I arrived at Patriots Point Ship Store. I did no tours. My whole purpose was to find out if they had 3 coffee cups to match the ones I bought in 2019 from them. I was in the parking spot and called the number on the posted sign and the text number to pay to park. I then saw a note that can get validated. I stopped and did not pay and asked the cashier in the store if I can get validated. She said no I cannot and not to worry about the parking. I told her I am only there to find out if she has the cups, which she did not. I picked up 2 souvenirs for my birthday which was that day and did a bathroom trip. I was in and out less than 15 minutes. I thought everything was fine until I get a letter today to pay $55.00 parking violation. I feel this is pure greed. I usually park close since one of my legs is all metal inside from knee to foot. If the store is choosing to charge to shop at their store, then the grocery stores and gas stations should follow this greed. I can guarantee I will never in the life I have remaining will every go there. I have heart issues that my heart in not in rhythm, so my time on this earth is limited. I was there to buy something nice for my birthday. Just a shame, now my blood pressure is high, and I am in tears. I will be glad the day God chooses me to leave this earth. Just so much greed and ugliness here on earth. I want this fee to be voided since I was told by the cashier, I would be fine parking where I did. I parked in a lot that had no visible sign stating that parking was required. The only sign was on the spot that said it was for bank parking only M-F until 6 pm. I parked there on Saturday. I exited the lot through the same way I drove in and there was no sign visible. When I returned to my car, I had a $50 ticket. I disputed the claim, providing pictures that there were no visible signs from how I entered and exited the lot. Apparently, another entrance that I didn't use via vehicle or on foot had a sign. I disputed this in good faith, providing evidence, but they refused to credit me. They then charged me a $25 late fee while I was disputing the claim. I then received a collection letter from this business, and I paid to avoid this appearing on my credit, but there is NO VISIBLE SIGN. CPM should recognize this, and waive the ticket because of their lack of visible signage. Requesting my money back.Business Response

There are signs posted at both entrances to this parking location. It is the consumer's responsibility to read and follow directions on all signage. The signs are displayed per City of Charleston guidelines and photos of each entrance are included with this response.
The original appeal emailed on Feb. 8, 2025 and answered on Feb. 11, 2025 (screenshot of this timeline attached to this response). This allowed plenty of time to remit payment and avoid the accrual of late fees. Our records indicate that Mr. ****** did not pay the citation until yesterday (June 16) evening. Therefore, the accrual of the late fees $10.00 if not paid within 7 days and an additional $15.00 if not paid within 30 days is completely due to Mr. ******' actions or inactions, not Coastal Parking Management.
A review of this event concludes that the appeals representative that responded to Mr. ******' appeal case made the correct decision and complied with company policies and guidelines.

I am rejecting this response because
The sign from Wentworth Street is on the side of a pillar that cannot be viewed from the street OR the Parking Lot. That is the entrance I entered by car and exited by foot. I looked on the inside and outside of that wall, but would never think to look on the side of the wall. I have attached the view from the street with no visible sign. This was not willful negligence on my end. I intentionally looked around from the spot I was for a sign entering/exiting the lot, in front for where I was parked, and nothing was visible. The same is from the inside of the lot. My ask is simply that the fine be waived the first time because this is very unclear but I would now know going forward.
While the back and forth was ongoing, I was never presented with the $50 again, only the $60. I understand the additional $15.
Sincerely,
Craig TBusiness Response

I visited the Charleston area with my family for vacation and parked at a CPM lot on Patriots Point on 5/9/25 in order to explore the USS Yorktown and related exhibits / sights. I used my mobile phone to scan the QR code of the lot and selected the 3-hour option for $20. After entering my card information, I received a payment confirmation. I thought everything was okay. About two weeks later, I received a notice of violation in the mail saying I had to pay the $20 parking fee plus a $35 penalty. I checked my credit card account and confirmed that the payment had not gone through. However, I had no knowledge of any prior problem, as a payment confirmation had been received. When I reached out via email to the "appeals" email inbox of CPM, I received word back that they could not remove the citation. I explained that I received a confirmation so I had no way of knowing the transaction had not gone through and asked them to kindly remove the fee, and that I would be glad to pay the $20 fee. That payment has been sent to the business. A web search online revealed that this problem occurs often enough to get several mentions on Reddit and to result in a Google rating of one star out of five on CPM. This is a very public service to visitors to the city of Charleston and certainly puts a black eye on the tourism business if customers like myself have a bad experience when they visit the city.

