      This is a predatory company. If I could leave 0 stars, I would leave a negative 0 for their extremely rude behavior towards their customers.

      Trying to be a good tax paying American I filed my local earned income taxes for CM school district on 3/23/24 . After researching and reviewing I learned that my pension from Pennsylvania state employees retirement system (PA. SERS ) is exempt from all state and local taxes . I submitted a amended tax return on 3/29/24 along with the paperwork from PA SERS showing that my pension is tax exempt.I contacted Keystone collections by phone a couple weeks later to make sure they had everything they needed to complete my mistake and refund my money. Iwas told that it was in the computer system and could take up to 60 days . I waited patiently for another month and contacted them again with same reply 60 days . Whenever I contact them it is always at least a 35 minute wait time before I reach a agent and they all keep telling me that I have to wait my turn in order in which it was received. It was now been 75 days and I am still without my mistaken refund of over $700. Keystone only contacted me twice , once on 3/29/24 to let me know I needed to file a amendment and a text on 5/20/24 saying if they need anything else they will contact me .It is now 6/12/24 and I am still at a loss. I live on a pension month to month and in this economy having my $713.91 back in my account would be very helpful.They should just do the right thing and give me back my rightful money .** ****** 6/12/24

      This agent is not descent at all and act on as a fraud group and keep sending me the delinquent tax for the year that that I did not live in the area. And I am not sure why there is such place exist or there is any place to *** them. There is no rating for them. They should not exist.

      I received a delinquent Per Capita tax notice for the FOURTH year in a row as a non resident of ************. I do not live or work there nor have I lived there in the last 4 years. I have no obligation to pay this $300+ tax. Keystone makes their money through financial harassment of individuals who unfortunately dont know any better. They use fear tactics and will send notices to whomever they please with zero reasoning. This business should be fined and audited by the *** for fraud.

      Today I received a letter from these rats. The letter says I have already been notified and this is the last warning, of course there is nothing true in this because I have not been notified at all. They want me to pay them $477.10....and right now I'm sitting there wondering what exactly to do after I did the stupid taxes in 2021. ....and here is exactly what this letter says "you were previously notified regarding this tax delinquency and failed to take corrective action necessary to resolve this matter"

      They are a paid arm of the state and local government. PA in particular has numerous taxes of which many are "hidden". For example, a small township of a few thousand people has the ability to collect an income tax. One percent gross is not uncommon. In our case, we paid the ridiculous tax but either on their end or ours the final two digits were transposed. This amounted to a $3 difference (out of several thousand dollars) in billed versus paid. They contacted me nearly 10 years later to tell me I owe them (the PA township) $1,000. Yep. Figure that rate of interest. A real joke and I am unsure why there hasn't been a class action against this practice. Keystone is nearly impossible to contact and when you finally do and are told they will get back to you they NEVER do.

      I rent and for some reason I had to pay school taxes, the landlord told me taxes are included in the monthly rent and she informed me it will go up each year and when I bought my house they said I still have to pay when I have an escrow I was garnished, how is this even acceptable?

      This predatory group has been inappropriately delegated powers to collect money and plays fast and loose to prey on taxpayers. In early 2024 I received a delinquent tax notice for 2020. It took me just ten minutes to find and submit evidence that their claim was false, and I subsequently received confirmation that they "adjusted the amount accordingly" from $500 to $0 owed. While I happen to keep paperwork neatly organized, this would have been difficult to overcome for anyone who does not keep meticulous financial records. This unethical organization takes a "guilty until proven innocent" approach even while failing to maintain financial records and cross-check their won accounts internally. Keystone Collections should be shuttered and those responsible for oversight in the company and state legislature should be held accountable. I am forever thankful to have left PA behind for a state with no income tax and greater accountability. As I read through these other reviews it is clear that I am far from alone in being targeted by this corrupt collections agency.
