Harpers 1811 llc estimate #**** for $32,200 accepted 7/12/23 with a deposit of $16,100 for hurricane shutters.The estimated completion date was mid October 2023. Multiple status texts ********* from me had no response. I sent a status email to the ********** ********************* 11/12/23. He responded that he would get back to me 11/27/23 and that the installation would likely be by the end of Dec 2023. There was no response from ***** for another 2 months during which I sent multiple emails to him. On 1/25/24, I received a mass customer email from ***** in which he said "that there are many that are alarmed about Harpers stability and backlog of jobs". He said he would get back to me shortly.Another 2 more months and again no response from *****. I sent a certified letter on 3/29/24 asking for the return of my $16100 so that I could get the work done elsewhere prior to the hurricane season. Now 4/17/24, no returned deposit and my house is going to be exposed to the worst predicted hurricane season in years.Business Response

I am rejecting this response because:The response from the business stated "please feel free to charge back your card". How can I get the $16,100.00 charged back to my card? If the business sends me a certified check I could put that in my credit card acct. The credit card company ********* responded that they can not issue a credit back on my credit card either unless they have a certified check from the business. The $16,100.00 only has to come from the business. That is why in my last response I said please send a certified check to me for the $16,100.00
The 5/22/2024 response from the BBB was the business has provided BBB with its position (for me to charge back my own credit card??) and the matter is now closed in the BBB files. Absolutely unacceptable!!! In simplest terms the business acknowledged that it owes me $16,100.00 and a check has to be issued by the business to me.

On August 27, 2023 I issued a check for $2100 as a down payment for an electric hurricane screen. The lead time was 10 - 12 weeks. In November I spoke to an employee regarding the status of the screen. After several phone calls I finally got a hold of someone. I was told there was a problem with their subcontractor. In December I went to their place of business as spoke to a lady and she stated they would get a delivery date in ********* the end of Jan. I called Harpers and asked to have ***** Harper the owner call me. He never returned my phone call so again I went to Harpers and spoke directly with *****. I told him I was terribly disappointed and would like a refund. He told me that I should send a certified mail a request for cancellation and refund. That was signed by Harpers and we are hoping we will get a refund within 45 days. we are still waiting.Business Response

Please share this information with other people. After speaking with the ****************** this am I received a check for the 2100 dollars from Harper's shortly thereafter.

In September of 2022 I signed a contract with Harper's to rebuild our Lanai cage and gave them a $2000 deposit. I was told construction would begin in October of the following year. I heard absolutely nothing from them in 11 months, In September of 2023, I called to ask for an update. I was unable to reach anyone by phone and left several messages. I also emailed them. My emails were eventually answered with a vague response that they were behind and construction would start in November or December. When November arrived I again tried to contact them for an update. No one answered the phone or returned my emails. In December I was able to talk with someone who assured me that they would get information and call me back. I never heard back. In January 2024, I again emailed the company and received a very confusing reply from a new employee stating that no permits have been applied for in our project. By this time I lost confidence that Harper's could rebuild my lanai in any timely manner or to rebuild to a professional standard. I called the ********** ********************** and asked for a return of my deposit. I received a very rude text in return. On 1/26/2024 I then sent a certified letter to the company demanding the refund of my deposit. I engaged in a string of emails with ********************* about the return of the deposit. She said that they had 30 days to comply with my demand. It is now April 13 and I still have not received the refund of my deposit.Business Response

On 03/07/2024 a registered letter was received by Harpers requesting to terminate the contract/sales invoice #****-3345 for the installation at ******************************. The agreement was entered into on 07/12/2023. Our primary concern leading to this decision is the consistent lack of timely completion of the installation, which has far exceeded the initially agreed-upon time frame. I request a full refund of my deposit of $2300. I have been made aware by social media that Harpers 1980 has been collecting deposits from consumers and not doing the work and not returning deposits.Business Response

