    I paid the correct fee of $13.45 for 2 hours of parking. Upon returning to my vehicle, I found a $50 violation stating no valid payment. When I return home I determined that in the dark, on a small mobile device, I had entered 1 digit on the license plate incorrectly; swapping a V for a W. While the small print at in the app does state that numbers must be entered correctly, this is a minor, honest error that should be easily resolved and the correct amount was very obviously paid in full. I immediately contacted the business and my appeal was denied. Further, I was told that the fee and penalties would increase if I did not pay in 7 days nor would be original $13.45 be refunded for which I received no services in exchange. I paid the fine of $53.95 (including service charge) to avoid additional penalties, however, this business practice is unfair, unconscionable, and egregious.

    The city of Charleston contacted the business on my behalf.  They have reconsidered and will be sending a refund for the citation.  This is now resolved and you can close the complaint.  Thank you.

    On 08/27/2024 I parked on 19 Hagood Street to attend a work meeting at the nearby office building. When I pulled into the parking area I saw signs to NOT park to the right, so I parked to the left, where there were no signs stating that parking was restricted or for pay. I looked for a lot attendant and did not see anything. I left and went to my meeting. When I returned I had a $50 violation which I appealed. in my appeal I stated that there was no signage in my parking area that stated it was restricted. I took pictures and offered to send them. The response was that there was a sign stating there was a sign on either side indicating it is a paid lot. I responded that there was only one sign, facing inward (so it would not be seen upon arrival as it is behind you), and the same side as the other signage, where I DID NOT PARK. There are no other signs stating it is a pay lot. So the right side had clear signage, the left did not. I parked on the left. Further, when I went online after the appeal, they increased my fine to $75 due to time passed, which was on their part of the appeal taking forever. They are clearly price gouging without adequate visible signs or evidence to back their claims. It should be illegal. I have not paid any money yet as I want the ticket absolved.

    Good Afternoon,

    I'd like to share my well documented experience with Coastal Parking Management, a private parking company in Charleston, SC. I thought I was alone in this experience, but now see many similar complaints filed here.

    On July 8, I received a citation after paying to park via the HONK app. The fee was taken from my account, but the citation read "valid payment not found." I followed CPM's appeal process that evening. Their email states that a response email will be received within 21 days. Their email also states that the dismissal period will close within 15 days and late fees will start to be added. This means that you can start accruing late charges before you know the status of your appeal. I received no response.

    I followed up via email 23 days after the citation on July 31 and again on August 6 and 13. I received no response, but then received a letter in the mail requesting late payment charges. The letter contained a phone number that I called and left a voicemail. I received no response.

    Today, 80 days after the citation was issued and the appeal was filed, I received a nondescript email with no signature stating that although I paid to park at 31 Woolfe Street, I paid to park in zone 88121 and actually parked in 88162 and that I must pay the citation and additional fees. Another complaint filed here mentions a similar experience with the deceptive QR codes.

    CPM's appeal process is set up to be purposely prolonged - allowing for additional fees to be added before ultimately denying the appeal.

    This was a parking lot next to a restaurant. I paid for two hour parking. We were a few minutes past the two hours when finishing up our dinner. I tried to go onto the mobile app to pay for additional parking time, but there was no way to pay for more time in the app. The parking lot must outsource the billing to the Honk Mobile app, because the lot I parked in was not listed in the app to purchase additional time. I received no text or email offering to extend time either. I came back to my car just a few minutes past the 2 hour limit, and there was a $50 citation attached to my window. The two hour parking was less than $14, so this fee is not only excessive, but it is also unfair and extortion-like. The same day I received the fine, I asked the parking lot company to waive the citation and provided supporting documentation that I paid for the 2 hour parking. More than 10 weeks later, they finally responded with a refusal to waive the fine. This company's practices are egregious and predatory. They're not threatening me for non-payment, even though it's been almost 3 months and I tried promptly to get it resolved.

    On July 4th 2024 my we parked in a Charleston SC lot at 424 King St. The signage indicated a special rate due to the holiday, there was a 2 hour rate and a 24 hour rate, we chose the 24 hour rate and were charged through our AMEX the $42.05 fee (receipt attached). Upon returning to our car later that day, July 4th, 2024 there was a "violation" notice (attached) indicating valid payment not found. We immediately disputed this with evidence of payment on their website which is their policy. We never received a response to that and our email and calls to the business went ignored. We even called the manufacturer of the parking "technology" app. We have now received a past due notice (attached) which ignores our evidence and appeal. Further online investigation reveals a long pattern by this company of issuing citations for legitimate parking but never replying to evidence-based appeals. Further, we presented them with evidence that their parking APP "glitched" you will notice in the attachment that it charged us for 24 hours but listed the start date and end date as the exact same time. This also appears through online reviews to be a pattern to trap people into receiving citations. i BELIEVE THIS COMPANY WILLFULLY ENGAGES IN DECEPTIVE PRACTICES TO TRAP PEOPLE INTO VIOLATIONS.