In November 25th/2024 we parked at the parking lot located in downtown charlotte for a business meeting that evening, we used the the app that was place on the wall right I front of our car, we paid and everything went through ok, then In November 29th/2024 we received a email saying that they don’t have any records of payment I send them proof of payment and my car pictures and bank statements, the in December 2nd/2024 again I got and email asking for more proofs and I sent them same pictures from before , then in December the 11th/2024 that again said that they are closing this appeal because it is no enough what I sent them, in April/2025 I received a letter from a collection company Pritchard Law Group asking to pay $75 disregarding my several emails with proof of payment to coastal Parking company. This collection company responds saying that the number plate we entered in the beginning it wasn’t right and that for that reason is like I never paid, not seeing the fact that they collected money from me in that same day and no one says anything, but yet they wants to collect more money from me arguing I never paid, so why is that they never returned the money to the bank if it was a wrong plate number to begin with?… is clear that they are stealing money from consumers with no shame at all, and in top of everything they are treating us with hurting our credit and with legal actions. This is not about anything else but the fact that they are STEALING OUR MONEY, and with no reason, not even a single sing of reaching out to let us know we mistakenly tipped a wrong letter but yet we PAID WITH GOOD FAITH.Initial Complaint

In town visiting friends I attended a Charleston Battery FC game and parked in location requiring payment by app. I paid but in error entered my phone number in the field where I was to enter my vehicle license plate. Upon returning to the car I say the Parking Notice and asked the parking attendant who gave the notice what I should do. Showing them the email receipt of my payment. They said they could do nothing on site and refer me to the online appeals process on the back of the ticket. After returning to Georgia I attempted the online appeals process but the website was none responsive. I called the number on the back of the citation and the persons answering the phone told me to email the appeals. I did. The email was received and opened (April 7) but no one has responded. I have called and tried to leave messages but the voicemail is full.Initial Complaint

On Feb 21, 2025 my daughter I parked in a Palmetto Parking parking lot in Charleston. We paid for parking, actually ended up paying twice. We then attended a concert down the street and when we got back to the car there was a ticket on it. Today I got a letter in the mail from Coastal Parking Management saying I owe $75 for a parking citation. I tried called both Palmetto Parking and Coastal Parking Management but got recordings and voicemails. I emailed Palmetto Parking and attached screenshots from my bank account proving we paid that night, $21.51 and $12.15. I've also attached those screenshots here.Initial Complaint

2/4/25 I traveled to Charleston to have surgery on my face to remove a cancer. 2/5/25 after a follow up with the doctor my wife and I went to Patriots Point Mt Pleasant to take a tour to Fort Sumter. Upon entering the road to the parking lot a work stopped us due to road work and escorted us to the parking lot. When we pulled into a parking space we saw a sign saying the last tour of the day had past. We left Patriots Point. On 3/10/25 I received a letter for non payment of a parking space 20.00$ plus 35.00$ penalty. My issue is the letter was dated 3/7/25- after the 30 day period to protest the charge. By the letter we entered the parking area 12:57pm and left 1:14 pm on 2/5/25- a total of 7 minutes. This seems like a scam to visitors/ tourists- we entered the parking lot, read the sign then left. Also why was the letter not sent out until the 30 days had passed denying us the opportunity to protest the fine. I am really surprised Charleston City would do this or allow these practices to take place. Any help you can give us is appreciated. February 2nd 2015 I parked in the lot to go see Fort Sumpter. I scanned the code and parking provided at the lot and chose 3 hours which I then paid for getting a HONK receipt.
Just yesterday March 8th my brother texted me a photo of the Mail showing my car and a violation of parking stating "valid payment not found or over time". This is odd because I can't appeal being it's past 15 days plus the Mail went to an old address which hasn't been on file for my car in over 3 years now.
I paid the $55 bill online yesterday to avoid charges and collections, but being I parked legally and have proof of this, I should absolutely get reimbursed for this and any charges dropped.Initial Complaint

We were attending Operation Overnight on the USS Yorktown and CPM runs the parking facility. We were given directions to the dock side parking lot, but this was in error. We were not parked, but apparently entering the lot triggers the parking violation if you exit without paying. The citation was apparently issued in January, but the notice was dated Feb 17th. An appeal must be made within 14 days, but CPM didn't even alert me of the citation until 30 days had passed meaning they will not accept an appeal. Patriots Point should not be doing business with CPM.Business Response

Good morning,
We use an automated citation notice delivery system and we do not have direct control over the mailing of citations to parkers. Citations are supposed to be mailed within 3 business days of the citation date. I will address this with our vendor right away.
After reviewing the citation and your complaint, we have decided to void this ticket because you were with Operation Overnight and were sent to the wrong lot for drop off/pick up.

On February 2, 2025 I received a parking violation from CPM. Violation is dated January 22, 2025. Supposed date of violation was December 22, 2024. The violation states "valid payment not found or over time". The photos included in this bogus violation are me parked in the middle of a street. One photo is of my car parked next to a turning arrow. The second photo is of my car parked on top of the turning arrow. Violation does not state a street name, parking lot, or any information that states I did not pay for parking. No one answers the phone. I can't email because it is past the 14 days. They are requesting a check or money order to be sent to PO BOX 12065,Charleston SC 29422. It is a scam and I will not pay the fee $20 parking fee plus $35 penalty. The reason I know it is bogus because I NEVER park where I have to pay. I always park in the street and pay a meter. I wonder how many people fall for this scam and pay them!!!!