Signed a contract for them to install a hurricane screen on my lanai June 2023. Gave them a check for the deposit for $3,600.00, (half of the total cost for the job) it was supposed to be done in September, but then they moved the time frame up to August ***** came and measured in July of 2023. Have been calling, the office, both of the owners, ********************* and *********************, left messages for everyone, no return calls, sent many texts, emails to them and received some responses only saying that their having some issues with the business, then it was problems getting workers, then trouble with the distributer, but they would be getting to me soon. Its been nine months and nothing at all. As of todays date, their still saying they will hopefully be getting to me soon,I found out they were still writing new contracts and taking deposits, one in a neighbor, and not showing up to do any of them. I advised them by email on two occasions that I wanted my full deposit back, they never acknowledged either request. Still waiting, just want my deposit back in full and definitely do not want to do any business with them. I think they were aware their business was in trouble long before they wrote my contract, there are people from April 2023 they are in the same position trying to get money back and not able to get any responses to their correspondence or calls to them. Pretty much the same story with Harpers 1980 LLC. Signed contract 10/2/2023 which contract stated 8-10 install for accordion shutters. nothing but Promises, promises, promises. won't answer our phone calls. sent certified letter 2/6/2023 canceling our contract & return of our deposit, and we would pick up a certified check at their office on 2/28/2024. Went to office and doors are now locked with sign on door by appointment only. I called them on a phone # they didn't know & requested an appointment for a shutter quote, was told to come to their office the next afternoon, but to call when I get there so they can unlock the door. I didn't go, but my question is how can keep quoting jobs and taking 50% deposits when they can't take care of their current customers???? I need my deposit back so I can contract another company before hurricane season. If they are not doing the jobs, what are they doing with our deposits????Business Response

You had broken promises since well before October 2022, and three times swore you were going to show up on a certain date and then you didn't. You even promise my mother a 89 year old women, that you were definitely showing up on a certain date and then you ignored here. I had threaten legal action against you and ask you to call and advise up what's going on and you ignored us (no phone call, no emails). I then finally said to return my deposit and that you are done and you still ignored our request for communication. On June 1, 2023 I wrote a check for $5450.00 which was a 50% deposit on roll down electric Kevlar hurricane screens for our covered lanai. I was given a delivery window between 12 and 16 weeks. It is now March 15 .... 289 days .... 41 weeks. I have exchanged numerous text messages with Isaac and have yet to get a satisfactory answer. At this point I would either like an actual installation date or a refund (and preferably a refund). After reading messages posted on the local Next Door website I no longer believe that they are dealing in good faith. Other local installers seem to be able to acquire the necessary materials to install the products they sell and excuses Isaac is giving no longer seem valid. Contracted with Harpers on April 6th 2023 to build a new pool cage at my home. Gave them a $5,700.00 deposit, and they never did anything except take and cash those funds. They did nothing, and wouldnt return my phone calls or emails regarding the time or work to be performed. They still dont return phone calls, so I terminated them and want my refund returned. I have filed a complaint with the attorney general, am going to file complaints with the permitting offices, am gathering names of others to file a class action/ joint legal effort on behalf of many others they have defrauded. That will also include other partners and license holders in their firm. I am rejecting this response because:They have lie continually. I have never stalked anyone, anywhere, ever. I repeated called, emailed, and tried to amicably communicate that due to their complete, total failure to perform per the agreement, that I wanted to mutually terminate the agreement with them and have my deposit returned, which they held for over a year, and they never did one thing in an effort to perform the work (lanai cage replacement they agreed to). I have never been within 10 miles of anyone's home, and met at their office only once. They promised then, they would return my deposit and execute a mutual termination agreement I had sent them over a month earlier. When I returned the following Monday, as agreed then, their door was locked, like they were out of business, and I never returned, although I called several times to schedule another appointment, and phone records will show that. No calls were answered or returned. For their convince, I offered to meet them anywhere, any time, to have my deposit returned, they were at my house when the took my money from me. As you can check for your self via the attachment, and via the Charlotte County Clerk of the Courts Records Department the statement of claims from over a dozen (pending and a few closed cases), if not more, from people that they have cheated, the filed claims show (they lied to the people who hired them), They never attempted to apply for permit, which they said they would do diligently. The permitting office has confirmed this. Read the claims, they have promised many others they would return their deposits, and only after losing in court and were forced to, did the claimants get their money back. Harpers has lost every time. Criminal complaints have been made at a couple different law offices concerning their habitual predatory actions. So Beware.

Harpers 1980, LLC has continually lied about setting up an appointment to return MY MONEY, which they have taken and will not return. I have called their office several times since their response and they do not call back to schedule an appointment for the return. They have my phone number and several methods of contacting me. They came to my house to take my funds. The number of civil cases against them has risen to over 17 separate individual complaints where they have taken peoples money, and done nothing thereafter. They say they will return those funds to people, and all of them state the repeated lies this organization has told them. This involves several accomplices in their office who have participated in this habitual practice: *********************, *********************************, *********************, and their license holder *************************.
