Dear BBB of Greater Maryland:Im writing to request that you take action on my behalf against Municipal Parking Services (also known as Premium Parking). I paid to park in a Premium Parking garage at *************************************** on 10/28/24. Soon after, Premium Parking began to send me threatening letters and parking citations for imaginary fees totaling $137 ($65 for the original violation fee, plus inexplicable charges of $32 for unpaid parking time fee and $40 for overdue fee second notice), claiming alternately (and incorrectly) that I did not pay to park in their parking lot and that I did pay but had an expired permit. I am contacting you because Premium Parkings claims are false and fraudulent and because Premium Parking refuses to provide me with a meaningful way to dispute their false and fraudulent claims. Please find attached copies of receipts and correspondence with Premium Parking to date about this matter. While their headquarters are in **, my complaint is filed in MD where I live and where I parked in one of their garages.I informed Premium Parking in my recent certified letter to them that I would be following up with the appropriate Maryland authorities about their deceptive, opaque, and coercive business practices, which fit a pattern of abuses by Premium Parking. I am submitting information to the Better Business Bureau of ****************, The *****************************************************, and the City of ***********************. Thank you for your assistance in this matter. Please let me know if I may provide you with any additional information to facilitate your investigation. Sincerely,******* *******

Thank you for submitting this feedback.  You did file a dispute and in your feedback you stated you were not provided a way to dispute.  You provided the dispute results/response in your claim, as well.  The local management noted you overstayed your parking session.  They reduced the invoice to $15.00.  The images captured the in/out times and it was determined to reduce this to $15.00.  Please let us know if we can assist you any further.  We confirmed the new invoice price of $15.00.

I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this proposed action would not resolve my complaint.

      March 2, 2025

      Dear BBB:

Premium Parkings reply is not only unsatisfactory, but also overdue. The 2/8/25 screenshot I sent in support of my complaint shows that even after their first reply to me on 1/24/25 that they would adjust my account, they didnt. Because their system didnt allow me to reply to that message or through their appeals portal, I had to spend more money ($14.24) and time to send them the 2/10/25 certified mail. In that letter I asked that they reply to me, and they didnt. I was able to submit my initial appeal on 1/23/25, but they didnt address it adequately and their systems are set up to not allow anyone to reply any furtherthat is an inadequate appeals process.

Premium Parkings reply claiming I still owe $15 still doesnt explain the fees. Given how they have behaved as a company, I do not trust that paying even the random fee of $15 will settle this matter. After all, this company has sent me tickets last totaling $137 for inexplicable fees and infractions, and without taking any responsibility for their poor customer ********************** and for restricting customer access to their garage on 10/28/24. The **************** entrance to get to my car was locked that evening upon my return requiring I scramble to find another way to get to my car. They have opaque, arbitrary, and predatory business practices and should be ashamed of how they harass and bully customers for months with unsubstantiated fees and irrational threats.

A satisfactory reply from Premium Parking is a letter (via email is fine) from their management stating that I owe them nothing, especially given I spent $14.24 to send them certified mail. As easily as they can generate and send preposterous tickets with arbitrary fines, they can generate a satisfactory letter to me showing an account balance of $0.

      Sincerely,

      ******* *******

Thank you to the ******************************** team for getting Premium Parkings latest reply. I also just received a response from them through the complaint I filed with the ******************************************************* where Premium Parking finally provided an adequate reply to me in writing. Their response through the ************************** office on 3/5/25:

We acknowledge your concerns and apologize for any friction this may have caused you. You filed a dispute and it was determined to reduce the invoice. After further consideration and review, we have decided to void this invoice for you.

I appreciate your teams intervention on my behalf and hope that my complaint serves as a warning to other consumers who may consider doing business with Premium Parking. Consumers, beware. And to Premium Parking I continue to say, shame on you.

      Thank you.

I received a notice in the mail that I had failed to pay for parking on February 4th. This is incorrect, as I have receipt as proof of payment. When I went to the website provided on the ticket to dispute the ticket, the form would not accept my submission. I have a screen recording of this. I park in this lot 2x a week of work. This is the fourth time in the past several months that I have erroneously been cited for not paying when in fact I have paid. And now, I can't even submit a claim dispute. There is not way to properly resolve this dispute and prove that I did in fact pay.

On February 21, 2025, I paid for parking at 278 South Fourth St. in Memphis, TN. When I approached my vehicle after the concert, I was attending I had a boot on my vehicle. Premium Parking stated that my vehicle wasn't in their system when I clearly have proof of them sending me the confirmation that I had paid at this location. They stated that I was at a different location at a garage on Gayoso Street and that I didn't change my location was the reason for the boot being placed on my car. I stated to them that's not possible because I was never at Gayoso Garage they also stated that they see when I made the purchase, which is 278 South Fourth St. When their employee arrived at 278 South Fourth St, he stated to me that they made a mistake and that another driver forgot to change the actual location stating they put down 2724 which I'm assuming is at Gayoso garage. I was at 2726 which was on South Fourth St. Premier Parking is refusing to refund me $50 dollars that I had to pay to get the boot removed off my vehicle which was an error on their behalf.

