profit. I am challenging this charge by Assured Collections, LLC...which coincidentally has the same mailing address as Philcare Medical Supplies: 8660 S. Peoria Ave., Tulsa, OK 74132. I received a letter from Assured Collections, LLC (8660 S Peoria Avenue, Tulsa, OK 74132 (918-922-8303)) dated 2/2/23 stating I owe a debt to "Philcare Medical Supplies" with a date of service from August 2019. I never received any sort of bill from a Philcare Medical Supplies, and a Google search yielded results of numerous others that received similar letters from Assured Collections for medical supply "bills" from years prior for fraudulent charges they were never billed for. It sounds like a fraudulent company and I'll be disputing the debt. The Assured Collections company sounds like they are part of the scam as well.Business Response

I contested the collections letter that Assured Financial LLC sent and they sent me documents that are in violation of HIPAA. I never authorized a collections agency to have, use, or distribute my personal health care information and have submitted a complaint through the U.S. Department of Health and Human Services Office. The response from Assured Financial LLC is not acceptable and this company is a fraudulent scam organization that is working with a company called "Philcare Medical Supplies" to extort and scam people while violating their civil rights under HIPAA.