    On Wednesday 06/19/2024 at 1:00 pm, I parked in a lot at 459 King St, Charleston, SC. I read and re-read the two posted signs related to the use of the lot and any payments necessary.

    Both signs state the following:

    Pay in advance
    Mon-Fri 5PM-7AM
    ALL DAY Sat & Sun

    A QR code and number are provided to remit payment. The signs list "Palmetto Parking" as the operator.

    My car's presence in the lot was clearly outside the times stated on the two posted signs.

    The next day, I filed an appeal per the instructions on the citation. www.**********.com

    I received no confirmation of the appeal filing or any other communication from the company until I received a "past due" notification in the mail.

    Coastal Parking Management, not Palmetto Parking as listed on the signage, send me a "past due" letter on 08/01/2024. I immediately called and left a VM and sent an email to **********@gmail.com per instructions on www.**********.com.

    On 08/07/2024 I called and left a VM and sent another email.

    On 08/12/2024 I called and left a 3rd VM and sent a 3rd email.

    I have yet to receive ANY communication from this company regarding the appeal of my citation.

    They sent me a parking violation notice that I disagree with and have tried to call them on numerous occasions, and they have not returned my call in order for me to discuss the matter with them. I filed an appeal as they requested on their website, timely, and never received a response. I feel that they’re being, evasive and just send repeat notices.

    THIS COMPANY GIVES OUTRAGEOUSLY PRICED TICKETS EVEN AFTER YOU HAVE PAID FOR PARKING IN THEIR LOTS!!!

    I received a ticket under false pretenses and no one answers phones or calls back after leaving messages. Never responded to email or their parking citation appeal process. The ticket price doubles within 7 days of ticket however they quote 21 days for appeal processing. This is criminal. This business should be shut down immediately!

    I attempted to pay for parking at State Street in Charleston, SC but the QR code would not scan. I have video proof of a complete stranger having the same issue. I had an elderly couple have the same issue and she had told me that sometimes Wi-Fi is needed. I had only planned to park to get a coffee and come straight back and drive down to the Battery. I went to Bitty and Beau's coffee shop in order to get the app to pull up. I'm a RN that makes $75/hr so I had no issue paying for parking. It was the simple fact that it would not pull up and the QR code itself looked like it had been peeled back as you can see in the videos. I have spoken to law enforcement, city attorney office, and Charleston's parking dept. I have names, dates, and times. I have had multiple emails to CPM which offer zero help except for the lady I spoke to 4 day after on the phone and she helped edit my first appeal. I have read reviews of this company, and they even made the news about illegal charging. The fact that the official city parking tickets range from $14- $75 (which would be handicap parking with no permit) is ridiculous to charge $50 for less than 15 minutes when it was their QR code not working properly or the rules of parking including price that is supposed to be on a board. I have looked into all of the laws that are required to have a parking lot. So, trust when I say that I am fighting this for the fact that they were negligent on having working apps/QR because it's not the matter of cost. Thats one hour of my time at work. If nobody starts fighting them on this ridiculous stuff, they will continue to get people for $50 for parking in a spot that they went into the store or whatever the else the reviews have said about them booting cars. It's a third-party company that needs to be held responsible and stop stealing from people and get proper working QR codes.     On December 3rd, 2023, I parked in what I thought was a public parking lot at the Farmers Market on John’s Island at the Charleston Pour House. This was a Sunday- a day that in Charleston means parking is not enforced. I was at the market for approximately 25 minutes, waiting for something to eat. As I was leaving, I thought I saw someone take a picture of my car, something I subsequently went and repaired. However, I thought it had to do with my license plate hanging off because a screw fell out without me noticing. In the middle of March- a full three and a half months after this occurred, I received a notice saying that I had a parking violation for $75 that had been past due and needed paying. Not only was this confusing, since it was a Sunday and there was no clear sign saying otherwise, the notice mis-identified my car (a Jeep Cherokee) as an Audi. When I look to find the website to resolve the matter, there is nothing that comes up, and the web feature to pay the fines does not look legitimate. I have not been able to get someone to pick up when I call. Upon reading reviews, I’ve seen that this company has a history of things like this. I’m a resident of Charleston County, and as such will not be paying for a ticket submitted by a non-government private company with a history of preying on people, on a day that they legally can’t do that.