Excessive fines! I parked in the premium parking lot located at ***************************. I paid for my parking and met some people for dinner. Upon returning to the vehicle, we stood and chatted for a few minutes and then left. I didn't realize that out conversation had put me beyond my paid parking time. I have no issue admitting my mistake and even paying a fine for the additional time (even though it was 9 minutes and I was in the area) but to be charged $100 is absolutely ridiculous! A $25 unpaid parking fee and $75 "ticket". Then to insult my intelligence by putting a fake seal on the ticket to make me think that it was some kind of official document. You should be ashamed of yourselves!

February 14th, 2025 I used their service to park my vehicle being the hotel i was staying at in *******, ** (************************************************) does not offer parking. They charged me more being that my truck is a bigger vehicle. I was never told about the damaged done to my vehicle. They dented and got paint off the vehicle. Manager or someone with authority were not onsite when they gave me back my truck. I have tried to get a hold of him and no response. I did a claim with their insurance and he denied my claim since i had sent them pictures from my home and not from the hotel.

I spoke to  (Luke) manager of the lot, he was only able to show me one photo that was taken stating the system had a glitch and all the other photos he took himself did not save. I also asked for cameras of where the vehicle was parked and said they do not have cameras in the lot. Also made a comment even though it is a private lot they are not responsible if other people park in their lot.

The hotel then receives a phone call two hours later from said ****** to which she is stating there is damage to her truck and sends pictures of the damages on her truck. After conducting a thorough investigation, I found no evidence to suggest that my valet team caused the damage. Specifically, there were no signs of impact or related damage on the parkers red truck that correlate to the open lot my team parks the valet vehicles. I (****) personally reached out to the guest to discuss her concerns. ****** returned to the property unexpectedly on 2/19/25, and we walked through my investigation process together. After reviewing the situation, she also confirmed that no evidence was found in the lot that could have caused the damage to her vehicle."  If there is anything else we can help you with, please let us know.

I ended up going to the property because i was not getting any response from ****. We never came to an agreement about the incident, yes i walked the property but he said there was no way they could prove it was damaged on their property 1) glitch in the system 2) No cameras at all on a private property 3) Anyone can park in there (even though when they park a vehicle who ever the valet is, is responsible for closing a gate so noone can park there being a private property.) Now lets just say their system did not have a glitch and the  way their system works is by only saving photos of where damage has been made then it should clearly state the truck did not have damages. I notice once i had gotten home, i do not live in the city  which i had mentioned  to him the day i meet him  since we had a short conversation about the city and him recently moving here. I think this is pretty ridiculous that they will not take responsibility. The lady was pretty rude in the morning who gave me back my keys.

I am a floater pharmacist employed part time with CVS. I parked in a parking garage within a Target and was using a code designed strictly for employees to get free parking for the day within a designated employee section. Upon the conclusion of a long day filled with helping patients, I came out to a parking ticket on my vehicle. The ticket stated I did not pay and charged me a total violation of $65. I used an employee code that is only given to employees. Upon my appeal, it was denied stating that the Pharmacy Manager told Premium Parking to not give me authorization to use the code even though I was an employee there working for the day. Premium Parking directly acknowledged my employment and denied the use of my code. This is what led to the parking violation. Upon further investigation on my end, what Premium Parking put into my denied appeal was in direct contradiction to the Pharmacy Manager’s conversation with them in that he told them to put me into the system. I have proof in text messages. I called Premium Parking to see if something could be done and I was greeted with unprofessionalism and condescending comments from an agent who insinuated I could not afford the fine if I was inquiring this much about it. This is my first experience with Premium Parking and to say it has been negative is a severe understatement. I would like my ticket voided as I am clearly an employee of CVS and was working to improve the lives of patients within my community. I have indisputable proof of my employment. I am hoping they can reach out and make this situation right because as right now, I do not have anything remotely positive to say about Premium Parking. I feel like this is a money grab/extortion and this situation does not feel right.

Hello,I am submitting a formal complaint regarding an unfair parking violation fee issued by Premium Parking for my parking session at Lot P2530 on January 17, 2025, at 7:05 PM.I fully paid for four hours of parking but mistakenly entered an old vehicle license plate ******** instead of my correct plate (QHWZ62). Despite my immediate attempt to correct the mistake and provide proof of payment, Premium Parking has refused to void the violation, instead offering only a partial reduction of the fee to $20.This penalty is unjustified because:The parking was fully paid forthere was no actual violation. This was a simple clerical error, not an attempt to avoid payment.Premium Parkings refusal to void the ticket is unreasonable, as no loss was incurred on their end.I have attached my initial claim and their response, along with relevant details and proof of payment. I kindly request your assistance in reviewing this matter and ensuring that the violation fee is fully waived.Thank you for your time and ************ regards,*******
